About this file
This is a Performance Work Statement (PWS) for Commercial Television Services to be provided by the United States Marine Corps at three installations: MCB Camp Lejeune, MCAS New River, and MCAS Cherry Point. The contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with task orders issued for specific service requirements. The Contractor must provide all commercial television programming, equipment, installation, maintenance, and account administration services exclusively through infrastructure, service points, and facilities the Contractor owns, leases, or has lawful authority to use. No construction, wiring, cable-drop installation, or facility modifications are authorized under this contract. Service locations must be serviceable using existing authorized service points and existing functional interior outlets. Task orders will specify the number of active service ports, approved programming packages, activation dates, performance periods, and fixed pricing.
The PWS defines two primary service tiers: Base Programming Package (CLIN 0001) consisting of a minimum of two national news channels, three local broadcast channels, and one national weather channel; and Deluxe Programming Package (CLIN 0002) including all base channels plus minimum national sports and variety entertainment tiers, requiring Contractor-furnished set-top boxes. Installation Services and Relocation Services (CLIN 0003) are limited to account setup, equipment delivery, and signal verification at existing outlets or relocation of services between pre-approved outlets. The Contractor must furnish and maintain all receiving equipment, provide customer support with outage acknowledgment within 24 hours and restoration within 72 hours, notify of planned maintenance and channel-lineup changes with 30-day advance notice when applicable, and maintain equipment inventory. Invoicing must reflect only authorized service ports, equipment, and expressly included fees. Performance standards require 98% billing accuracy, 90% timely activation, 100% serviceability compliance, and 100% programming compliance. No Contracting Officer's Representative will be appointed; task orders will designate a technical point of contact for access coordination and performance monitoring. Work performed without proper Contracting Officer authorization is at the Contractor's risk and expense.

Commercial Television Services
Performance Work Statement (PWS)
1 SCOPE. The United States Marine Corps, hereafter referred to as the Government, requires commercially available television programming and associated commercial television service at authorized Government facilities aboard MCB Camp Lejeune, MCAS New River, and MCAS
Cherry Point. The Contractor shall provide all nonpersonal services, supervision, commercially customary equipment, materials, account administration, activation, maintenance, support, moves, changes, disconnects, and removal necessary to provide the services ordered by task order.
The Contractor shall provide service only through infrastructure, service points, distribution systems, facilities, and programming rights that it owns, leases, or otherwise has lawful authority to use.
Contract award and issuance of a task order does not grant the Contractor a franchise, right-of-entry, facility-use right, or authority to use another provider’s infrastructure.
This contract does not authorize construction of any kind including but not limited to cable-drop installation; new interior wiring; repair, replacement, or modification of building wiring; drilling;
conduit; pathways; raceways; structural or facility alterations; exterior work; excavation; outside-plant work. If a location cannot receive the ordered service using an existing authorized service point and an existing functional interior outlet, the Contractor shall identify the location as non-serviceable under this IDIQ.
1.1 DEFINITIONS
Term Definition
Service Port One Government-designated television endpoint ordered to receive the approved base or deluxe programming package. The service port is the recurring service quantity used for task-order administration and billing.
Existing
Functional
Interior Outlet
An existing, fully installed, terminated, and functional interior outlet capable of receiving the Contractor’s ordered television service without new wiring, cable-drop installation, building modification, or construction.
Base
Programming
Package
The Contractor’s standard commercial television package that satisfies paragraph 4.2. It excludes sports packages, music packages, premium channels, pay-per-view, and other special or add-on programming unless ordered under the Deluxe Programming Package.
Deluxe
Programming
Package
The Contractor’s enhanced commercial television package that includes all channels from the Base Programming Package and include additional channels such as sports, variety, and/or international programming, satisfying the requirements of paragraph 4.3. This package requires the use of Contractor-furnished Set-Back Box (SBB) or equivalent hardware at each service port.
Existing
Authorized
Service Point
An existing lawful service entrance, demarcation point, distribution point, or connection point that supports the ordered service.
Serviceable Capable of being activated through an existing authorized service point and existing functional interior outlet using facilities, infrastructure, programming rights, and access authorities that the Contractor owns, leases, or has lawful written authority to use, without installation, construction, new wiring, or modification of Government facilities.
Task Order A written, funded order issued by an authorized Contracting Officer that establishes the services, quantities, locations, performance period, and price for an individual requirement in accordance with RFO Part 16.
IDIQ minimum guarantee
The minimum guarantee is the dollar amount stated in the contract Schedule. The
Government satisfies the minimum guarantee by issuing one or more funded task orders.
Contract maximum
The aggregate value of all task orders shall not exceed the maximum dollar value stated in the contract Schedule.
Planning estimates
Historical account quantities, acquisition-history data, and planning estimates are not guaranteed and do not limit the locations, quantities, timing, or mix of services ordered under this contract.
Ordering scope
Orders may be issued for any authorized location within the scope in paragraph 1, subject to funding, serviceability, installation access, lawful carrier authority, and the contract maximum.
Transition priority
Current requirements identified for transition may be prioritized by task order. The task order will specify the applicable building, activation date, continuity requirements, and acceptance criteria.
Restricted spaces The task order will identify any restricted space, escort, credentialing, workhour, or installation coordination requirements.
2 ORDERING AND ADMINISTRATION.
2.1 NON-PERSONNAL SERVICES. The Contractor shall manage and supervise its personnel.
Government personnel will not exercise continuous supervision or control over individual
Contractor employees. Government direction is limited to contract administration, inspection, acceptance, access coordination, and identification of required outcomes.
2.2 IDIQ ORDERING LIMITATION. The base contract does not purchase estimated quantities.
Performance is authorized only through a funded task order or written contract modification issued by an authorized Contracting Officer (KO). The contract Schedule establishes the IDIQ minimum guarantee, maximum value, ordering period, order limitations, and fixed pricing units in accordance with RFO Part 16. Except for the minimum guarantee, the Government does not guarantee the quantity, location, location, timing, frequency, or mix of services ordered under this contract.
2.3 PLACES OF PERFORMANCE. Task orders may identify service locations at authorized
Government facilities including any Government-controlled building, office, barracks, command center, secure space, or other authorized facility located aboard MCB Camp Lejeune, MCAS New
River, and MCAS Cherry Point. Each task order shall identify the installation, building or service address, Government organization, and authorized service locations. Room-level or controlled-space information will be provided through a task-order attachment when required.
3 IDIQ ORDERING REQUIREMENTS.
3.1 TASK-ORDER AUTHORIZATION. The Contractor shall perform only work authorized by a task order or written contract modification issued by an authorized KO. Requests, site visits, technical discussions, emails, or directions from a requiring activity, technical point of contact, unit representative, building manager, or other Government employee do not authorize performance or create an obligation.
3.2 TASK ORDER CONTENT. Each task order or its attachments shall identify:
• Task-order number, requiring activity, funding amount, and issuing KO;
• Installation, building, service address, and technical point of contact;
• Number of active television service ports and required receiver, adapter, converter, or other commercially customary equipment quantities;
• Approved base or deluxe programming package and required channel-lineup characteristics;
• Activation date, period of performance, and transition schedule, if applicable;
• Applicable fixed-price Schedule units and task-order total;
• Existing authorized service point and existing functional interior outlet confirmation; and
• Access, workhour, escort, security, inspection, and acceptance requirements.
3.3 QUANTITY AND PERIOD CHANGES. Changes to ordered quantities, locations, programming, or performance periods require written authorization by a KO. The Contractor shall not activate, continue, move, or disconnect service based on an informal request. Monthly billing shall reflect only the quantities and periods authorized by the applicable task order.
3.4 TRANSITION OF EXISTING REQUIREMENTS. Existing commercial television service requirements may be transitioned to this IDIQ only after expiration, termination, or other authorized completion of the applicable existing contract, order, local funding arrangement, or other acquisition vehicle.
The establishment of this IDIQ does not terminate, modify, replace, or transfer performance obligations under any existing contract or account. The Government will issue a task order under this IDIQ only when the requirement is within the authorized ordering scope, funds are available, the existing arrangement has expired or otherwise may be replaced, and the Contracting Officer has authorized the transition.
Each transition task order shall identify the affected location, current-service expiration date, required activation date, existing active-port and equipment quantities, transition schedule, and continuity-of-service requirements. The Contractor shall not discontinue existing service or represent that an existing account may be replaced until successor service is activated, tested, and accepted, unless the Contracting Officer approves another transition plan in writing.
4 PERFORMANCE REQUIREMENTS.
4.1 TASK ORDER AUTHORIZATION. Before accepting or performing a task order, the Contractor shall possess all franchise, license, right-of-entry, installation-access approval, third-party consent, and other authority required for the ordered delivery method and location. Contract award and task-order issuance do not grant a franchise or a right to use facilities owned by another provider.
The Contractor shall verify that service can be provided through an existing authorized service point and existing functional interior outlet. The Contractor shall not assume that Government-controlled or provider-owned conduit, cabling, headend equipment, electronics, pathways, or outside plant are available for its use.
If the location requires new wiring, interior cable drops, building modifications, outside-plant work, construction, or use of facilities for which the Contractor lacks documented authority, the
Contractor shall identify the location as non-serviceable under this IDIQ. The Contractor shall provide the Contracting Officer a written serviceability determination identifying the condition, available evidence, and the separate Government action required.
4.2 BASIC TELEVISION SERVICE (CLIN 0001). The Contractor shall provide its standard commercial base programming package for all service ports ordered under a task order. The package shall include a minimum of:
• Two (2) national news or public-affairs channels,
• Three (3) local broadcast channels applicable to the installation’s local market, and
• One (1) national weather channel.
Unless authorized and ordered under the Deluxe Programming Package, sports packages and enhanced channel tiers are excluded. Pay-per-view, adult programming, and unapproved premium add-on channels remain strictly excluded. The Contractor shall not activate or invoice excluded programming.
4.3 DELUXE TELEVISION SERVICE (CLIN 0002). The Contractor shall provide its enhanced commercial deluxe programming package. This package shall include all channels provided in the
Base Programming package, plus a minimum of:
• One (1) national sports channel package (e.g., ESPN, Fox Sports), and
• One (1) variety entertainment tier or package.
Pay-per-view and special event programming, not part of the standard commercial deluxe offering, are strictly prohibited.
4.4 INSTALLATION SERVICES AND RELOCATION SERVICES (CLIN 0003).
4.4.1 Installation Services: When ordered for a new requirement, the Contractor shall perform initial activation of services. This service is strictly limited to account setup, equipment delivery, and signal verification at an existing, functional outlet.
4.4.2 Relocation Services: When ordered, the Contractor shall relocate an existing, active service to a different, pre-approved functional outlet within the same facility. This includes disconnection from the old location and re-activation at the new location.
4.5 CONTRACTOR-FURNISHED EQUIPMENT. The Contractor shall furnish, configure, maintain, replace, and remove commercially customary receivers, adapters, converters, set-top boxes, remotes, and other receiving equipment required to display the ordered service on
Government-owned televisions or monitors. Contractor-furnished equipment remains Contractor property.
The Contractor shall maintain an equipment inventory by task order and location. At task-order completion, the Contractor shall coordinate removal with the task-order technical point of contact.
The Government is not responsible for equipment the Contractor fails to remove within 30 calendar days after access is made available.
4.6 ACTIVATION, MOVES, CHANGES, AND DISCONNECTS. The Contractor shall activate, move, change, or disconnect service only at Government-designated locations and only when authorized by a task order or written modification. Routine account administration, serviceability confirmation, maintenance, ordinary service calls, disconnects, and equipment removal are included in the recurring service price.
4.7 TRANSITION OF EXISTING REQUIREMENTS. Service quality will meet the Contractor's customary commercial standard for comparable customers in the local service area. The Contractor shall provide a customer-support method for reporting outages, acknowledge an outage report within 24 hours, and restore service or provide a documented restoration plan within 72 hours after acknowledgement. When restoration is incomplete after 72 hours, the Contractor shall provide status updates every 24 hours until service is restored.
The Contractor shall provide advance notice of planned maintenance and identify the affected locations, expected interruption, and estimated restoration time. The Government will issue a task order under this IDIQ only when the requirement is within the authorized ordering scope, funds are available, the existing arrangement has expired or otherwise may be replaced, the location is serviceable under this contract, and the Contracting Officer has authorized the transition.
4.8 CHANNEL-LINEUP CHANGES. The Contractor shall notify the KO and task-order technical point of contact of a known change to the approved channel lineup. When the Contractor controls the change and has sufficient notice, notification shall be provided at least 30 calendar days before the change. The revised package shall continue to satisfy the minimum requirements of the ordered tier (paragraph 4.2 or 4.3). A channel-line-up change does not authorize an add-on package or a price increase.
4.9 BILLING AND SUPPORTING DETAIL. Invoices shall identify the task order, billing period, installation or service address, authorized pricing unit, quantity, unit price, and extended amount.
The Contractor shall not invoice installation, construction, wiring, cable-drop work, excluded programming, excluded work, or unauthorized work. Fees are payable only when expressly included in the contract Schedule and legally applicable to an appropriated-fund Federal customer.
4.10 COMPLIANCE, LICENSING, AND CYBERSECURITY. The Contractor shall comply with applicable Federal Communications Commission (FCC) requirements, content and retransmission licensing obligations, installation access rules, safety requirements, and other laws and regulations applicable to the commercial service. The Contractor shall not connect equipment to a Government information system, use Government network credentials, or introduce network-managed devices.
5 CONTRACTOR PERSONNEL AND INSTALLATION ACCESS. The Contractor shall ensure its employees and subcontractors satisfy the access, identification, credentialing, escort, vehicle, and work-hour requirements of the installation. This includes Defense Biometric Identification System
(DBIDS) registration or other installation-specific credentialing when required. The Government will provide sponsor and access-process information for each task order. Delays caused by inadequate
Contractor access planning are not excusable unless the KO determines otherwise.
6 GOVERNMENT RESPONSIBILITIES. For each task order, the Government will:
• Identify the authorized service locations, required activation date, technical point of contact, and official acceptance.
• Provide access to Government-controlled spaces during approved work periods, subject to security and operational restrictions.
• Provide Government-owned televisions or monitors, electrical power, subject to security and operational restrictions.
• Review serviceability findings, activation confirmations, equipment inventories, outage reports, and invoices.
• Issues written contract action before directing a change in quantity, scope, price, or performance period.
The Government does not warrant that every planning location is serviceable, that existing infrastructure is Government-owned, or that facilities owned by one provider are available to another provider.
