1. Is this a new or follow on requirement? If it is a follow on, please let us know the current contract number and contract value?
ANSWER: This is a follow-on requirement for Contract M00318-10-A-0007-QJ05.
A copy of the Contract can be requested under the Freedom of Information Act (FOIA).

2. Who is the incumbent? Is it still eligible to bid as a prime for this contract?
ANSWER: The Louis Berger Group 1250 23rd St NW FL 4 Washington, DC 20037-1164
This requirement is not a set-aside. FAR part 19.000, “…except for Subpart 19.6, applies only in the United States or its outlying areas,” (FAR 19.000(b)). All responsible parties are eligible to provide a response.
3. Let us know that how many total FTE’s (Key Personnel) are required under this requirement? Do we need resumes?
ANSWER: Page 45 of the solicitation provides the Government’s estimate with regards to labor categories and hours required for successful performance.
Resumes are not required.
4. What is the exact due date to submit the RFQ response?
ANSWER: Page 1, block 8 states the due date to submit the RFQ response. Please note that the time is local time meaning Japan Standard Time.
5. We also noted that the RFP requires that the respondent be required to perform 100% of the project role onsite in Okinawa, something that is very difficult for small U.S.-based businesses to be able to commit to, even though the solicitation is designed for small U.S-based firms to respond to.
ANSWER: This requirement is not a set-aside. FAR part 19.000, “…except for Subpart 19.6, applies only in the United States or its outlying areas,” (FAR 19.000(b)). All responsible parties are eligible to provide a response.
6. If the DON/USMC does not receive all-inclusive proposals that fully meet the requirements of the solicitation to the complete satisfaction of the DON/USMC, would the DON/USMC then consider to discuss potential hybrid proposals from firms such as ours who possess the technical capabilities to perform the majority of the functions and deliverable requirements outlined within the Statement of Work including performing some of the work onsite and other portions of the work offsite? If so, would we communicate directly with the COR for this project or do we correspond directly to you through your office?
ANSWER: All proposals will be evaluated in accordance with the solicitation. Page 7, paragraph 3.2 of the RFQ states that “The Contractor is responsible to provide on-site support services in each required management area (total of 2), during the period of performance.” It is not acceptable to complete work off-site. All communication regarding this solicitation shall come directly through the point of contact listed on in the RFQ on page 46.
7. Would you be able to provide us contact information either to your office or to other contracting officers within the DON/USMC who we may be able to reach out to for introduction of our team, demonstration of our capabilities, and establish ourselves as a preliminary source for this type of work and service provisions for the DON/USMC on similar projects?
ANSWER: This office cannot provide any assistance regarding networking opportunities, please contact your local Small Business Office for assistance.
8. Would you be considered the primary DON/USMC contact for specialized technical support teams such as ours to interact with the U.S. federal government for integrated project construction scheduling and BIM support services?
ANSWER: Please contact your local Small Business Office for assistance.
9. In Table 1 – Required Format for RFQ, pages 45 and 46 of the RFP, reference is made to “Appendix C & D in MS Excel spreadsheet format” for Volume II, however, we did not see these Appendices or any Excel spreadsheets included on the FBO site. Can you please clarify?
ANSWER: This was an error and the RFQ has been amended to reflect the change. There is no MS Excel format provided by the Government.
10. Security clearances have been required for all other similar services in the recent past. Please confirm that the PWS 7.8 is correct, and that no security clearances are required for this work.
ANSWER: PWS paragraph 7.8 is correct, no clearance is required.
11. Please confirm that DBA insurance is required for this procurement.
ANSWER: Clauses 52.228-3 and 52-228-5 have been included therefore DBA insurance is required.
