(2) Contractors may rely without liability on the representation made by their subcontractors in the certification and disclosure form.
(f) Cost allowability. Nothing in this clause makes allowable or reasonable any costs which would otherwise be unallowable or unreasonable. Conversely, costs made specifically unallowable by the requirements in this clause will not be made allowable under any other provision.

QASP SCOR III
QUALITY ASSURANCE SURVEILLANCE PLAN
1. PURPOSE
This Quality Assurance Surveillance Plan (QASP) has been developed as the principal basis for assessing overall performance of the technical support for the contract. This document will be used by the Government to evaluate the Contractor’s performance to assure they are timely, effective, and are delivering the services and products specified in the contract.
This QASP provides the methodology by which the Contractor's performance will be monitored and to establish performance benchmarks that ensure a quantifiable basis for measuring effectiveness. The plan is designed to limit surveillance to the minimum necessary to verify that the Contractor is satisfactorily performing services directly related to the performance requirements of the Performance Work Statement (PWS).
This Quality Assurance Surveillance Plan (QASP) provides a systematic method to evaluate performance for the stated contract. This QASP explains the following:
• What will be monitored.
• How monitoring will take place.
• Who will conduct the monitoring.
• How monitoring efforts and results will be documented.
This QASP does not detail how the contractor accomplishes the work. Rather, the QASP is created with the premise that the contractor is responsible for management and quality control actions to meet the terms of the contract. It is the Government’s responsibility to be objective, fair, and consistent in evaluating performance. This QASP is a “living document” and the Government may review and revise it on a regular basis. However, the Government shall coordinate changes with the contractor. Copies of the original QASP and revisions shall be provided to the contractor and Government officials implementing surveillance activities.
2. GOVERNMENT ROLES AND RESPONSIBILITIES
The following personnel shall oversee and coordinate surveillance activities.
a. Contracting Officer (KO) - The KO shall ensure performance of all necessary actions for effective contracting, ensure compliance with the contract terms, and shall safeguard the interests of the United States in the contractual relationship. The KO shall also assure that the contractor receives impartial, fair, and equitable treatment under this contract. The KO is ultimately responsible for the final determination of the adequacy of the contractor’s performance.
Assigned Contracting Officer: Mr. Michael S. Anderson Organization or Agency: Contract Support Management Office, Blount Island Command, Jacksonville, Florida 32226 https://sam.gov/wage-determination/2015-4539/23 21/11
b. Contracting Officer’s Representative (COR) - The COR is responsible for technical administration of the contract on behalf of the Contracting Officer and shall assure proper Government surveillance of the contractor’s performance. The COR shall keep a Quality Assurance file that is subject to review and inspection by the Contracting Officer at any time and no less than one a year during the COR File Inspection and Performance Assessment. The COR is not empowered to make any contractual commitments or to authorize any contractual changes on the Government’s behalf.
Assigned Technical Point of Contact/COR: Mr. William Fish Organization or Agency: Navy Branch, Blount Island Command
c. Other Key Government Personnel - Upon award, the Government will enter the name(s), if applicable. This may include COTR and Quality Assurance Representatives (QARs) who act on behalf of the COR to monitor technical performance.

PERFORMANCE WORK STATEMENT (PWS)
Improved Navy Lighterage System (INLS) Roll-on/Roll-off Discharge Facility (RRDF)
Side Connector Overhaul and Regeneration (SCOR) III
Blount Island Command (BIC)
PART 1
General Information
1. General. This is a non-personal service contract. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. This is a lifecycle requirement and there will be technical guidance provided and government contractor interaction daily.
1.1 Description of Services/Introduction. The Contractor shall provide all required personnel, supervision, and other items necessary to complete the inspection and testing of one (1) INLS RRDF Side Connector Set (SCS) per the specifications contained in this PWS. Items necessary include, but are not limited to: capable facilities, Government Furnished Property (GFP) physical security, covered storage, materiel/parts support, tools, special equipment and jigs, transportation, Material Handling Equipment (MHE), briefing space, adequate shops, adequate logistics, laydown space, and base access. This PWS lists the requirements for the inspection and testing of rigid SCS and associated Auxiliary Support Equipment (ASE), which includes, but not limited to, the Containerized Crew Shelter (CCS) with Remote Control Station Carts (RCSCs), Containers (CTRs), and other related equipment.
Maintenance support requirements will be identified via individual Job Orders (JOs). The Period of Performance (PoP) for this Indefinite Delivery Indefinite Quantity (IDIQ) contract will be 15 September 2024 – 28 March 2030.
Each Task Order issued under this contract will be a separate capability set, the sets are identified as set Alpha, Bravo, Charlie, Delta, Echo, and Foxtrot.
The inspection and testing project includes the removal of the Side Connector Ultra High Molecular Weight (UHMW) cover plates to gain access to the internal components, hydraulic pressure testing, reporting, and the re-assembly as outlined in this section. It does not include repair. Repair items include any deficiency noted during the inspection and testing phase. The Contractor shall report any deficiencies requiring repair as outlined in this section.
The technical manual (F9YC0-AA-TMM-010 with Change A and B) provides instructions on completing the required tasks.
The Contractor facility must be within 45 miles of BIC to allow routine Government inspections.
1.2 Background. This requirement is to perform INLS RRDF SCOR III to include corrective maintenance (Over and Above) that is identified during the inspection and testing. The BICmd Navy staff provides oversight of Navy equipment refurbishment during the Maritime Prepositioning Force (MPF) Maintenance Cycle (MMC) as well as maintenance/repair during the Afloat phase. The watercraft are operated by the Naval Support Element (NSE) that supports a Marine Expeditionary Force (MEF) in combat or other contingency. The equipment is embarked on MPF shipping. Each ship undergoes a periodic MMC; all equipment is downloaded, repaired and/or replaced, and reloaded on the ship during a cycle.
The INLS RRDF SCS consists of two (2) major categories: The INLS RRDF Side Connectors (SCs) and Auxiliary Support Equipment (ASE), which includes Containerized Crew Shelter (CCS) with Remote Control Station Carts (RCSCs), Containers (CTRs), and other related equipment. The main purpose of the side connector is to provide a means of connecting the INLS Combination Modules (CMs) side-by-side to form a rigid connection. The side connectors mate with female pockets located on the side of each CM when engaged.
https://sam.gov/wage-determination/2015-4539/23 25/11
The INLS RRDF SC is an 8’ by 4’ by 4’ two-trapezoidal box structure weighing approximately 5,200 pounds. It houses eight (8) retractable bullets at top and bottom for connection. These eight (8) bullets work in pairs and are extended or retracted by hydraulic cylinders with hydraulic and electrical access at the top of the connector. Each bullet engages with a female socket installed in the CMs that conforms to the shape of the bullet.
