CAMP LEJEUNE FIRE AND EMERGENCY SERVICES

MARINE CORPS INSTALLATIONS EAST, MARINE CORPS BASE CAMP LEJEUNE

1.0 Introduction. This Performance Work Statement (PWS) outlines the maintenance, repair, and recharge of United States Government owned portable dry chemical fire extinguishers located aboard Marine Corps Base Camp Lejeune, North Carolina. To maintain its mission capabilities, the Marine Corps has a requirement to maintain, recharge, and perform hydrostatic testing of various types of portable fire extinguishers in accordance with the National Fire Protection Association (NFPA) Standard 10, Standard for Portable Fire Extinguishers, current edition.

The following paragraphs list all required support tasks that will be required throughout the contract’s period of performance. The contractor shall provide necessary resources and knowledge to support these listed tasks. Specific objectives will be dependent on the Task Orders written against the basic contract. The contractor shall complete all required tasks while controlling and tracking performance and goals in terms of costs, schedules, and resources.

2.0 Location. All services will be performed aboard Camp Lejeune, Tuesdays through Thursdays. Specific times and location will be determined at the kick-off meeting after award. The contractor is not permitted to remove the fire extinguishers, or any components, from the installation. The specific times and location are subject to change and will be communicated to the contractor by the Government Technical Point of Contact (TPOC). The Government will provide access to the work site per paragraph 12.

3.0 Applicable Certifications

3.1 Contractor personnel must be certified to perform all services in accordance with NFPA 10, Standard for Portable Fire Extinguishers, current edition.

4.0 Requirement. The contractor must be able to perform all maintenance and repair services aboard the installation. Services performed must include all labor, supervision, tools, equipment, listed manufacturer’s repair parts, collar rings, tamper seals, chemical agent, maintenance tags, and transportation to perform services of these extinguishers.

4.1 The contractor must provide its own mobile facility (i.e., tent, trailer) to perform services. Any hazardous materials must be properly contained and disposed of by the contractor. The contractor may be held responsible for remediation of any hazardous material that escapes from its mobile facility during the performance of services. The contractor is permitted to use a staging area to be designated by the Government Technical Point of Contact to perform its services.

4.2 The Government makes no representations or guarantee as to the condition of the fire extinguishers on the start date of work. The contractor shall assess each extinguisher and relative condition before service is performed.

If an extinguisher exceeds its economic value to repair, or should an extinguisher fail hydrostatic testing, the contractor shall return the extinguisher emptied of its contents and marked “CONDEMNED” on the cylinder.

4.3 The Contractor shall not perform any work over what the quantities or cost of this contract allows. If at any point the number of fire extinguishers exceeds the quantities or cost stated within the contract before work is performed, a modification must be requested to the CONTRACTING OFFICER and approved before any work can continue.

Quality Assurance Surveillance Plan

1. Objective. This Quality Assurance Surveillance Plan (QASP) serves as the principal basis for assessing overall performance quality associated with the Government’s Performance Work Statement (PWS) for Marine Corps Base Camp Lejeune Fire Extinguisher Maintenance Services. This document will be used by the Government to assess the effectiveness of the Contractor’s quality with respect to management and technical services provided. This QASP provides the methodology by which the Contractor’s performance will be monitored to determine compliance with established performance benchmarks that ensure a quantifiable basis for measuring effectiveness. The plan is designed so that surveillance is limited to that which is necessary to verify the Contractor is performing management and technical services satisfactorily and relates to the performance objectives of the performance objectives delineated in the PWS.

The contractor, and not the Government, is responsible for management and quality control actions to meet the terms of the contract. The role of the Government is quality assurance to ensure the contract standards are achieved.

2. Government Surveillance. The Government Technical Point of Contact (TPOC) will serve as the administering authority for this contract, and his authority will be limited to administering specific technical aspects of the contract. The TPOC will not provide direction that is outside the scope of responsibilities delineated under this contract and task orders and will defer any conditional interpretations to the Contracting Officer. The TPOC will:

Maintain a detailed knowledge of the technical requirements of the contract.

Document Contractor performance in accordance with the QASP.

Identify and immediately forward notification of deficient, or non-compliant performance to the

Contracting Officer; and Approve priorities of support, resources, and associated schedules.

3. Surveillance Methods. Surveillance of the Contractor performance is the method used by the Government to determine whether the contractor is effectively and efficiently complying with all terms and conditions of the contract. In addition to statistical analysis, the functional expertise of the TPOC plays a critical role in adequately evaluating contractor performance. The below listed methods of surveillance shall be used in administration of this

QASP.

Demonstration- A qualification method that is carried out by operation and relies on observable functional operation.

It does not require the use of instrumentation or special test equipment.

Inspections: Qualitative inspections will be conducted using one of the following techniques:

Random/Stratified Sampling: With random sampling, services are sampled to determine if the level of performance is acceptable. Stratified sampling focuses on selected parts of total contractor output for sampling.

Periodic Inspection, Judgmental Inspection or Planned Sampling: This method, sometimes called “planned sampling”, consists of the evaluation of tasks selected on other than a 100% or random basis.

100% Inspection: Each month, the TPOC shall review all generated documentation and deliverables and enter summary results into the Surveillance Activity Checklist.
