Q1. Will the same 18 students be attending all three days?

A1. Yes, the same amount of students will be attending throughout the training evolution.

Q2. Live tissue for all three days?

A2. Yes, live tissue for all three days.

Q3. Can you give us your objectives for the three days of LTT? (For example, Day 1: LTT with trauma lanes, Day 2: LTT with Prolonged casualty care Day 3: LTT with Scenarios). If the syllabus is going to be used to determine award of the contract, then we need more detail and objectives?

A3. Day 1: Table Top- Surgical skills, trauma wounds on model patients, IV’s and IO’s Day 2: Table Top/Field- similar to day 1 Day 3: Field- TCCC trauma lanes

These objectives shall be provided in accordance with the contractor’s TCCC with LTT for CLS curriculum that has been approved by TECOM and BUMED.

Q4. Should it be 10 models per day, correct? A 1:4 ratio would require 4-5 patients per POI, per day. Typically, the POI we do is a morning (4-5 patients) iteration and afternoon (4-5 patients) iteration per day. So, I just want to make sure we're on the same page that training would essentially be half days?

A4. Yes 10 models per day. To clarify, we will have 4-5 in the morning and 4-5 in the afternoon.

We can split it up in am/pm iterations in order to meet the 1:4 ratio, we also have (2) SOIDC’s that can supplement the instructor to student ratio.

Q5. Is the client still requesting a prac app day at the unit location on day 1 plus 2 days of LTT (20 models) or 3 days total of LTT with 10 patients per day (30 models)?

A5. We do not need a prac app day at our location, (3) LTT days at the training location with 10 models per day for a total of (30) models for the entirety of the training.

Q6. May we have the last two historical awards on this contract?

A6. The last two historical awards for Advanced Medical Training are:

Performance Work Statement for

Tactical Combat Casualty Care Training Course for Combat Lifesavers

1.0 Background: Tactical Combat Casualty Care (TCCC) for Combat Lifesavers (CLS) with Live Tissue Training (LTT) is a high priority for Marine Corps Forces in support of trauma training. To mitigate the loss of lives and severity of injuries on the battlefield, all combatants and medical personnel on the modern battlefield must be proficient in the concepts of TCCC. LTT ensures wounded personnel receive competent care on the battlefield to reduce mortality from potentially survivable injuries.

2.0 Scope/Objective: Force Reconnaissance (FORECON) Company, II Marine Expeditionary Force (II MEF) requires contracted support to provide its Marines with the necessary advanced medical training for future deployment. When deployed, Marine Reconnaissance units are employed beyond the forward line of troops, making it difficult for teams to receive immediate medical assistance during combat operations. Reconnaissance units require advanced medical training to improve survivability when golden hour medical evacuation is impossible.

Reconnaissance units must receive prolonged field care training to mitigate risk to mission and risk to troops during combat operations.

3.0 General Requirement: The contractor shall provide TCCC training services for Combat Lifesavers (CLS) in accordance with their curriculum approved by Training and Education Command (TECOM) and Navy Bureau of Medicine (BUMED).

4.0 Tasks:

4.1 The contractor shall provide one (1) three-day period of instruction for up to eighteen (18) students from 24-26 September 2024 . The required ratio of instructor to student will be 1:4 (ten

(10) AMT models over the course of the three-day course per day for a total of thirty (30) models for the entirety of the training). There will not be a day of lecture. The objectives for the three days of LTT are as follows:

Day 1: Table Top - Surgical skills, trauma wounds on model patients, IV’s and IO’s Day 2: Table Top/Field - similar to day 1 Day 3: Field - TCCC trauma lanes

These objectives shall be provided in accordance with the contractor’s TCCC with LTT for CLS curriculum that has been approved by TECOM and BUMED.

4.2 In accordance with the Marine Corps Combat Development Command (MCCDC) letter dated 17 January 2020, Tactical Combat Casualty Care with Live Tissue Training Policy Guidance (para 9.1), the contractor shall be currently approved in writing by TECOM/BUMED to conduct TCCC for CLS. The certification must be received and current upon submission of quote.

4.3 The contractor will restrict LTT curriculum to TCCC and adhere to the United States Marine Corps Combat Medical Training Guidelines (para 9.3).

4.4 The contractor shall provide all required training resources (i .e. personnel, materials, facilities, training areas, supplies, and equipment necessary to execute and complete the training requirements).

4.5 The contractor shall provide a certificate of completion for everyone that successfully completes the training course.

4.6 The contractor shall notify the Commanding General of TECOM (CG, TECOM) of the requested TCCC with LTT in accordance with the Marine Corps Combat Development Command (MCCDC) letter dated 17 January 2020, Tactical Combat Casualty Care with Live Tissue Training Policy Guidance (para 9.1).

4.7 The contractor shall submit an after-action report and reporting data on each TCCC with LTT course to the CG, TECOM in accordance with the Marine Corps Combat Development Command (MCCDC) letter dated 17 January 2020, Tactical Combat Casualty Care with Live Tissue Training Policy Guidance (para 9.1).

5.0 Government Requirements:

5.1 Unit will provide transportation to and from the training site.

5.2 Unit will provide lodging and meals.

5.3 Unit specific requirements will be provided by the unit (i.e., combat load-out gear and uniforms if needed).

6.0 Place of Performance:

6.1 Training will be conducted at the contractor owned field training site.

6.2 The training facility will be a secured training area that prevents unauthorized access and observation.

7.0 Government Points of Contact: The Government Points of Contact are not warranted Contracting Officers and do not have the authority to take any action, either directly or indirectly, that would change the pricing, quantity, place of performance, delivery schedule, or any other terms and conditions of the contract.

8.0 Contractor’s Unauthorized Work Performance: The Contractor shall not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the CONTRACT ADMINISTRATOR and/or the CONTRACTING OFFICER, such deviation shall be at the risk of the Contractor and any costs related thereto shall be borne by the Contractor.
