1. BACKGROUND
This requirement is for a contractor to inspect for serviceability, repair, and exchange, as necessary, of government owned commercial washer and dryer machines at the Marine Corps Air Ground Combat Center
(MCAGCC), Twentynine Palms, CA.
2. SCOPE OF WORK:
Requirements: The contractor shall furnish all labor, supervision, tools, materials, vehicles, equipment, transportation, and other items necessary for performance. The number of washing and drying machines to be serviced, repaired, and/or exchanged is currently (843) top load washers and (1,256) dryers. There is a reasonable expectation that the total machines to be serviced, repaired, and/or exchanged at any time may flucuate but will not increase by more than 8% of the current total.
All required exchanges will be with government owned equipment. This contract does not cover the purchasing of new machines.
2.1 Each requirement for preventative maintenance and service (contract line item number (CLIN) 0001 and its respective options) will be ordered by the government utilizing individual task orders. Each task order will dictate length of service in months with beginning and end date, the number of washing and drying machines to receive PM and the number of times per month that they must receive PM. The task orders will generally not require services more than twice per month. The location of each washer/dryer will be provided via building number location aboard MCAGCC Installation. PM services include minor repairs.
2.1.1 Minor repairs are defined as repairs that can be done from the front of the machine and simple replacement of missing knobs.
2.2 The contractor is responsible for inspecting, repairing, servicing, and replacing necessary machines in the locations designated in the individual task order. If need be, the vendor will be required to uninstall/remove machines from aboard MCAGCC and transport to the vendor’s location for extended servicing or equivalent replacement (i.e. rebuilding motors at the vendor’s location than the service location).
2.3 Each service will be in accordance with standard commercial practices, in compliance with prescribed
Federal, State, and local regulations, and will include at a minimum:
• Inspection of units for serviceability/operability and anticipating upcoming repairs.
• Repairing machines not in operation with trouble shooting and parts brought by vendor.
• Replacing missing parts of machine i.e. washer/dryer knobs and switches.
• Replacment parts must be compatiable and new. OEM parts are not required.
2.4 Repairs and parts (CLIN 0002 and its respective options) are defined as any repair, not including minor repairs, that requires unbolting and moving washers or dryers such as: repair of bearings, drums, cabinets, pumps, motors, switches, circuit boards, temperature sensors, control panels, timers, agitators and all other common components. All major repairs will be issued on a task order basis and associated parts are accomplished utilizing a cost reimbursable type CLIN. All major repairs must be pre-approved by the contracting officer.. It is the sole responsibility of the contractor to provide documentation for reimbursement of actual costs.
2.5 The contractor is responsible for all damage to government property caused by contractor. The contractor must correct all damage through repair or replacement to the satisfaction of the government. The contractor shall notify the Contracting Officer (KO) or the Contracting Officer Representative (COR) immediately upon discovery of units requiring replacement and shall replace them within thirty days of issuance of a service request to do so.
2.6 Replacement of Equipment. The government reserves the right to add/delete equipment from this service contract at any time. Equipment that has reached their end of service life will be identified to the
COR.
3.0 Hours of Operation.
The government’s normal work hours are from 0730-1630 (7:30 A.M. – 4:30 P.M.) Monday through Friday excluding Federal holidays. In the event of an emergency, the contractor may be required to perform services on a non-working day at no additional cost to the government. All or a portion of the effort under this service contract will be performed on Government property. For the purposes of scheduling personnel, the Contractor is hereby advised that the Government installation will observe the following Federal holidays and that access to the installation may be restricted. In the event any of the below Federal holidays occur on a Saturday or Sunday, then the Federal holiday will be observed in accordance with the practices of the Government Installations.

3.2.1 The designated COR shall be the technical point of contact for the Government. The COR shall be appointed in writing by the KO of the Regional Contracting Office (RCO).
3.2.2 Upon learning of a Corrective problem with the equipment, the KO will contact the contractor whenever services are required. All service calls will be initiated and recorded by the designated COR.
3.2.3 The COR shall coordinate with the contractor their base access to the installation for repair and maintenance of equipment. Only authorized representatives may render maintenance service, unless the list is subsequently modified by mutual agreement between the Contractor and the COR to add or terminate authorized representatives.
3.2.4 The COR is not authorized to make changes, or provide monetary adjustments to the contract. The only authority that can make contractual changes is the KO of the RCO at (760) 830-

3.3 SECURITY
3.3.1 Vehicle passes are required and must be obtained to access MCAGCC. The current procedure is that vehicle pass issuance is per person, per vehicle and is determined by the Provost
Marshall’s office. To establish vehicle pass eligibility, the contractor shall contact the designated
Government representative assigned for the service time period of the contract. Installation access control requirements may change during the course of performance under this contract, and these changes shall not constitute grounds for contractor claim or equitable adjustment.
3.3.2 All contractor personnel performing work under this contract who require access to military installations shall obtain personal entry and vehicle passes from the Provost Marshal’s Office
(PMO), MCAGCC, Twentynine Palms, CA. The contractor is responsible for providing information required to obtain clearances, permits, passes or security badges required for contractor personnel or equipment access. This includes information required for police or background checks or investigations and all other requirements of the issuing activity. Failure to provide this information for employees may result in an inability to access the Base. Such failure does not excuse performance under this contract and inability to obtain passes shall not constitute grounds for contractor claim or equitable adjustment.
3.3.3 The contractor is responsible for ensuring any and all clearances, permits, passes, or security badges are promptly returned to the issuing activity upon termination of an employee, completion of a task order, or termination of a contract or subcontract.
3.3.4 The Commanding General or Commanding Officer of each Base has broad authority to remove or exclude any person from the respective Base in fulfilling his or her responsibility to protect personnel and property, to maintain good order and discipline, and to ensure the successful and uninterrupted performance of the Marine Corps mission. In the exercise of this authority, the
Commanding General may refuse to grant personal entry passes or may bar contractor employees, including employees who have been granted a personal entry pass. Refusal to grant an employee a personal entry pass or barring of an employee does not relieve the contractor of the responsibility to continue performance under this contract.
3.3.5 The Contractor’s employees shall observe and comply with all MCAGCC installation rules and regulations applicable to contractor personnel, particularly those applicable to the safe operation of vehicles, and shall not be present in locations not required for the performance of this contract.
3.4 Contractor personnel and equipment entering a military installation are subject to 100% security checks. Contractor personnel shall follow any direction given by Military Police or other security or safety personnel. In compliance with the above, the contractor must be prepared to provide proof of the following:
A valid driver’s license
Proof of Vehicle Insurance
Current Vehicle Registration
Knowledge of the contract number they are performing under
4.0 QUALITY CONTROL
The Contractor shall develop and maintain a Quality Control Plan (QCP). The contractor’s QCP shall have, as a minimum, a description of the inspection process used to ensure all services under this contract will be met, frequency of inspections, and follow up measures intended to improve service.
5.0 QUALITY ASSURANCE
The Government will evaluate the contractor’s performance based on periodic inspection of end results, customer feedback/complaints, and by on-site visits to the contractor facility by the COR to observe the contractor’s quality control in action. Government personnel will not interfere with contractor’s performance during site visits.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. (e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the
Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.
Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the
Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.
(k) System for Award Management. (6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) technical capability of the item offered to meet the Government requirement;
(ii) price;
(iii) past performance
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
52.212-2 EVAL ADDENDUM
52.212-2 EVALUATION--COMMERCIAL ITEMS--ADDENDUM
Basis for contract award - This acquisition is being conducted under FAR Parts 12 and 13.5. Offers will be evaluated using the factors identified in FAR 52.212-2, Evaluation – Commercial items. Noncompliance may be grounds to eliminate the proposal from consideration for contract award. Award will be made utilizing a Lowest Price Technically Acceptable (LPTA) source selection method. By submission of its offer in accordance with the instructions provided in clause FAR 52.212-1, Instructions To Offerors, the offeror agrees to the terms of this solicitation.
Specifically, the evaluation process shall proceed as follows:
The following factors shall be used to evaluate offers:
First, the quotes will be ranked in order from lowest to highest based on the price. The lowest priced quotation will then be evaluated and receive a rating of Acceptable or Unacceptable based on the criteria below. In order to be rated as Acceptable, the Technical quote must meet the government's minimum requirements as described in the schedule. Quotes deemed Unacceptable are those that fail to meet the Government's minimum requirements.
Past performance will then be evaluated and assigned a rating of Acceptable or Unacceptable. In order to be rated as
Acceptable, the past performance must present a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
If the lowest priced offeror’s Technical quote and past performance are rated acceptable, the government will then evaluate pricing to determine fair and reasonableness per FAR 13.106-3.
If the lowest priced quotation is evaluated to have an acceptable technical quote, acceptable past performance, and fair and reasonable prices, per FAR 13.106-3, the Government will complete a responsibility determination IAW the criteria specified in FAR 9.104-1. If found responsible, the Government may stop the evaluation process at this point as that quote represents the best value to the Government. Award shall be made to that offeror without further consideration of any other offers.
If the lowest priced quotation is assigned an unacceptable rating, or if the price is determined not fair and reasonable or if the quoter is found to be non-responsible, the next lowest priced quote will be evaluated. This process will continue (in ascending order) until an offeror is evaluated to have an acceptable technical rating, fair and reasonable prices and the offeror is deemed responsible or until all offers have been evaluated.
The government reserves the right to evaluate all quotes. The award will be made to the offeror whose proposal represents the best value to the government on a LPTA basis, factoring in price and non-price factors – Technical
Capability and Past Performance.
1) Factor One: Technical capability; the offeror shall submit a capabilities statement and include a detailed narrative of how the contractor will accomplish the deliverables as outlined in the
Performance Work Statement (PWS). Technical capability will be evaluated using the below adjectival ratings.
Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
2) Factor Two: Past Performance Information; the government will conduct a performance risk assessment the offeror’s record of past and current performance, as well as that of its proposed subcontractors and team member as it relates to the probability of successfully performing the requirements of the solicitation. The past performance evaluation will consider the offeror's demonstrated recent (within the past three years) and relevant (providing the items identified in the schedule) record of performance in supplying supplies that meet the solicitation’s requirements.
Offerors are advised that in conducting the past performance assessment, the government may use data provided in the Offeror’s proposal and data obtained from other sources.
Past performance will be rated on an “acceptable” or “unacceptable” basis in accordance with the below table.
Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror’s performance record, the
Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)
Unacceptable Based on the offeror’s performance record, the
Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance.
Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
3) Factor Three: Price; In order to be considered for award, price must be determined fair and reasonable and balanced (or if unbalanced…
