A mere statement that the vendor “will meet the Government’s requirement” is insufficient; the vendor must demonstrate how it will meet the requirement. Vendor offers shall include the following information:

a. Price: The price offered must reflect unit prices, extended amounts per line item, and overall total.

(Note: All prices must be actual “face-value” pricing having already accounted for any discounts offered and extended to the Government).

b. Past Reasonableness: Will be conducted in accordance with FAR 13.106-3(s). The price offered must reflect unit prices, extended amounts per line item, and overall total.

(Note: All prices must be actual “face-value” pricing having already accounted for any discounts offered and extended to the Government).

PREPARATION OF OFFER: Offers submitted shall include the following:

(a) Price

(b) Past Performance References

(c) Completed FAR Provision 52.204-24 or 52.204-26

(d) Completed FAR Provision 52.212-3. The offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through https://www.sam.gov. If the offeror has not completed the annual representations and certification electronically, the offeror shall complete only paragraphs (c) through (r) of this provision.

(e) Completed DFARS Provisions 252.204-7016 or 252.204-7017

(f) Provide the following: CAGE Code.

(g) Provide the following: Fedmall registration

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
