INSTRUCTIONS TO OFFERORS
INSTRUCTIONS TO OFFERORS:
1. SUMMARY: This request for quote (RFQ) will result in a single award, Firm Fixed Price (FFP) contract with one base year with a possible four one-year options. This contract is to provide maintenance and repairs to
Government owned fire extinguishers under the cognizance of two different departments: 1.) Exercise Support
Division and 2.) Fire Dept., located at Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, California.
2. SET ASIDE: The Request for Quotes (RFQ) is: 100% Small Business (SB) Set- Aside.
3. QUESTIONS: Offerors are requested to thoroughly review the requirements of this solicitation and submit any questions in writing to William Battles at William.Battles@usmc.mil by Wednesday, 10:00 a.m., Pacific Standard
Time, 15 October 2014.
4. SUBMISSION OF QUOTES: Quotes may be hand carried, submitted by commercial courier service (FedEx, UPD, DHL, etc.) or by electronic mail (email). Offerors bear the burden of ensuring that all portions of the offer reach the designated Contract Specialist before the deadline specified in the solicitation. No faxed offers will be considered.
5. FORMAT AND EVALUATION OF QUOTES:
Award will be made to that offeror whose proposal contains the combination of those criteria offering the best overall value to the Government utilizing the lowest price technically acceptable source selection process. The
Government intends to evaluate quotes and award a Firm Fixed Price (FFP), single award contract without negotiations. The initial proposal submitted must contain adequate information to ascertain the contractor’s ability to comply with all requirements of the solicitation and it should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to have exchanges with one or more offerors if determined by the Contracting Officer to be necessary.
52.212-2 Evaluation – Commercial Items
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. It will be based on Lowest Priced, Technically Acceptable (LPTA). The following factors shall be used to evaluate quotes:
1. Technical: IAW Performance Work Statement (PWS).
2. Past Performance: Offerors should provide contact information for a minimum of at least two past performance references for contracts performed in the last three years that are similar to those required by this solicitation. Contact information should include contract number, dollar value, contact name, contact position description, phone number and email address. The Contracting Officer may contact the references to obtain past performance information.
3. Price: Offerors shall submit pricing on each CLIN identified in the solicitation. All ancillary parts and services (i.e. fuel surcharges) shall be included within the pricing structure provided. Deviations from the pricing structure may result in the offeror being considered non-responsive to the solicitation. Any proposed deviations shall be addressed to the Contracting Officer prior to the close of the question and mailto:William.Battles@usmc.mil answer period. Quotes will be evaluated for award by using the offerors quote to evaluate the total cost to the government for typical services provided under this contract.
(b) Options: IAW the provision at FAR 52.217-5, the Government will evaluate offers for award purposes by adding the total price for all options including the option under FAR 52.217-8, to the total price for the basic requirement. Evaluation of options will not obligate the government to exercise options. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
(c) FAR 52.217-8: Offerors are advised that the Option to Extend Services Clause at 52.217-8 is included in the solicitation and will be included in the awarded contract. When proposing prices for base and option years, Offerors should consider that the government may choose to exercise the option to extend services at the end of any period of performance (base or option periods), utilizing the rates in effect during the period of performance in which the option is exercised. For purposes of evaluation, the government assumes that any price proposed for base and option periods reflects the possibility that a period of performance may be extended. The Option to Extend Services at FAR
52.217-8 will be evaluated for award purposes by adding one quarter of the base year price to the overall price. This evaluated price will not be part of the contract award. Should the Government exercise the Option to Extend
Services, it will be exercised at the rates of the performance period being extended.
(d) The Offeror agrees to hold the quote firm for 90 calendar days from the date specified for receipt of quotes.
(e) Offerors must be determined to be responsible to be awarded the contract.
(f) Offer must include Cage Code, DUNS #, and TIN on all quotes.
(End of Provision)
