QUESTIONS AND ANSWERS
for
Tent Lease for Bold Quest
Q1. Will workers be allowed to work over the weekend and/or outside the 7:30-4:30 timeframe to have plenty of time to get everything done, especially when it’s spread across 2 different sites. Is there flexibility with the days and times? Are there any restrictions to vendors working on Veterans Day for removal?
A1. Yes. Work can be performed outside the designated days and hours as needed.
Q2. Is there absolutely no weekend work or will there be an exception since build doesn’t begin until a
Wednesday?
A2. Work can be performed outside the designated days and hours as needed.
Q3. Will the crews have access to restrooms on site or do we need to provide portable restrooms for install and removal?
A3. Portable restrooms will be provided at the work site.
Q4. Is there a need to provide any standby technician?
A4. Yes. A technician is required for maintenance of generators and HVAC as needed. See solicitation paragraph 3.2.
Q5. Will there be a staging area for us to store crates and pallets/forklift after install so it will be on site for removal or do we have to take it away?
A5. Yes. The staging area will be in the field across from the building.
Q6. The delivery setup and teardown dates are listed for Camp LeJeune tents, when are the dates for the tent setup and teardown for Cherry Point?
A6. Tents shall be setup and torn down at MCB Camp Lejeune and MCAS Cherry Point during the times listed in the Solicitation paragraphs 2.0, 3.0, 3.1 and 4.0.
Q7. For the large tents – would it be okay to do a 12m x 20m for each of these so 6’ longer?
A7. Yes
Q8. In the diagram, it looks like the CISR and Air Ops ASOC COFx tents are side by side – instead of having 2 separate tents could we do a 12m x 40m tent and have an interior gable to completely divide them up so it still looks and feels like 2 tents or do they have to be separated by a certain distance for other reasons?
A8. No. We require all three large tents to remain separate.
Q9. On each of your tents it lists 10ft/3M legs. Is that height necessary for this event? Shorter legs will likely be less expensive.
A9. Tent height shall meet the requirement as detailed in Item Nos. 0001 and 0002.
Q10. On the large tents, is the solicitation for 3 - 40x60 tents where only one tent has the sidewalls, flooring, doors, HVAC, etc.; or do all three (3) 40x60 tents have the flooring, sidewalls, doors, etc.?
A10. All three tents require sidewalls, flooring, doors, HVAC, and other equipment. See Item No. 0001.
Q11. Can you upload or send a layout for door placement so I know exactly which bays need doors and which bays need sidewall?
A11. Each tent at the BSC needs to have a set of double doors on the longer portion (60’) facing the building and a single door on each side of the shorter portion of the tent.
Q12. Can you confirm that the large tents require 6 sets of double doors per tent?
A12. Each tent requires only one set of double doors.
Q13. Could you clarify what is meant by the "Double Doors - (3M Legs)"? Would it be possible to replace these with sidewalls if needed? I also need clarity if the double doors have to be metal/aluminum.
A13. Double doors are required to move oversized equipment in and out of the tents.
Q14. Could you explain what a "Door Infill, White (3M X 3M)" is? Any additional details would be helpful.
A14. Door Infills are used in door frames.
Q15. For the room dividers described as movable, foldable, 6-10 ft tall, and 20-24 ft long, could these potentially be substituted with pipe and drape systems?
A15. No substitutions. The requested room dividers are required.
Q16. How tall does the tent door entrance have to be? Is there any reason a standard height door would not suffice?
A16. Standard height door is acceptable.
Q17. Is the surface for the large tents on asphalt – is there any concrete underneath?
A17. Asphalt surface.
Q18. Will we need to fill the stake holes following the removal?
A18. No.
Q19. It states stakes how are you doing stakes if on pad?
A19. Request the tents be secured to the ground.
Q20. Are there any sustainability requirements for the site?
A20. No sustainability requirments are necessary. Standard diesel generators are acceptable.
Q21. The RFQ mentions the use of Black Astro Turf in addition to the Dura-Trac flooring. Could you please confirm if both are required, or if one can be substituted for the other? We can do either one.
A21. Both types of flooring are required.
Q22. Does each large tent need to have its own generator or would a larger generator with distribution suffice since they are all next to each other? Which of the three (3) 40x60 tents is getting the generator and
HVAC unit?
A22. Each large tent requires an HVAC unit and power distribution.
Q23. What will the run time be, approximately, for generator and HVAC? How many hours per day are generators running.
A23. Tents will run 8-24 hours per day as necessary.
Q24. Will you be responsible for refueling the generators with fuel and def fluid when needed or do we need to account for refueling in our quote? Will you require bidder to secure an outside contractor for a diesel storage tank and service during the rental?
A24. We will be responsible for refueling and adding Diesel Exhaust Fluid (DEF).
Q25. Will you need the quote for the power to include spider boxes/distribution? If so, how many boxes will you need per tent?
A25. Yes. Need to distribute power to the outlets as shown on diagrams.
Q26. Is this 300 amp total or three phase?
A26. Total is 300 amp.
Q.27. Do you need 24 hour power for distribution but maybe not the HVAC? This would be a good place to use a Battery Energy Storage so the generator would not have to run overnight.
A27. Battery energy storage is not necessary.
Q28. Is voltage correct for the distribution (vs the HVAC Power) part of the package or should this actually be 208 volts?
A28. Require sufficient power to run HVAC system and power distribution for our equipment for all tents.
Q29. For HVAC – do you need both options to be able to heat or cool or do you need one or the other?
A29. Yes. Both options for heat and cool are required.
Q30. Do we need to provide the distribution for each tent or just a camlock feed? How many drops from generator required per tent?
A30. Require distribution for each tent to power outlets as per diagrams.
Q31. What information do you need for base access? Do they require FAR E-Verify for each employee? Do our employees have to be fingerprinted to gain access? Do we have to wear company- issued badges while on-site
A31. See the Solicitation paragraph 8.0 for Base Access Instructions for MCB Camp Lejeune and MCAS
Cherry Point, NC.
Q32. Does payroll need to be certified for this bid?
A32. This is a Firm Fixed Price Supply contract. The Department of Labor Wage Determination is not applicable.
Q33. Is there a prevailing wage requirement for general laborers? If so, what is it?
A33. This is a Firm Fixed Price Supply contract. The Department of Labor Wage Determination is not
Q34. Is there a paid leave requirement (i.e., sick and holiday)
A34. This is a Firm Fixed Price Supply contract. The Department of Labor Wage Determination is not

Current RAPIDGate or MCESS credentials can easily be switched out for a DBIDS credential and new contractors can apply for a DBIDS credential using the same vetting requirements as previously required. RAPIDGate/MCESS credentials will be honored until December 31, 2018. After this date, all contractors will be required to have a
DBIDS credential in order to access MCAS Cherry Point. In order to reduce wait time when exchanging your
RAPIDGate/MCESS credential, it is highly recommended each applicant pre-register at https://dbids-global.dmdc.mil/enroll#!/.
Here’s what you need to know:
CURRENT DOD ID CARD HOLDERS
• If you currently hold a valid Common Access Card (CAC), dependent ID card, reserve ID card, or retiree ID card, issued by the Defense Enrollment Eligibility Reporting System (DEERS), no further action is required.

Expect a one-time delay of 3-6 seconds as the DBIDS system initially registers your information.
CURRENT CONTRACTORS
• DBIDS credentials will be issued beginning September 24, 2018
• DBIDS credentials will be valid for the duration of your contract, not to exceed five years;
however, re-vetting of individuals’ information will occur each year.

- Current RAPIDGate/MCESS credential
- Second form of government-issued identification (driver license, passport, etc.)
- Company Contract/Letter of Authorization
• New DBIDS credentials will be valid for the remainder of the contract (not to exceed 5 years), but individuals will be re-vetted each year.
• All contractors (MCAS Cherry Point) will be able to exchange their current RAPIDGate/MCESS credential at the MCAS Cherry Point Contractor Vetting Office, Building 251 (Pass and ID).
NOTE: Flight line access will still be granted at Physical Security using the procedures already in place.
