About this file
This is Amendment 0001 to Solicitation M6700126Q0147 issued by the Commanding General at MCB Camp Lejeune, North Carolina on September 15, 2026. The amendment extends the response due date from September 17, 2026 to September 21, 2026 at 1:00 PM EST and removes FAR Clause 52.219-33 (Nonmanufacturer Rule) from the solicitation. The contracting officer is Tiffany Morris, reachable at 910-451-3017 or tiffany.morris@usmc.mil.
The solicitation concerns procurement of a High-Security Shredder meeting NSA/CSS specifications 02-02 and 04-02. Offerors must price the unit with only the Level 006 security screen installed. Delivery to the loading dock at Building AS-130 is sufficient, with no installation or electrical connection required by the contractor. The facility has 3-phase 30-amp power with outlet/plug currently available (being upgraded to 50-amp) and confirmed 120/208V 3-phase supply. A loading dock and forklift are available for unloading the approximately 970-pound crated unit. Small business nonmanufacturers may submit offers for the Kobra Cyclone HS6 or an equivalent product without additional certification requirements related to the removed Nonmanufacturer Rule clause. Requiring activity personnel and an electrician have been identified to complete the manufacturer's Power and Site Certification Form prior to delivery.

Questions and Answers for Solicitation M6700126Q0147 - High-Security Shredder
Question: Security level screens. The line item specifies both security level 005 and security level 006. The unit is furnished with a single turbine screen installed; the alternate screen is a separately ordered item. Shall offerors price the unit with both high-security screens (005 and 006) included, or with one screen only? If one, please identify which level.
Answer: The unit should be priced with only the Level 006 screen.
Question: Delivery and installation. The unit ships crated at approximately 970 lbs. with an assembled height of 84 inches. Is delivery to the loading dock at Bldg. AS-130 sufficient, or is inside placement required? Please also confirm whether any installation, rigging, or electrical connection to the 208V three-phase supply is within the scope of this requirement.
Answer: Delivery to the loading dock is sufficient.
Question: Supporting documentation. Beyond descriptive literature, drawings, manufacturer name and part numbers, does the Government require any additional certification of compliance with NSA/CSS Specification 02-02 and 04-02 to be submitted with the quote?
Answer: No additional certifications are required.
Question: Security-Level Configuration: The specifications reference both Security Level 005 and Security Level 006. Our supplier quote includes the Kobra Cyclone HS6 with the Level-6 Particle Screen, which supports NSA/CSS 02-02 paper destruction and NSA/CSS 04-02 optical-media destruction. Please confirm whether the Government requires both the Level-5 and Level-6 particle screens to be included, or whether the Level-6 configuration alone is acceptable.
Answer: Level 6 alone is acceptable.
Question: Whether an SBA class waiver or individual waiver of the Nonmanufacturer Rule applies to this solicitation.
Answer: Clause 52.219-33, Nonmanufacturer Rule was erroneously included in the solicitation and does not apply. An amendment will be issued to strike the clause from the solicitation.
Question: If no waiver applies, whether a small-business nonmanufacturer may offer the Kobra Cyclone HS6 or an equal product.
Answer: No waiver applies. A small business nonmanufacturer may offer the Kobra Cyclone or an equivalent product.
Question: Will any specific certification, manufacturer information, or supporting document related to the Nonmanufacturer Rule must be included with the quote.
Answer: No certification, manufacturer information, or supporting documents related to the Nonmanufacturer Rule needs to be included with the quote.
Question: Does the installation location have 208-volt, three-phase electrical service capable of sustaining 50 amps per phase under load, with three 50-amp breakers tied together to trip simultaneously?
Answer: Yes, this has been confirmed by an electrician.
Question: What's the existing power connection at the installation point: a disconnect box already installed, a three-phase outlet, or will the unit's power cord need to be wired directly to a disconnect box? Kobra requires confirmation of one of these four methods.
Answer: 3 Phase 30 Amp with outlet/plug. This is in the process of being upgraded to 50 amp.
Question: Can someone on-site (ideally an electrician) measure and confirm the actual supply voltage at the installation point (line-to-line and line-to-ground) holds 208V under load?
Answer: An electrician has confirmed, 120 / 208 3 phase.
Question: Are all doorways, hallways, and openings between the receiving dock and the final installation point capable of receiving cargo of 36 inches wide and 85 inches high? The Cyclone is 85 inches tall once off the pallet and needs that clearance to maneuver into place.
Answer: All doorways, hallways and openings between the receiving dock and final installation point are of adequate size to fit the crate.
Question: Is there loading-dock or ground-level access suitable for unloading a 970-lb crated unit, and can site personnel assist rolling it off the pallet using the ramps provided in the crate?
Answer: A loading dock and forklift are available.
Question: Who on the government side is the authorized point of contact (ideally with an electrician) who can complete and sign Kobra's Power and Site Certification Form ahead of delivery?
Answer: Requiring activity personnel and an electrician have been identified to complete and sign Kobra's Power and Site Certification form ahead of delivery.
Question: Site certification and delivery schedule: The manufacturer requires a completed site certification before an order can be processed. It calls for supply voltage measured at the installation point (phase-to-phase, phase-to-ground, and confirmation of 50 amps per phase) and must be signed by an authorized electrician representative. These measurements can only be produced by the receiving facility. Is the requiring activity capable/prepared to complete this requirement upon award of the contract?
Answer: Requiring activity personnel and an electrician have been identified to complete and sign Kobra's Power and Site Certification form ahead of delivery.
