The vendor requires some additional information to submit an appropriately priced and superior proposal for your consideration.
1. The SF 1449 Line 19 Item numbers 0001, 1001, 2001, 3001, 4001 (SLT Training) do not support the guidance as indicated in the enclosed PWS which calls for qty 2 SLTs of shorter duration and qty 2 SLTs of longer duration with aviation included. Will you be issuing a correction or amendment to the solicitation and/or to the PWS? We are seeking this support for 2 periods (SLTEs) each year. Those SLTEs are comprised of ITX, MTX, MWX, and AFX. To the contractor, those (ITX, MWX, MTX, and AFX) will appear as one support period as they happen simultaneously.
1. The SF 1449 Line 19 Item numbers 0002, 1002, 2002, 3002, 4002 (SLT Planning Conference ) allows only 32-man hours. Qty 4 SLT conferences of two (2) days duration would be 64 Hours. Please clarify the attendance requirement. We are seeking this support for 2 periods (SLTEs) each year. 2 days at each planning conference, 8 hrs each day, is 32 hours total.
1. The SF 1449 Line 19 Item Numbers 0003, 1003, 2003, 3003, 4003 (Rotary Wing Blade Hours) Indicates a total of 52 Hours per year. The PWS para 4.1.2 indicates a total of 60 Blade hours per year for 2 major SLTs. Please clarify the annual blade hour requirement. Our requirement is 60 total, 30 per SLTE (2 major SLTEs per year)
1. The SF 1449 Line 19 Item Numbers 0003, 1003, 2003, 3003, 4003 (Rotary Wing Blade Hours) limits each of the 4 scheduled SLT to NTE 13 Flight hours. Please clarify. From the consumer perspective: we need 60 hours, or 2x 30. How this is expressed in the contract should not limit our ability to fly all 30 during any component (ITX, MWX, AFX, MTX) depending on schedule and participating units, nor limit ability to carry unused hours from one SLTE into another.
1. The SF 1449 Line 19 Item Numbers 0003, 1003, 2003, 3003, 4003 (Rotary Wing Blade Hours) indicates flight hours under Day Visual Flight Rule (VFR) Conditions. The PWS 3.3 states... Typical training days will not exceed a total of 13 hours during both daylight and night. Contractor will need to provide additional equipment in the aircraft (i.e., IR Pod capability, cockpit lighting, and Night Vision Devices). Please clarify the requirement for Day VFR and night aided flight. Change to read Day and Night Visual Flight Rule (VFR) Conditions. Night aided flight will still be in VFR conditions. Night VFR requires specific lighting and instrumentation configurations on aircraft, but is still VFR.
1. The SF 1449 Schedule for commercial items does not include a CLIN for any FW services to support the PWS. Please clarify. Unable to answer this RFI.
1. Will the aircraft and flight crews be required on station for the entire 29-day cycle? No. Periods of support during SLTE will be defined in planning conference, typically less than 20 days.
1. Will the contractor and equipment be required on site during the non-operational SLTs to support non-flying academic instruction? Need clarification – what is a non-operational SLT?
1. Section 52.212-1 Item 8 The instructions are unclear as to which Volume (Pricing, Technical, or Past Performance) one, or all, the 10-page limitation applies. Please clarify. Please see 52.212-2 Evaluation--Commercial Items for more details.
1. Please confirm that hangar space is available at Twentynine Palms to shelter the aircraft and maintenance crews for the duration of each exercise. Negative, hangars will be used by USMC aircraft. Availability will be strictly by exception and only when no USMC need exists.
1. Are contractors authorized lodging in the USMC guest quarters for the duration of each SLT? No.
1. General: Will the Mi-24(s) be required at the smaller SLTs? If so, what is the expected support duration? We are seeking this support for 2 periods (major SLTEs) each year, with 30 combined Hip / Hind hours each period (60 total). If by smaller SLTs you mean outside of a major SLTE, then no.
1. General: Does 29P expect the Mi-24 aircraft and aircrew to be present at 29P the entire 29-days expected for the major SLTs? If not, how many days are typically required during the flight phases? Periods of support during SLTE will be defined in planning conference, typically less than 20 days.
1. General: What role does the propeller-driven aircraft play at 29P? Provides contract Close Air Support, and provide adversary to ground based air defense Marines.
1. General: No specific performance requirements or schedule is provided for the propeller-driven fixed-wing aircraft. Is the contractor required to provide evidence of this capability? If so, can adversary jet aircraft be substituted for propeller-driven aircraft? We are always looking for more metal in the sky, but this contract is for rotors (I thought?)
1. Solicitation, Page 3, 8.0. The paragraph is unclear as to which Volume (Pricing, Technical, or Past Performance) one, or all, the 10-page limitation applies. Please clarify. Please see 52.212-2 Evaluation--Commercial Items for more details.
1. Solicitation, Page 8, ITEM NO 0003. The quantity 52 hours (13 per SLT) contradicts PWS para 4.1.2 which states the contractor will fly 60 hours annually for 2 major SLTs. Please clarify. We are seeking this support for 2 periods (SLTEs) each year. Those SLTEs are comprised of ITX, MTX, MWX, and AFX. To the contractor, those (ITX, MWX, MTX, and AFX) will appear as one support period as they happen simultaneously. 60 total hours in the year.
1. PWS, Para 7.0 Travel, are contractor crews required to billet on MCAGCC or in field locations? No, but must be available to execute mission / mission planning.
1. PWS, Para 3.1 This paragraph requires aircraft to have IR Pods, cockpit lighting and Night Vision Devices in contradiction to Para 4.1.2 which states training will be conducted under Day VFR conditions. Please clarify. Strike word “day.” Should read “up to 30 flight hours under Visual Flight Rule (VFR) conditions”. Can change to “Visual Meteorological Conditions (VMC)” if leads to less confusion.
