Section C - Description/Specifications/Statement of Work Session Initiation Protocol (SIP) Conversion for Marine Corps Air Station (MCAS), Cherry Point, North Carolina (NC)

1.0 Introduction/Background

This Performance of Work Statement (PWS) outlines the requirements for a new telecommunications service for the Telecommunications and Information Systems Directorate (TISD) at MCAS, Cherry Point. The current off-base calling service is provided via 10 copper-based Primary Rate Interface (PRI) connections. The objective is to replace this legacy system with a modern, fiber-optic based service utilizing Session Initiation Protocol (SIP) to improve reliability, capacity, and maintainability.

2.0 Scope of Work

The contractor shall provide a solution to deliver local, long-distance, and international calling services to MCAS Cherry Point. This includes providing all necessary personnel, equipment, materials, and supervision to transition from the existing PRI-based connections to a SIP-based service.

The scope includes the provision of the SIP service, necessary network hardware to deliver SIP and interface with the existing on-base telecommunications infrastructure utilizing a Time Division Multiplexing (TDM) break in the form of 16 PRI connections.

3.0 Objectives

Successfully replace the current off-base calling service vendor and infrastructure.

Upgrade the service delivery from copper-based PRI to a fiber-optic connection.

Implement a SIP-based solution capable of supporting 368 concurrent calls.

Ensure seamless integration from the contractor provided equipment with the legacy phone switching equipment located in Building 4397 via 16 PRI connections.

Provide reliable (99.99% uptime) calling services for all 25,000 telephone numbers managed by the MCAS Cherry Point Central Office.

4.0 Tasks and Requirements

The contractor shall perform the following tasks:

4.3 Legacy System Integration: Convert the SIP signaling to 16 PRI lines within Building 4397 for direct connection to the Government's legacy phone switching equipment.

4.4 Call Capacity: The provided solution must support a minimum of 368 concurrent calls.

4.5 Numbering Plan Support: The service must support all local, long-distance, and international calling for the following 25,000 numbers owned by MCAS Cherry Point:

The entirety of the (252) 466-XXXX block.

The entirety of the (252) 720-XXXX block.

Numbers from (252) 464-5000 to (252) 464-9999.

5.0 Deliverables

The contractor shall provide the following:

Deliverable Description

Functional SIP Service A fully operational SIP trunk delivered via fiber-optic connection.

Session Border Controllers Installed and configured SBCs.

PRI Conversion 16 active PRI lines connected and tested with the legacy phone switch.

Project Plan A detailed plan outlining the implementation schedule, key milestones, and testing procedures.

6.0 Period of Performance

The period of performance will be a twelve-month base year of service with an option to renew the contract for up to four future years.

7.0 Place of Performance

The primary place of performance for installation and service delivery is Building 4397, MCAS Cherry Point, NC.

8.0 Government-Furnished Property/Information

The Government will provide access to Building 4397, space for contractor provided equipment and legacy phone switching equipment for the purposes of installation, integration, and testing.

9.0 Security Requirements

The contractor shall adhere to all security protocols of MCAS Cherry Point. The installed Session Border Controllers must be configured to ensure a secure demarcation point between the public and private networks, preventing unauthorized access and ensuring the integrity of government communications.

10.0 Acceptance Criteria

For the work to be accepted, the following criteria must be met:

The fiber-optic connection and SIP service are stable and operational.

The system can successfully handle a sustained load of 368 concurrent calls without degradation.

The 16 PRI lines are correctly interfaced with the legacy phone switch, with successful test calls demonstrating functionality.

All specified telephone number ranges are fully functional for inbound and outbound local, long-distance, and international calls.

The Government's technical representative has reviewed and approved all installations and configurations.

11.0 Quality Control.

The contractor shall establish and maintain a complete quality control program for the performance requirements of this contract. The Contracting Officer's Representative will evaluate the contractor's performance based on the PWS.

12.0 Quality Assurance Surveillance Plan.

12.1 Purpose. This Quality Assurance Surveillance Plan (QASP) has been developed to provide the standard of surveillance for base telephone services for the TISD, Marine Corps Air Station, Cherry Point, N.C. The Contracting Officer (KO) will appoint an individual at the time of award as the COR. COR Contact information is also provided in the award. The COR will also serve as the Quality Assurance Evaluator (QAE) and will use this QASP to ensure the standards of the contract are being met. The COR/QAE will be referred to as the COR throughout this QASP.

12.2 Performance Standards. The QASP provides a systematic method to evaluate the service the Contractor is required to furnish. The COR will assess the Contractor's performance to ensure the Contractor is performing up to the specified standards. The standards for this Performance Work Statement (PWS) are stated in the Level of Effort Requirements Summary (PRS) included in this QASP. The standards for this procurement are metric-driven.

12.3 Management and Oversight. The QASP is based on the premise that the Contractor, and not the Government, is responsible for the management and any Quality Control action required to meet the terms of the contract. The performance requirements recognize that the Contractor is not a perfect manager and that unforeseen requirements and uncontrollable problems do occur. Good management and use of an adequate Quality Control Plan will allow the Contractor to operate within specific performance requirements. QASPs are designed to be objective, fair, and consistent in evaluating Contractor performance against the provided standards.

12.4 Acceptable Quality Levels (AQLs). AQLs have been established in the PRS and provide performance standards that the Contractor will meet in performing the contract. In the event the Contractor does not meet the established AQLs, the KO has the right to exercise the negative incentives stated in this QASP.

12.5 Methods of Surveillance/Evaluation. The COR will evaluate the contractor's performance using one or more of the following surveillance methods:

a. 100% Inspection: Inspection where specified characteristics of performance are examined and tested to determine conformance with defined requirements in the Performance Work Statement (PWS).

b. Random Inspection: Sampling method in which each unit of the population has an equal chance of being selected.

c. Customer Surveys and Feedback: A review method where customers and end users are surveyed to provide input on specific service levels.

12.6 Negative Incentives. If any of the performance requirements do not meet the AQL set in the PRS table, the COR shall document the discrepancy

(s) and shall notify the Contractor promptly, and the KO, on a monthly basis, for appropriate action. When the performance is below the AQL standard, the Government may implement negative incentives that include: increased surveillance, reduction in contract price, and/or decision not to exercise next option.

12.7 Notification. The COR will notify the KO, in writing, of unacceptable quality levels. The COR will promptly provide written notification of discrepancies on a monthly basis, or immediately if the situation significantly affects the well-being of the project. The Contractor will be given the opportunity to respond, in writing, to each discrepancy.

12.8 Response. The Contractor shall provide a written response to the cause and the corrective action to prevent recurrence within ten (10) working days after receipt of the KO's notification. The Contractor should cite specific quality assurance program procedures or new procedures instituted to prevent recurrence.

12.9 Ratings. The following criteria will be used for performance evaluations: Exceptional, Satisfactory, Marginal, or Unsatisfactory. Upward or downward arrows may be used to indicate an improving or worsening trend insufficient to change to the assessment status.

a. Exceptional. Indicates performance clearly exceeds contractual requirements. The area of evaluation may contain a few minor problems for which corrective action appears highly effective.

b. Satisfactory. Indicates performance clearly meets contractual requirements. The area of evaluation contains some minor problems for which the corrective actions appear satisfactory.

c. Marginal. Indicates performance meets contractual requirements. The area of evaluation contains one or more serious problems for which corrective actions have not yet been identified, appear only marginally effective, or have not been fully implemented.

d. Unsatisfactory. Indicates the contractor is in danger of not being able to satisfy contractual requirements and recovery is not likely in a timely manner. The area of evaluation contains one or more serious problems for which the corrective actions appear ineffective.

12.10 Documentation. Documentation used and referenced to perform surveillance will consist of monthly reports, contractor plans and procedures, schedules, customer feedback and contract data requirements.

a. Recording Observations. The COR shall use Surveillance Logs to record information on scheduled observations and deficiencies noted.

Each observation is recorded on the log. The documents then become a formal record for reference. The contractor is to be told each time that a deficiency is found during scheduled observations. The COR makes a notation on the Surveillance Log of the date and time the deficiency was discovered, then, the COR asks a contractor site manager to initial the notation, documenting notification of the deficiency only.

b. Potential Unacceptable Performance. The COR must identify the specific service that is unacceptable and the possible causes, and ask a number of questions which, if answered, will probably pinpoint the source of the problem.

c. Documenting Unacceptable Performance. The COR must attempt to resolve the problem with the contractor. The original log and the attempted solution (along with an evaluation of results) are forwarded to the Contracting Officer through the COR. Based on the severity of the discrepancy and the success of the solution, the COR will notify the KO. The contractor shall complete a response to the unacceptable evaluation if requested by the KO or by its own choice.

12.11 Taking Action.

a. The COR may evaluate the contractor's performance and document any non-compliance, but only the KO may take action against the contractor for an unacceptable rating.

b. When the contractor's performance is unacceptable and a formal action is indicated; the COR will determine what action is appropriate for the specific circumstances and make a recommendation to the KO.

12.12 Documentation. The COR retains a copy of all inspection schedules and surveillance activity logs during the course of the contract and forwards them for inclusion in the contract file at the end of the surveillance period.

However, when a specific service becomes unsatisfactory during a surveillance period, the inspection documentation supporting the contract discrepancy report is forwarded to the KO.

13.0 Performance Standards (Metrics).

The contractor shall provide operational SIP trunks with an uptime of 99.99% based yearly.

Upon notification by TISD personnel, the contractor shall restore services in a mean-time of 4 hours or less.

The contractor shall provide deliverables in accordance with schedule.

14.0 Performance Requirements Summary. The performance standards are stated in the summary below:

CONTRACTOR BASE ACCESS

1.0 CONTRACTOR ACCESS TO MARINE CORPS INSTALLATION

1.1 Performance of this requirement requires access to Marine Corp Air Station (MCAS) Cherry Point. Contractor personnel shall follow all procedures for access to the Air Station in accordance with Air Station Order (ASO) 5560.6A, available at:

http://www.cherrypoint.marines.mil/Portals/86/Docs/Cherrypointorders/5560.6A.pdf?ver=2016-03-29-110019-410

Please note, due to the Real ID Act, some state driver's licenses will not be accepted without a second form of identification, like a passport.

1.2 Marine Corps Installations transition to new access control system

Marine Corps Installations across the region are transitioning to a new government-owned access control system called Defense Biometric Identification System (DBIDS). This new and enhanced system will replace RAPIDGate and MCESS for contractors and other non-DoD-affiliated personnel requiring installation access. DBIDS is already installed at more than 320 sites with over 5 million registered personnel and unlike previous systems, this one is a free service.

Current RAPIDGate or MCESS credentials can easily be switched out for a DBIDS credential and new contractors can apply for a DBIDS credential using the same vetting requirements as previously required. RAPIDGate/MCESS credentials will be honored until December 31, 2018. After this date, all contractors will be required to have a DBIDS credential in order to access MCAS Cherry Point. In order to reduce wait time when exchanging your RAPIDGate/MCESS credential, it is highly recommended each applicant pre-register at https://dbids-global.dmdc.mil/enroll#!/.

Here's what you need to know:

CURRENT DOD ID CARD HOLDERS

- If you currently hold a valid Common Access Card (CAC), dependent ID card, reserve ID card, or retiree ID card, issued by the Defense Enrollment Eligibility Reporting System (DEERS), no further action is required.

- You will be automatically enrolled in DBIDS when your ID card is initially scanned at the gate. Expect a one-time delay of 3-6 seconds as the DBIDS system initially registers your information.

CURRENT CONTRACTORS

- DBIDS credentials will be issued beginning September 24, 2018

- DBIDS credentials will be valid for the duration of your contract, not to exceed five years; however, re-vetting of individuals' information will occur each year.

- Contractors can exchange their current RAPIDGate/MCESS credential for a DBIDS credential without re-vetting;

however, they will be required to bring the following items:

- Current RAPIDGate/MCESS credential

- Second form of government-issued identification (driver license, passport, etc.)

- Company Contract/Letter of Authorization

- New DBIDS credentials will be valid for the remainder of the contract (not to exceed 5 years), but individuals will be re-vetted each year.

- All contractors (MCAS Cherry Point) will be able to exchange their current RAPIDGate/MCESS credential at the MCAS Cherry Point Contractor Vetting Office, Building 251 (Pass and ID).

NOTE: Flight line access will still be granted at Physical Security using the procedures already in place.

https://dbids-global.dmdc.mil/enroll#!/

NEW CONTRACTORS

- DBIDS credentials will be issued beginning September 24, 2018

- New contractors requiring access for over 60 days will receive a credential valid for up to one year.

- New contractors requiring access for less than 60 days will receive a temporary paper pass.

REMINDER: Beginning October 1, 2018, all personnel in possession of a RAPIDGate/MCESS credential will also be required to provide a second valid U.S. government form of identification. Beginning September 24, 2018, DBIDS credentials will be issued or exchanged in place of a RAPIDGate/MCESS credential. The last day RAPIDGate/MCESS credentials will be authorized for entry onto the installation is December 31, 2018.

More information on DBIDS can be accessed by current CAC holders at https://dbids.dmdc.mil/#!/resources.

If you have questions regarding the exchange of a current RAPIDGate/MCESS credential for DBIDS or you are a new contractor seeking enrollment into DBIDS, please contact the Contractor Vetting Office at (252) 466- 4685/5921/3066/3461.

1.3 Additional information regarding access to the Air Station is available by phone at 252-466-5921.

1.4 The MCAS Cherry Point main gate is located off NC State Highway 101, Havelock, NC. Visitors without proper vehicle identification are required to check-in at the visitor's center adjacent to the main gate.

1.5 Contractors are required to wear personal protective equipment (PPE) consisting of hearing protection, eye protection, and safety shoes. PPE will not be provided by the facility. Contractor representatives without the appropriate PPE will not be allowed access to the facility.

2.0 IDENTIFICATION OF CONTRACTOR PERSONNEL

Contractor personnel shall identify themselves as contractor personnel by introducing themselves or when being introduced.

Contractor personnel shall display distinguishing badges or other visible identification for meeting with Government personnel.

Contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

3.0 WORK PERFORMED ON MARINE CORP INSTALLATIONS

3.1 The worked described herein shall be performed at MCAS Cherry Point, NC and shall be performed during normal working hours, Monday through Friday 0630 to 1500, unless otherwise requested by the contractor and approved in advance by the Government.

3.2 During the course of contract performance the contractor, as a resident of the installation and facility, shall adhere to all rules and regulations in effect at Marine Corps Air Station Cherry Point. Contractors are required to comply with all Federal and North Carolina State Environmental, Security, and Safety Compliance requirements along with other command policies. Failure to adhere to these requirements may result in suspension or debarment of the individual employees and/or the contractor.
