PERFORMANCE WORK STATEMENT (PWS)
MAGTF-Training Program Implementation of Land Acquisition & Airspace
1.0 INTRODUCTION:
This is a non-personal services contract to provide management oversight, exercise containment, assessment and knowledge management / information management (KM/IM) support services to the Marine Air Ground Task Force Training Command (MAGTFTC) in continuing to evolve the newly acquired 168,000 acres into a suitable range complex supporting the Large Scale Exercise of up to 20,000 Marines annually. MAGTF TC intent is to provide range complex, airspace, and support to service level, operational forces and tenant unit training event.
The contractor shall assist MAGTFTC G3, other staff, directorates in providing technical expertise to facilitate the execution of the Marine Air Ground Task Force Training Program (MAGTFTP), to include the Large Scale Exercise. The contractor shall provide exercise containment strategies, assessment and KM/IM support services for Marine Expeditionary Force (MEF) level exercises that incorporate live battalions, squadrons, regimental staffs, group staffs, and other constructive unit formations. Training is primarily conducted in a Live Fire environment
The contract will have an intended duration of 12 months with a potential 6 month option. The base period plus option period will not exceed a total of 18 months. The contractor will provide desired products that include Plan of Action and Milestones (POA&M), Quality Assurance plan, and Monthly Program Management Reports.
1.1 Objectives:
MAGTFTC is tasked by the Marine Air-Ground Task Force (MAGTF) Training Program (MAGTF-TP) Marine Corps Order with the development of standardized service level training programs to increase training readiness of Marine forces for deployment and employment as a MAGTF in complex, expeditionary environments, including:
1.1.1 Regularly-occurring Large Scale Exercise and Integrated Training Exercises (ITX) that focuses on horizontal integration of Marine Expeditionary Battalion or MEF sized MAGTFs, their associated Divisions, Wings and Logistics Groups, associated Regiments and Groups, and battalion/squadron-sized units from the air, ground and logistics components of the Marine Corps.
1.1.2 Routine interaction with Bureau of Land Management, local Law enforcement, and other governmental or local agencies requiring coordination to physically conduct the live fire exercise in the newly acquired lands.
1.2 Locations:
1.2.1 MAGTFTC and the Marine Corps Air Ground Combat Center (MCAGCC) are commanded by a single, dual-hatted 1 or 2-star Marine Corps General Officer. The two commands are heavily integrated and work to provide standardized service level training events, facilities, and other general support for numerous Marine Corps units, as well as US Army, Air Force, Navy, Special Forces, National Guard, Coalition partners, state, and local agencies. MAGTFTC/MCAGCC mission is to conduct relevant live-fire combined arms training, urban operations, and Joint/Coalition level integration training that promotes operational forces readiness as well as to provide the facilities, services, and support responsive to the needs of resident organizations, Marines, Sailors, and their families today and tomorrow. The Combat Center is a truly unique training installation as it encompasses 800,000 acres of live fire training ranges that remains the only DoD installation that can support fire and maneuver on the same terrain and support MEB sized MAGTFs. Over 30,000 military and civilian personnel work aboard MCAGCC. The base is also home to various I Marine Expeditionary Force (I MEF) units and other tenant units and organizations. MCAGCC covers over 1,200 square miles that incorporates a mainside, ranges and training areas. The Combat Center is located in the Mojave Desert about 150 miles east of Los Angeles in San Bernardino County, California, north of the city of Palm Springs. MAGTFTC G3 is responsible for coordinating and synchronizing the execution of service level training events and facilitating numerous other service, joint and coalition training events. In cooperation with the AC/S G5 (Community Relations), the AC/S G4 (Logistics to include Natural Resources Administration) and AC/S G7 (Military Police), the AC/S G3 synchronizes and coordinates the actions of the entire installation team to ensure live fire can take place safely without endangering any recreational enthusiast often utilizing the Johnson Valley area, any threatened species, or any Marine participant in the exercise. Since this has never been done before the learning curve is exceptionally high
1.2.2 Marine Corps Mountain Warfare Training Command (MCMWTC) is located in the Pickel Meadow of the Toiyabe National Forest. The MCMWTC is 21 miles northwest of Bridgeport, CA, and 100 miles south of Reno, NV. The training elevation ranges from 6,800 feet to nearly 11,500 feet above sea level. This organization is a subordinate unit to MAGTFTC and led by an O6/Colonel as the Commanding Officer. This location is also used in support of the Large Scale Exercise.
1.2.3 Marine Air Warfare Training Squadron-1 (MAWTS-1) is a subordinate command of MAGTFTC. It is a located aboard Marine Corps Air Station (MCAS) Yuma, AZ. This organization is a subordinate unit to MAGTFTC and led by an O6/Colonel as the Commanding Officer. MCAS Yuma, with MAWTS-1 support, is a location used by the Large Scale Exercise.
