Performance Work Statement (PWS)

For

MCLB Barstow Wash Rack Maintenance for Marine Corps Logistics Command

(MARCORLOGCOM)

1.0 Introduction. Marine Corps Logistics Command (MARCORLOGCOM), Marine Force Storage

Command (MFSC) has a requirement for bi-monthly Preventive Maintenance to be conducted on site in

Marine Corps Logistics Base (MCLB) Barstow, CA in support of two Hydro Sites Wash racks.

2.0 Objectives. The contractor shall provide bi-monthly Preventive Maintenance (6 visits a year) on two

Hydro sites for a Base plus two Option Years. The objective is to have contractor personnel to come on site and give a written report on all findings. Contractor shall not execute any repairs necessary without the approval from the Contracting Officer. Requirements are stated below:

-Hydro Engineering model 1ZD293, Hydro Site S/N: 10100023

-Hydro Engineering model 1ZD293, Hydro Site S/N: 10100034

-Contractor must be authorized to work on Hydro Engineering wash rack equipment Treatment Unit: Pressure Washer:

● Inspect system for any visible leaks ● Inspect unit for any visible leaks

● Clean and test all float switches ● Inspect belts, gun and hoses

● Clean pump strainer ● Inspect pump and check oil, change when due

● Record media pressure before backwash ● Perform motor amperage check

● Perform manual backwash, record media pressure ● Perform back pressure test

● Check amperage draw on pump motor ● Test and record pressure

● Clean oil skimmer (if installed)

● Inspect sump pump, clean float switches

● Clean discharge strainer

● Inspect unit for any visible leaks ● Inspect unit check all fluids

● Clean float switches ● Test, ensure unit is operating correctly

● Test sump pump ● Change oils when due

● Clean spray bar

● Grease paper advance drive motor

● Trim spent filter paper

*Contractor shall provide all consumable supplies needed for the preventive maintenance of the wash racks.

3.0 Period of Performance:

Base Year: 2 March 2022 – 1 March 2023 (6 Visits – Bi-monthly)

Option Period One: 2 March 2023 – 1 March 2024 (6 Visits – Bi-monthly)

Option Period Two: 2 March 2024 – 1 March 2025 (6 Visits – Bi-monthly)

4.0 Place of Performance. All service/maintenance/inspections will be conducted aboard Marine Corps

Logistics Base Barstow, CA. Equipment may be removed from the installation, under written authorization, and at the cost of the vendor to complete necessary work. Vendor assumes all liability and responsibility for damage caused to and as a result of transport of equipment.

5.0 Government Furnished Property. None will be provided.

6.0 Government Furnished Information (GFI). The Government shall furnish such GFI and system access as is necessary for the contractor to fulfill the requirements of this PWS. The contractor shall collect and/or develop and provide all documentation requested to support unique and recurring requirements during the period of performance. All information, reports, data, etc., produced by the contractor in support of this PWS shall be the property of the Government.

7.0 Key Control. Keys will not be issued to the contractor.

8.0 Training. The contractor shall be fully trained to provide the support required by this PWS.

9.0 Contractor Employees

9.1 The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

9.2 Contractor personnel shall present a neat appearance and be easily recognized as contract employees. All employees shall wear contractor provided nametags, which include the contractor's name, employee's full name and duty title.

9.3 Contractor employees shall be able to read, write, speak, and understand English.

9.4 The contractor shall make sure employees have current and valid professional qualifications before starting work under this contract.

9.5 The contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Navy, either military or civilian, unless such person seeks and receives approval.

10.0 Security Requirements. Vendor will notify equipment responsible officer for base sponsorship.

Vendor is responsible for complying with all base access rules, laws, and regulations. Vendor is responsible for ensuring all technicians are vetted properly at least one week prior to service call.

11.0 Contractor Responsibility. Contractors operating on base will be responsible for briefing and ensuring the employees adhere to the traffic rules and regulations. The foreman, job supervisor and other personnel providing workman leadership will, when possible insure the workers comply with these rules and regulations. Speed limit on base are posted. Individuals are to obey all entry procedures. If instructions are given by the Security Forces personnel on the entry points (gates), they will be complied with immediately.

12.0 Travel. Vendor is responsible for the transport, travel, movement costs of required equipment and personnel to complete service/maintenance/inspections of equipment on site. Removal of equipment will be at no additional cost to the government in accordance with service/maintenance/inspection requirements.
