QUESTIONS AND ANSWERS

Questions and Answers for M67001-25-Q-1035

Q1) Please provide the Parts List. We require this to fully understand the scope of what is being provided and to appropriately price Item 0001 of our proposal.

A1) The parts list will not be published. The list has over 9,000 parts which supports over 500 vehicles in our fleet.

The PARTS line item(s) (CLIN 0001, 1001, 2001, 3001, 4001) will be priced on a Time & Materials basis.

Q2) Software Requirements – Please provide the software requirements for all items/vehicles that must be programmed under this contract.

A2) The Performance Work Statement (PWS), section 4.0, explains the need for software. Microsoft

Excel is an example of software used.

Q3) Performance Period – Could you clarify why the base period is only eight (8) months, while the option periods are full calendar years?

A3) The Government has scoped performance periods, as presented, for operational reasons.

Q4) For the technical proposal, the solicitation references FAR 52.212-1(b)(4), which states, “A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary.” The instructions further reference FAR52.212-1 ADDENDA, Addendum to paragraph (b)(4), Technical, which states, “The vendor shall provide descriptive literature outlining the specifications of the item(s) offered to include drawings, the manufacturer’s name, and manufacturer’s complete part numbers of all items offered shall be submitted in the offer. Literature must provide specifications to allow government to evaluate product to the specifications provided in the contract line-item description.” Will the government please clarify what Offerors should submit for their technical proposal?

A4) Quoters must clearly demonstrate technical capability of performing tasks/deliverables identified in the Solicitation.

Q5) The solicitation incorporates FAR 52-222-42, Statement of Equivalent Rates for Federal Hires, which requires the identification of classes of services employees expected to be employed under the contract.

The solicitation references Parts Salespersons and the U.S. Bureau of Labor Statistics at www.bls.gov/data/. This labor category is not included in the Department of Labor Directory of http://www.bls.gov/data/

Occupations. Can the government provide a labor category from Department of Labor Directory of

Occupations for the Statement of Equivalent Rates for Federal Hires?

A5) An updated wage determination has been added to the solicitation.

Addendum to paragraph (b):

Addendum to paragraph (b)(1):

RFQ Number M6700125Q1035 must be clearly shown in the subject line.

Addendum to paragraph (b)(2):

The vendor is responsible for ensuring that quotes are received in the Contracting Office no later than 09:00 A.M.

(EST) on September 05, 2025 as indicated on page one (1) of this solicitation. Failure of the vendor’s quote to be received prior to the hour and date specified may result in rejection of the quote.

All questions shall be submitted no later than August 13th, 2025 12:00 P.M. (EST)

Technical:

The vendor shall provide descriptive literature outlining the specifications of the item(s) offered to include drawings, the manufacturer’s name, and manufacturer’s complete part numbers of all items offered shall be submitted in the offer. Literature must provide specifications to allow government to evaluate product to the specifications provided in the contract line-item description.

Past Performance:

The contractor shall provide contact information including name, phone number, and email address for a minimum of three (3) references. The references must be for work performed within the last three (3) years and of similar size, scope, and complexity.

Price:

The price offered must reflect unit prices, extended amounts per line item, and overall total on the SF1449. Pricing shall be provided for all contract line items. (Note: All prices must be actual “face-value” pricing having already accounted for any discounts offered and extended to the Government).

Addendum to paragraph (b)(6):

The offeror shall submit with their package: Quote, SF1449, and any other relevant descriptive literature.

Addendum to paragraph (b)(8):

Completed Representations and Certifications. The following representations and certifications must be completed and returned as part of the vendor’s quote:

WAGE DETERMINATION (TAILORED)

(a) Offerors are advised that this procurement is subject to the requirements of the Service

Contract Act of 1965, as amended.

(b) The contractor agrees to furnish the Contracting Officer a copy of any collective bargaining agreements applicable to employees performing under this contract.

(c) Salaries paid to employees must be in compliance with the labor category and wage determination.
