PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT
1.0 Introduction: The Marine Corps Air Station (MCAS) Beaufort, SC Provost Marshal’s Office (PMO) has a requirement for Automatic License Plate Recognition (ALPR) system software and maintenance to support the six cameras and five modems within the current ALPR system. This maintenance service is crucial for uploading license plate photographs to the South Carolina Law Enforcement Division (SLED) for processing.
1.1 Scope of Work: The ALPR system software and modems' maintenance will ensure seamless operations by enabling PMO to screen 100% of vehicles entering or exiting MCAS Beaufort, SC. This screening involves checking for expired, suspended, or revoked driver's licenses, vehicle registrations, and car insurance policies by processing license plates through various databases including, but not limited to, the SLED Vehicle Intelligence Server and Communications Engine (VISCE), National Hotlist, and South Carolina Department of Motor Vehicles (SC DMV) Hotlist.
1.2 SLED VISCE: SLED operates a statewide license plate data system utilizing the VISCE server and Back Office (BOF) software as a centralized hub for data. This data is critical for analyzing suspect vehicles, identifying crime patterns, alerting law enforcement officers to vehicles of interest, including those related to AMBER and Silver Alerts.
1.3 National Hotlist: The National Hotlist comprises infractions by individuals that may pose security risks or warrant attention from federal authorities or agencies. After an alert is issued, officers can investigate the flagged license plate to determine any necessary actions. These lists typically derive from sources such as the National Crime Information Center (NCIC), Law Enforcement Agency Data System (LEADS), Department of Homeland Security, and National Amber Alerts.
1.4 South Carolina Department of Motor Vehicles (SC DMV) Hotlist: The SC DMV Hotlist encompasses state-level infractions by individuals that may concern state authorities or agencies. Following an alert, officers can examine the identified license plate and decide on appropriate follow-up actions.
2.0 Background: The MCAS Beaufort PMO currently utilizes an ALPR system with the capability to screen 100% of incoming and outgoing vehicles aboard MCAS Beaufort. The screening is for any existing warrants, criminal records, or potential terrorist affiliations linked to the vehicle. This ALPR system will alert PMO of any suspect vehicle entering the base that may pose a threat to personnel or visitors within . Additionally, the ALPR seamlessly integrates with the BOF server network, facilitating real-time access to local hot lists. The ALPR technology functions by swiftly capturing license plate data, converting images to alphanumeric characters through optical character recognition, cross-referencing this information with law enforcement databases, and notifying authorities upon identifying a vehicle of interest. With the capacity to scan thousands of plates compared to a person's manual capability, the ALPR to provide immediate alerts regarding criminal activities, missing persons, stolen vehicles, and other flagged concerns related to passing vehicles upon connecting to systems mentioned in paragraph 1.1-1.4 of the
PWS.
3.0 Technical Requirements/Tasks: The Contractor is responsible for the upkeep of the Government Furnished Equipment specified in paragraph 4.0. It is required that this system operates continuously, providing round-the-clock, year-round monitoring of designated areas. System malfunctions that can be identified remotely and/or on-site by either the Contractor or MCAS Beaufort personnel are to be subsequently reported to the Contractor. This all-encompassing maintenance agreement includes but is not limited to provisions for any supplementary replacement parts or labor linked to executing corrective and/or preventive maintenance tasks.
3.1 Remotely monitoring equipment: The Contractor will remotely monitor equipment to detect any system abnormalities or performance issues promptly. This proactive approach involves initiating preventive and corrective maintenance measures when necessary, such as firmware updates, diagnostic checks, and system optimization. As a key aspect of this PWS, the Contractor will primarily address system malfunctions remotely whenever feasible before resorting to dispatching a technical representative.
3.2 Repair or replacement of components: The Contractor shall ensure that in the event of component failure or malfunction beyond remote correction, a technical representative visit to MCAS Beaufort shall be on-site within 48 hours. This proactive approach aims to minimize system downtime by facilitating physical inspection and repair on-site. Additionally, the Contractor is responsible for promptly replacing any failed components of equipment outlined in paragraph 4.0 of the PWS to uphold seamless system integration with the systems outlined in paragraphs 1.1-1.4 of the PWS.
4.0 Government Furnished Equipment: MCAS Beaufort ALPR modem system consists of six (6) C440 LPR Cameras and five (5) GX450 modems. Serial numbers and locations list below in chart.

If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified.
