About this file
This document is a Brand Name Justification Memorandum for a sole-source acquisition under the Simplified Acquisition Threshold (SAT) for the Marine Corps Installations East-MCB Camp Lejeune G6. The requirement is to replace current 5kW power strips with 8kW power strips that have remote metering capabilities, specifically the Starline 225A Bus way system distributed by Wesco. The justification is based on the Geist PDUs being the only solution that supports daisy-chaining 11 or more PDUs to a single IP address, which is critical for the Component Enterprise Data Center (CEDC) that requires advanced power metering per DoD regulations.
The procurement involves Phase 30A 208V 8.6kW power strips that can be daisy-chained via ethernet using only two IP addresses, compared to other brands that would require four IP addresses per row. The document highlights that the Starline system is currently the only solution that meets the specific technical requirements, particularly the ability to chain multiple PDUs to a minimal number of IP addresses while providing the necessary advanced power monitoring capabilities demanded by DoD regulations.

Determmallon that Only One Source is Reasonably Available (Including Brand Name)- FAR Part 13 Acquisitions underthe SAT
Phase 30A 208V 8.6K W power strips within them and daisy chained together via ethernet to use only (2) IP addresses. Being that this Data Center is a Component Enterprise Data Center (CEDC), advanced power metering is required by DoD Regulations. Currently, only the Geist PDUs support daisy chaining (11) or more PDUs to a single IP address (especially since IP addresses are more limited now). Other brands researched are limited to 4 to 6 per chain, which will require (4) IPs per row vice (2) per.
