About this file

This is a Questions and Answers (Q&A) document for RFQ M67001-26-Q-00359 regarding Golf Carts, issued to the Department of Defense (DoD) community. The document addresses six substantive inquiries from potential offerors clarifying requirements and contract terms.

Regarding product specifications, offerors may quote any golf cart make or model meeting the solicitation's salient characteristics and requirements; enhanced features such as larger engines are permissible but receive no additional evaluation consideration unless explicitly identified as evaluation factors. On domestic content, the solicitation includes DFARS 252.225-7001 (Buy American and Balance of Payments Program), which provides preference for domestic end products; offerors proposing non-domestic products must identify the line item, product, and country of origin for government evaluation under DFARS Part 225. Insurance is not required by the solicitation; however, because delivery is FOB Destination, offerors remain responsible for golf carts until delivery to the specified location and must include all insurance, transportation, and delivery costs in the quoted shipping costs and fees CLIN. Contractor responsibility for pre-delivery inspection is mandatory—each golf cart must be fully assembled, tested, configured, and ready for immediate operation prior to shipment, with government inspection and acceptance occurring at the delivery location. WAWF routing data fields (Pay Official DoDAAC, Issue By DoDAAC, and Admin DoDAAC) intentionally left blank during solicitation will be completed at award. The question submission deadline was 48 hours from the RFQ posting date of Friday, 11 September 2026, at 11:00 a.m. Eastern Time, closing on Sunday, 13 September 2026, at 11:00 a.m. Eastern Time.

M67001-26-Q-00359 Golf Carts: Question and Answer (Q&A)

1. We have a brought line of utvs specifically for DoD; but they have engines from 570cc to 1000cc; designed with mil specs. Maybe more powerful and US made. Would that be a viable option?

Offerors may quote any make or model that meets the solicitation’s salient characteristics and other applicable requirements. Any additional capabilities, including a larger engine or other enhanced features, may be included in the quote;

however, those features do not replace or modify the stated requirements and will not receive additional consideration unless specifically identified as an evaluation factor in the solicitation.

2. Insurance: The solicitation does not specify insurance requirements (e.g., general liability, cargo-in-transit). Can you confirm whether any insurance coverage is required for this delivery, or whether none applies to this acquisition?

The solicitation does not establish any general liability, cargo-in-transit, or any other insurance for this requirement. However, because delivery is FOB Destination, the offeror remains responsible for the golf carts, including any loss or damage occurring in transit, until they are delivered to the location specified in the contract. Upon delivery, the Government will inspect the golf carts for compliance with the contract requirements before acceptance. Any golf cart delivered damaged or defective may be rejected and will be subject to correction or replacement in accordance with the contract terms. The offeror may obtain insurance as deemed necessary to manage that responsibility. Any associated insurance, transportation, or delivery costs shall be included in the quoted shipping costs and fees CLIN.

3. WAWF routing data: Clause 252.232-7006 references Pay Official DoDAAC, Issue By DoDAAC, and Admin DoDAAC fields that appear blank in the solicitation. Will these be provided at award, or should we request them separately prior to invoicing?

The WAWF clause is intentionally blank during the solicitation phase because the information is not required for offerors to provide a quote. The applicable information for the WAWF clause will be completed at the time of award.

4. Domestic content / country of origin: Given the Buy American Act and Trade Agreements Act clauses included in the solicitation, is there a preference or requirement regarding domestic content for the golf carts, or is any properly certified end product acceptable regardless of country of origin?

DISTRIBUTION: DoW COMMUNITY ONLY

Although FAR 52.212-3 contains language related to the Buy American statute and trade agreements, those sections apply only when the corresponding FAR clause is included in the solicitation. The solicitation does not include FAR 52.225-1, 52.225-3, or 52.225-5 related to the Buy American and Trade Agreement Act clauses. The solicitation does include DFARS 252.225-7001, Buy American and Balance of Payments Program, which provides a preference for domestic end products. Therefore, country of origin/ where the item is manufactured does matter. If an offeror is purposing an end product that may not qualify as a domestic end product, the offeror shall identify the applicable line item, product, and country of origin in its quote. The Government will evaluate the offered product in accordance with the solicitation and DFARS Part 225.

5. Pre-delivery inspection responsibility: The scope requires carts to be delivered "fully assembled, tested, and configured for immediate operation." Please confirm whether the contractor is responsible for certifying this condition prior to shipment, or whether a government inspector will perform this verification upon receipt at Camp Allen.

The Offeror is responsible for ensuring that each golf cart is fully assembled, tested, configured, and ready for immediate operation prior to shipment. As stated in the solicitation, Government inspection and acceptance will occur at the delivery location.

Upon delivery, the Government will inspect the golf carts to verify that they conform to the contract requirements before acceptance. FOB Destination remains applicable.

6. Question deadline confirmation: Please confirm the exact close of the 48-hour question window referenced in the solicitation, relative to the 11 September 2026 posting date, so we can ensure this submission is timely.

As specific in the solicitation, questions would be accepted via email up to (48) hours after the posting of the RFQ. The solicitation was posted on Friday, 11 September 2026, at 11:00 a.m. Eastern Time. Based on the 48-hour timeframe provided, questions were due by Sunday, 13 September 2026, at 11:00 a.m. Eastern Time.
