About this file

This is a Questions and Answers document for a vehicle leasing IDIQ contract covering eight European countries: Estonia, Finland, Germany, Latvia, Lithuania, Norway, Poland, and Sweden. The contract requires uniform pricing applicable to all eight locations, with partial bids being non-conforming and ineligible for award. Anticipated quantities across fiscal years 2025 and 2026 include 80 vehicles for Norway, 31 for Latvia, 22 for Finland, 10 for Estonia, and 21 for Norway and Finland combined. No single vehicle lease shall exceed 119 days, and all quoted pricing will be used as evaluation criteria.

The contractor must include all costs in the unit price, including tolls, road use fees, parking fees, unlimited mileage, insurance coverage, registration fees, and delivery costs. Delivery and turn-in locations will be determined on an individual task order basis and may occur at US Military Installations, Host Nation Military Installations, Airports, Seaports, and Train Stations. The Government will provide minimum 30 days' notice prior to delivery. Vehicles will remain in their country of initial delivery and will not cross borders. Vehicles must meet minimum stated bed dimensions, and the minimum vehicle age requirement applies only at initial delivery. Replacement vehicle delivery is coordinated with the task order TPOC. For pricing, contractors must provide a single uniform unit price for CLIN 0005 Labor, while CLIN 0006 Parts will be reimbursed at actual cost substantiated by invoices or receipts. Subcontracting is permitted with the prime contractor responsible for subcontractor performance. Early terminations and cancellations are subject to FAR provisions, and a centralized regional 24/7 helpline supported by local service partners satisfies emergency-support requirements.
