About this file

This is a Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) for a web-based law enforcement and stolen property database service required by Marine Corps Base Camp Lejeune, North Carolina.

The Provost Marshal's Office Criminal Investigation Division (CID) requires access to a web-based database service that enables criminal investigators to review local and national transaction histories, develop investigative leads, and identify stolen property. The service must provide unlimited access to standard searching capabilities, eBay search content, and related products and services. The database must be accessible 24/7 to CID investigators to support investigative efforts, excluding regular downtime for scheduled maintenance. The contract period consists of a one-year base period beginning September 9, 2026, and ending September 8, 2027, followed by four one-year option periods extending through September 8, 2031. Performance will be monitored at Marine Corps Base Camp Lejeune and Marine Corps Air Station New River, North Carolina. The primary performance objective requires 95% successful database access attempts, as measured through inspections conducted by the Technical Representative. The Contracting Officer for Marine Corps Base Camp Lejeune is the sole authority for approving any changes to contract requirements, and contractors must comply only with written directives issued or signed by the Contracting Officer.
