QUESTIONS AND ANSWERS
QUESTIONS AND ANSWERS
Example:
a. 12 month Task Order -
CLIN 0001 Toilets Qty 1 Ea CLIN 0002 Handwash Stations Qty 1 Ea CLIN 0003 Gray Water Tanks Qty 1 Ea CLIN 0004 Daily Rental Fee Qty 1095 Days (365 days per year x 3 items)
b. 15 Day Task Order -
CLIN 0001 Toilets Qty 1 Ea CLIN 0002 Handwash Stations Qty 1 Ea CLIN 0003 Gray Water Tanks Qty 1 Ea CLIN 0004 Daily Rental Fee Qty 45 Days (15 days per item x 3 items)
1. How often will ports be serviced? 1x per week etc. How often will handwash sinks be serviced? How often will waste tanks be serviced?
a. All equipment will be serviced every other day after initial delivery. “The contractor will have access to the site(s) to perform routine service of all rented equipment during the normal working hours of 7:30am – 3:30pm, every other day of the week, excluding Government holidays for the duration of the task order’s period of performance.” To elaborate, when a Task Order is issued, servicing would be conducted every other day after the start of the period of performance requested at the Task Order level. For example, if initial delivery was done on Monday, the first servicing would be on a Wednesday. If initial delivery was done on a Tuesday, the first servicing would be on a Thursday. See sections 3.8 SERVICING in the Statement of Requirements.
2. Is there a way to off load wastewater at a water treatment center on base?
a. No, “All waste from portable toilets, handwashing stations, and gray water tanks must be disposed of OFF BASE.” Please See paragraph 3.10 WASTE DISPOSAL in the Statement of Requirements.
3. Do we have access to fresh water on base?
a. No. “The contractor shall provide all qualified personnel, supervision, supplies, materials, equipment, tools, and transportation necessary for the rental and servicing of portable toilets, hand washing stations, and gray water tanks in accordance with this SOR.” See Section 3.0 in the Statement of Requirements.
4. Will units (portos hand wash and waste tanks be on a cycle of relocation or will they remain in a fixed position)
a. The equipments’ quantity and location will vary based on each Task Order issued against this contract. For Task Orders that contain a 12 month period of performance per item, they would remain in place at a fixed location while Task Orders with shorter periods would be dropped off at the start of event and picked up upon culmination. See examples at the beginning of this Q&A section for reference.
5. We typically in our industry show pricing on a 4-week billing cycle For Example: 1 porto for 4 weeks, with 1x service per week $125 approx. is cost before taxes can we show pricing like that as opposed to your daily pricing for all 3 items?
a. No, due to the nature of this proposed Requirements contract, Task Orders would be issued from it varying in quantities of days the units would be set in place. In some instances, a Task Order may be issued for a period of 365 days while other Task Orders may be only a shorter period. See examples at the beginning of this Q&A section for reference.
6. Are there any special formatting instructions for the quote submission (e.g., file naming convention, required font type/size, specific document structure or labeling)? We want to ensure the document is formatted exactly to your preferences.
a. No special formatting instructions are being sought for quote submission pertaining to file naming convention, required font type/size, specific document structure or labeling outside of what is mentioned in the following: Fill in vendor information in pages 1-2; proposed pricing information for all CLINs; Notice to Offeror - Submission of Quotes and Addenda to 52.212-1 – Preparation of Offer.
7. Is there an incumbent? What is the contract number?
a. There is no incumbent and no previous contract number.
8. The Government references cleaning of the units but does not specify a frequency. Is the frequency of cleanings to be determined by the Government, or should the Contractor propose a frequency based on its experience?
a. The Government presents the following “The servicing will be from 7:30am – 3:30pm every other day of the week, excluding government holidays.” See section 2.0 DELIVERY in the Statement of Requirements.
b. In accordance with the FAR provision 52.204-22 – Alternate Line Item Proposal, offerors are invited to propose alternative line items to ensure the resulting contract is economically and administratively advantageous to the Government and Offeror. However, acceptance of an alternative proposal is a unilateral decision made solely at the discretion of the Government.
9. Under the pricing schedule the total hand washing stations is 100. However, under item number 0004 it has hand washing stations required as 150. There is also a discrepancy between grey water tanks. Can you clarify the amounts required?
a. The correct hand washing stations total is 100 Each and the correct 250-Gal Gray Water tanks is 60 Each.
10. Under item number 0004 calculation of rental days for the contract. Can you clarify if you want the total number of items times 365 days as your calculation our 365 days times one year base and four option years for a total of five years (365 x 5). Then times the total cost for each line item?
a. In Item 0004, we took the total of all line items (440 Toilets, 100 Handwashing stations, and 60 Gray water tanks (600 total items)) then multiplied them by 365 (days in a year) for a total maximum rental days of 219,000 for each, the base and each option period.
11. On page 19 part B past reasonableness you're stating the same information in part a. Is this an accident? Or did you mean to repeat pricing in this section? Was this supposed to say past performance? What do you mean by past reasonableness? My quote will be reasonable, but I'm just confused, and I've never seen it phrase past reasonableness.
a. On page 19 a. of ADDENDA TO 52.212-1“Price” has been corrected to “Price Reasonableness”.
19 b “Past Reasonableness” has been corrected to “Past Performance”.
12. Where will the rental equipment be delivered? What is the exact address or are there multiple addresses it will be delivered to depending on the order?
a. There will be multiple addresses depending on each Task Order. See 1.1 LOCATIONS on Statement of Requirements “Portable toilets, hand washing stations, and gray water tanks shall be placed at various locations up to sixty (60) miles from Marine Corps Base Camp Lejeune, various training areas aboard Fort Bragg, Marine Corps Air Station New River, Stone Bay and Marine Corps Air Station Cherry Point. The specific locations will be identified with a ten-digit grid at the task order level.”
13. CLIN 1 - Does historical data support the requirement to have 440 portable toilets in service everyday (requiring the contractor to have at least 440 portable toilets on site), or is there a monthly distribution (440/12= 37), requiring only about 40 portable toilets on-hand? Contractor acknowledges that this would only be historical information and does not bind the government to any particular requirement.
a. Yes. Historical data shows there may be need for a near maximum/or maximum amount of toilets and other items required to be in place for multiple locations through multiple Task Orders that may overlap in periods of performance. For the base and option periods, the quantity of items will fluctuate up to the maximum amounts listed depending on Task Orders issued.
14. CLIN 2 - Does historical data support the requirement to have 100 handwash stations in service everyday (requiring the contractor to have at least 100 handwash stations on site), or is there a monthly distribution (100/12= 9), requiring only about 10 handwash stations on-hand? Contractor acknowledges that this would only be historical information and does not bind the government to any particular requirement.
a. Yes. Historical data shows there may be need for a near maximum/ or maximum amount of toilets and other items required to be in place for multiple locations through multiple task orders that may overlap in periods of performance. For the base and option periods, the quantity of items will
15. CLIN 3 - Does historical data support the requirement to have 60 gray water tanks in service everyday (requiring the contractor to have at least 60 graywater tanks on site), or is there a monthly distribution (60/12= 5), requiring only about 5 gray water tanks on-hand? Contractor acknowledges that this would only be historical information and does not bind the government to any particular requirement.
a. Yes. Historical data shows there may be need for a near maximum/ or maximum amount of toilets and other items required to be in place for multiple locations through multiple task orders that may overlap in periods of performance. For the base and option periods, the quantity of items will
16. Please explain why CLIN 4 exists. There is an estimate daily rental fee for every possible item for every day of the year. The confusion is that CLIN 1 Portable Toilet Rental states, "Provides toilet inclusion of servicing fees for cleaning, pickup and drop off", if CLIN's 1-3 require the rental/delivery/service/and pickup to be included in the unit price, why is there an additional "Daily Rental Fee" CLIN?
a. Thank you for addressing this concern. Historically, various fees were seen in quotes from industry revolving around the item itself, delivery, pickup, cleaning (servicing), procurement service, daily/weekly charges, and more. The intent of the proposed CLIN structure is to simplify the procurement process by following the most commonly seen practices and standardizing the structure received which would then facilitate the payment process in the back end for each Task Order issued. The following is a summary of what the intended CLIN structure is seeking:
i. CLIN 0001 – 0003, and the respective option years, should contain quoted pricing that covers the item itself, delivery, pickup, and servicing/cleanings (every other day in accordance with the Statement of Requirements Section 3.8).
ii. CLIN 0004, and the respective option years, covers the amount of days that would be charged per item issued under each task order. This was commonly seen in previous requirements where vendors charged separately for the amount of time the equipment was used. See examples at the beginning of this Q&A section for reference.
17. The calculation provided in CLIN 4 (440+150+100=690, 690x365 = 251,850) would be a scenario where
440 toilets, 150 HW, and 100 GW Tanks are all in service on day 1 and in service for 365 days. This conflicts with CLIN's 1-3 and with Statement of Requirements pg. 13, section 2.0, and pg.14, section 3.8, that both indicate "services will occur every other day." Should the contractor plan and equip for daily service or every other day service?
a. In this example, the equipment would present at the Task Order’s designated location for the full 365 days while the contractor would service the items every other day after initial delivery.
i. Section 2.0 in the Statement of Requirements has been revised to clarify delivery coordination of the items. Delivery must be coordinated with the TPOC for each Task Order issued at least 24 hours prior to delivery during working hours (7:30am – 3:30pm).
ii. Section 3.8 Servicing includes, but its not limited to, the commercial practice/standard of cleaning, restocking, refilling, emptying, and maintaince of the items listed in CLINs 0001-0003 with their respective option years. The servicing would be conducted every other day after the day the items would be delivered for each Task Orders issued.
18. Should the contractor plan and equip for daily service or every other day service? A 60-mile radius for service area has a significant impact on logistics. Can the government please provide any data of historical quantities and dates for requirements at Camp Lejeune, New River, Cherry Point, and Fort Bragg. Where is the "home base" for this contract? Does the contractor require equipment and personnel at all locations simultaneously or is rotational?
a. The contractor should plan for servicing that will happen every other day (See answer provided under question 17.
b. Due to the timeframe of the RFQ, exact historical data for quantities and dates will not be provided. However, the estimated quantities sought in the RFQ are a combination of the most commonly used areas that procure these types of services resulting in the 60 mile radius for service.
c. The “home base” for this contract is MCB Camp Lejeune.
d. There may be instances where equipment and personnel are required at different locations overlapping in dates. This will fluctuate based on the Task Orders that are issued under this contract. As mentioned in question 5, “Task Orders would be issued varying in quantities of days the units would be set in place. In some instances, a Task Order may be issued for a period of 12 months while other Task Orders may be only a few days/weeks. See examples at the beginning of this Q&A section for reference.”
19. Will the equipment stay stationary the whole time, or will they be delivered and picked up at different locations throughout the year?
a. The equipments’ quantity and location will vary based on each Task Order issued against this contract. For Task Orders that contain a 12 month period of performance per item, they would remain in place at a fixed location while Task Orders with shorter periods would be dropped off at the start of event and picked up upon culmination. See examples at the beginning of this Q&A section for reference.
b. Delivery and Pickup of the equipment will be coordinated at the Task Order level through the TPOC as shown in section 2.0 in the Statement of Requirements. Each Task Order issued will contain 10 digit grid locations for where the equipment is to be delivered and picked up. Locations for delivery and pickup will be static for each Task Order; meaning the equipment would not be relocated by the Government after initial delivery for it to be picked up at a different location at the end of the period listed in the Task Order.

(Note: All prices must be actual “face-value” pricing having already accounted for any discounts offered and extended to the Government).
b. Past Performance: The offerors must provide four relevant past performance references for contracts of similar size, scope, and complexity performed. Offerors with lesser or no past performance references will not be considered favorably or unfavorably and given a rating of nuetral. Each past performance submission should include:
1. Contract number and title
2. Name of customer or contracting agency
3. Period of performance
4. Point of contact (name, phone number, and email)
PREPARATION OF OFFER: Offers submitted shall include the following:

The offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through https://www.sam.gov. If the offeror has not completed the annual representations and certification electronically, the offeror shall complete only paragraphs (c) through (r) of this provision.
(e) Completed DFARS Provisions 252.204-7016 or 252.204-7017
(f) Provide the following: CAGE Code.
(g) Provide the following: Fedmall registration
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
