Government Response:
1) For afloat, MPS normally homeport/moor IVO Diego Garcia, Guam, Saipan and South Korea. For ashore, Blount Island is currently the only CONUS ashore location. There are currently no OCONUS ashore locations.
2) Refer to 6.A.2 and 6.A.3
3) Refer to 6.A2.f, 6.A.2.g, 6A.2.h, and 6.A.3.b
4) Refer to 6.A.2.c
5) Refer to question 1 response.
6) The Government will not provide a personnel roster due to privacy act concerns. The current organization structure consists of a PM and Logistics Specialist here at Blount Island with a Squadron Supervisor for each MPS. The rest of the NAVMCs are distributed between the ships and Blount Island (rotational basis).
7) No specific reason, it was an oversight and needs to be added.
8) Refer to Question 1 response. The MPF program is dynamic and is responsive worldwide. The typical/normal locations are provided. The language used provides necessary flexibility required for future support.
9) Refer to Question 1 response.
10) There is no standard rotation schedule requirement in the PWS. The Government feels it is the Offeror’s responsibility to propose their plan for rotation that promotes retention and a quality workforce. Historically, 6 month at sea rotations with follow on 30 day vacation has proved successful. Combining at sea tour completion bonuses and isolated duty bonuses with the 6 month rotation minimized workforce vacancies. Longer at sea tours as proven challenging in maintaining a solid workforce. High turnover/Vacancies unnecessarily burden the Government and the Contractor.
11) Refer to Question 8 response.
12) Refer to 6.H.11 and the external hard drive attachments. Request for address and POC required.
13) There are supply/purchase requirements for most Job Orders. A typical year involves 50-75 JOs. Each JO may have several purchase requirements. Stand alone purchases not involving JOs is aligned with CAP PWS requirements.
14) Refer to 6.A2.c. The PWS does not require a Squadron assigned Logistics Specialist.
15) Refer to the Maintenance Requirements Package contained within the external hard drive.
16) Refer to the Maintenance Requirements Package contained within the external hard drive.
17) Refer to Section L-5 focus area and PWS 6.A.2.d.
