QUESTIONS AND ANSWERS

Question 1 - Can you provide a clarification between Line item 1 and 2 for this solicitation?

Answer 1 – CLIN 0001 is for the base year and CLIN 1001 is for the option year.

Question 2 - Is there an incumbent contractor currently performing this work, if so, could you please provide the current incumbent contract number?

Answer 2 – Yes, there is an incumbent performing this work. Contract number M6700123P1235.

Question 3 - Will facilities for aircraft storage be made available to the contractor on-site? Or will the contractor be required to store aircraft off-site?

Answer 3 – Facilities for aircraft storage will not be provided by the Government. Contractor will be responsible for aircraft storage.

Question 4 - We are required to submit a line itemized bid, correct? Does your team have an ideal amount for this specific project?

Answer 4 – Yes, the quote needs to be itemized and align with the solicitation. Please provide your best competitive quote.

Question 5 - Payment. How is payment structured? Half up front, 25% on mid year mark, 25% on final flight deliverables?

Answer 5 – See CLINs 0001 and 1001 and DFARS 252.232-7006 Wide Area Workflow Payment Instructions for instructions on frequency of invoices and the submission of invoices for payment.

Question 6 - Are the flights able to be completed in a timely manner in a duration under one year for a grand total of 250 missions? Or is the pilot and photographer on call and there are gaps in flight schedule and can exceed a calendar year?

Answer 6 – See Performance Work Statement paragraphs 2 General Requirements and 3 Performance Requirements for flight requirements.

Question 7 – At termination of contract - are there any additional deliverables outside of the final flight log, photos, excel sheet and last burned data DVD?

Answer 7 – Please see Performance Work Statement Paragraph 3.1.3.4. Data submittal will be required monthly prior to invoicing. No final compilation of all data is required.

Question 8 - After the 250th flight is completed - is the contract officially fulfilled?

Question 9 - Is a co-pilot necessary or required?

Answer 9 – Co-pilot is not required if the pilot can perform duties as described in Performance Work Statement Paragraph 3: Performance Requirements.

Question 10 - Are there any specific Pilot requirements?

Answer 10 – Pilot must be able to perform duties as described in Performance Work Statement Paragraphs 3: Performance Requirements.

Question 11 – Is there a mandatory military base or FBO that must be used to be compliant with the contract?

Answer 11 – No. Access to the installation will not be granted for the purposes of this contract.

Question 12 - What are the insurance requirements?

Answer 12 – Standard Commercial Insurance applies.

Question 13 - Who or what entities need to be listed on the Certificate Of Insurance (COI)?

Answer 13 – Not applicable

Question 14 - Based on the flight protocol of low-level VFR flights, how many weather days are accounted for? Will there be a hangar and storage provided to the contractor to store the plane?

Question 15 - Does the government have any plane preference for the reconnaissance work? We are considering either a Piper Super Cub or Cessna 170?

Question 16 - File Delivery - Are we able to provide cloud storage and archive for quicker access and guaranteed backup? If not, we see that burned DVDs of the photos with timestamp of information has been requested.

Answer 16 - See Performance Work Statement paragraphs 3.1.3 Photographic Recordation, 3.1.4, Photographic Transfer, 3.1.5 Data Collection and their file requirements and delivery methods. Many cloud storage methods are not compatible with government systems.
