About this file
This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor's Employment Standards Administration, Wage and Hour Division. The document provides prevailing wage rates for service contract employees in North Carolina counties (Buncombe, Henderson, Madison), effective as of the last revision dated December 3, 2025. Wage Determination No. 2015-4369, Revision 29, establishes minimum hourly compensation requirements for contractors performing federal service work in this geographic area.
The wage determination lists approximately 400 occupational classifications across 10 major occupational categories, including Administrative Support and Clerical, Automotive Service, Food Preparation and Service, Furniture Maintenance and Repair, General Services and Support, Health Occupations, Information and Arts, Information Technology, Instructional Occupations, Laundry/Dry-Cleaning/Pressing, Machine Tool Operation, Materials Handling and Packing, Mechanics and Maintenance, Personal Needs, Plant and System Operations, Protective Service, Recreation, Stevedoring/Longshoremen, and Transportation/Mobile Equipment Operations. Hourly rates range from $11.44 to $58.99 depending on occupation and skill level. All occupations listed receive fringe benefits of $5.55 per hour (up to 40 hours weekly, or $222.00 weekly/$962.00 monthly), plus two weeks paid vacation after one year of service, three weeks after eight years, and four weeks after 20 years. Employees receive a minimum of 11 paid holidays annually. Special provisions apply to computer employees (who must meet specific compensation thresholds), air traffic controllers and weather observers (who receive night pay and Sunday differentials), hazardous duty positions (4-8 percent pay differential), and uniform allowances. Contractors must follow Service Contract Act Directory of Occupations standards and may request conformance authorization for unlisted occupational classifications through Standard Form 1444.
