MARINE CORPS LOGISTICS BASE ALBANY, GEORGIA

REQUEST FOR QUOTE PURSUANT TO FAR PART 13

Solicitation Number / RFQ Number: M67004-25-Q-0022 Subject: Bead Blaster Removal Services

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is under a Total Small Business set-aside under NAICS code 238290 size standard of $22 Million. An Offeror’s submission of a quote does not constitute a contract or authorize work to begin. This document is not legally binding and does not commit the US Government in any way.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 and Defense Federal Acquisition Regulations Supplement Publication Notice (DPN) 20241218.

In accordance with FAR 12.102(c), when a policy in another part is inconsistent with FAR Part 12, Part 12 shall take precedence.

52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)

Basis for Award: The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are listed in no specific order of precedence and will be used to evaluate quotations:

• Past performance

Evaluation:

Technical: Quotes meeting all specifications outlined in this solicitation will be deemed technically capable.

The Government intends to conduct a site visit for all prospective offers on 4 February 2025, at 10:00. The meeting place will be the Marine Depot Maintenance Command, Building 2200, Marine Corps Base, Albany Ga.

This site visit is a requirement for the performance of the supply and services being requested therefore, offerors with the intent to submit a quote must be present at the time of the meeting. Quotes submitted by offerors who do not participate in the event will be considered ineligible for award under this solicitation.

Offerors will need to RSVP for the site visit no later than 28 January 2024 at 4pm EST with Sgt Javier Lagunas (Contract Specialist) at javier.lagunas@usmc.mil.

Price Reasonableness: Will be conducted in accordance with FAR 13.106-3(a). The total quoted price, to include shipping costs, will be used in the price evaluation.

Past Performance: Evaluation will use procedures outlined in DFARS 204.7603 and described in provision 252.204-7024, incorporated herein.

Options: The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Additionally, final option year pricing will be used for FAR Clause 52.217-8, and will be added to the overall quoted price in determining price fair and reasonableness.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Addendum to 52.212-1 Instructions to Offerors.

The Government reserves the right to make an award solely on initial quotes received. Offerors must submit their response to this RFQ via email to javier.lagunas@usmc.mil no later than the posted Response Date in this listing.

Questions will be accepted via email up to (48) hours after the posting of the RFQ. No phone questions will be accepted. The deadline is necessary to ensure timely award and the Government may, in its sole discretion, choose not to respond to questions received after the deadline. Questions will be reviewed and addressed via an amendment to the solicitation and/or posting of the Questions and Answer(s) (Q&A) document.

Quote must contain all requested line items as the contract award will be made in aggregate. Therefore, any quote received without all line items priced will be considered non-responsive.

Shipment: All materials awarded under the contract resulting from this solicitation are expected to be delivered on the date specified in this solicitation. No partial deliveries will be accepted. In order for your quote to be considered responsive, any associated prepaid shipping costs must be identified in the quote and will be evaluated as part of the overall price. The Offeror may submit a ZERO shipping cost; however, ZERO cost must also be clearly specified in the quote. Failure to fill in the required information may result in your quote being considered non-responsive by the Government.

Class Deviation 2023-O0001: A small business joint venture offeror must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, in accordance with 52.204-8(d) and 52.212-3(b) for the following categories:

Marine Corps Logistics Base Albany

1. Scope: This requirement is for removal and disassembling of a Shot blast machine from its current location inside small arms weapons repair shop to a designated drop-off location aboard Marine Corps Logistics Base Albany (MCLBA). The Contractor shall provide and operate all required equipment for moving, maneuvering, and disassembly of the machine, while ensuring no damage is done to the machine, facilities, or surrounding areas during the performance of the service.

2. Background: The Marine Depot Maintenance Command (MDMC) – Engineering Division at MCLBA is attempting to remove a shot blast machine from the small arms repair shop. This machine is no longer authorized to be use on weapon systems and therefore it’s removal will allow for improved workflow and better utilization of the workspace.

3. Objective: The services being provided will require the personnel to disassemble the item into reusable components and transport them from their current location inside PPA’s Small Arms Repair Shop, to a designated location back on PPA’s hardstand. A coordinated site visit will take place prior to the period of performance and the respectable vendor will contact the Point of Contact (POC) listed below.

4. Certification and Safety: Vendors must be certified in operating high capacity machinery/moving equipment as required to complete this scope of work. Insurance to cover damage to the machines, facilities, or surrounding areas must be provided.

5. Location & Period Of Performance: The work to be completed under this contract shall be performed in and around building 2200 at MCLBA, Georgia. The Shot Blast Machine must be removed, transported, and disassembled to the outside of the Small Arms weapons repair shop within 60 days of contract award.

6. Quality Assurance: The contractor shall inspect for 100% compliance in accordance with this PWS prior to final inspections from the MDMC – Engineering Division Leadership. The performance of the services will be deemed acceptable upon acceptance in writing from the government Point of Contact (POC).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) Definitions. As used in this clause— “Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.
