About this file

This is a Memorandum to the File documenting a determination that only one source is reasonably available for a FAR Part 12 acquisition under the Simplified Acquisition Threshold (SAT).

The Government requires a service contract for inspection, maintenance, repair, and technical support of installed blast shield systems at Marine Depot Maintenance Command (MDMC). The blast shields are critical safety components that protect personnel, equipment, and facilities during abrasive blasting operations and must operate within strict engineering tolerances and safety standards. Required services include system inspection, calibration, repair, replacement of worn or damaged components, and technical support using OEM-approved procedures and certified replacement parts. The period of performance is June 5, 2026 through June 4, 2027 with four optional years, and the estimated total dollar amount with all option years is $277,000. The single-source determination is based on restrictive rights held by Blastone International, the OEM, which maintains exclusive technical data, engineering specifications, system tolerances, certified maintenance procedures, proprietary knowledge, specialized tooling, and certified replacement components. Per a certification letter dated March 16, 2026, Blastone International confirmed they have no authorized resellers or third-party service providers. Work performed by unauthorized parties will not be recognized under the system's service plan. The justification was certified by Christopher Tipper on June 2, 2026, and approved by Contracting Officer MSgt Jonathan Sanchez on the same date.

II. DESCRIPTION OF ITEM OR SERVICE:

The Government requires a service contract for inspection, maintenance, repair, and technical support of installed blast shield systems supporting depot blast booth operations at Marine Depot Maintenance Command (MDMC). The blast shields are critical safety components designed to protect personnel, equipment, and facilities during abrasive blasting operations and must operate within strict engineering tolerances and safety standards.

The required service includes system inspection, calibration, repair, replacement of worn or damaged components, and technical support using OEM-approved procedures and certified replacement parts to maintain operational safety, system reliability, and compliance with applicable safety and engineering requirements. The period of performance is 05 June 2026 – 04 June 2027 with four (04) option years. The estimated dollar amount, with all option years, is $277,000.

III. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN

The OEM maintains exclusive technical data, engineering specifications, system tolerances, and certified maintenance procedures required to properly service and maintain the installed system.

Only the OEM possesses proprietary knowledge, specialized tooling, and certified replacement components required to safely perform inspection, maintenance, and repair services. No other vendor has access to the proprietary technical data, system specifications, or authorization required to perform the services without risk to system performance, personnel safety, or equipment integrity. Per a formal certification letter dated 16 March 2026, Blastone International confirmed they have no authorized resellers or third-party service providers. Only Blastone can perform these services due to the proprietary nature of the system’s control architecture, robotic
