8th Communication Battalion’s Defensive Cyber Operations – Internal Defensive Measures Company
Continuous Professional Development Program
Part 1
The overarching purpose of these tasks is to provide continuous professional development support services to the cyber workforce within the Defensive Cyber Operations – Internal Defensive Measures (DCO-IDM) Company.
1. General: This is a non-personal services contract to provide continuous professional development support.
Support includes the training and testing of cyber personnel as defined herein.
1.1 Applicable Documents:

1.2 Acronyms:

2. Introduction: The goal of 8th Communication Battalion's DCO-IDM Company is to establish a comprehensive
Continuous Professional Development (CPD) program. This program will encompass various elements such as education, training, certification, and other activities to enhance the capabilities of the cyber workforce within the II
Marine Expeditionary Force (MEF). Aligned with the recently published DoD Manual (DoDM) 8140.03 Cyberspace
Workforce Qualification and Management Program, the CPD program will adhere to the enterprise baseline requirements set for each work role's proficiency level. By doing so, it aims to bolster cyberspace mission readiness across II MEF. The primary objective of this program is to foster a common understanding of cyberspace concepts, principles, and applications, facilitating interoperability across organizations and mission sets.
3. Scope: The objective of this requirement is to provide high quality training services in support of DCO-IDM’s
CPD program providing sustainment and continued improvement of the capabilities of the II MEF cyber workforce.
4. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. The period of performance reads as follows:
Base Year 25 Sept 2023 – 24 Sept 2024
Option Year I 25 Sept 2024 – 24 Sept 2025
Option Year II 25 Sept 2025 – 24 Sept 2026
Option Year III 25 Sept 2026 – 24 Sept 2027
Option Year IV 25 Sept 2027 – 24 Sept 2028
5. Place of Performance: The training courses and certification tests are to be provided in the following format:
online on-demand; online instructor led; in-person standard classroom setting. The contractor shall make every effort to schedule students via one of the two online methods before scheduling in-person classroom-based training unless specifically requested by the government. All certification exams shall be completed a certified Pearson Vue testing center within 100 miles of Camp Lejeune, NC.
6.0 Tasks.
6.1 The contractor shall provide access to sixty (60) training courses and sixty (60) certification exams for the first three years, and then forty (40) training courses and forty (40) certification exams the last two years. Courses will be scheduled by the Contracting Officer’s Representative (COR).
6.2 The contractor shall provide an adult training mode and scheduling flexibility best suited to the adult training needs of the participating personnel, whether the course of work be taken online with instructor, online on-demand, or in a standard classroom setting.
6.3 All courses offered by the contract shall be certified in accordance with the standards outlined in DoDM-8140.
6.3.1 The Contractor shall notify the government of any updates to its course programs to allow the DCO-IDM
Company Training Department to plan ahead for future course changes and ensure a shared understanding of what each certification entails.
6.4 The contractor shall provide NetWars Continuous access to the customer and provide the voucher account holder access to a NetWars scoreboard. The scoreboard will contain real time data that will allow the customer to track completion of DCWF CPD requirements.
6.5 The Contractor shall provide on-line secure account registrations for the DCO Company Training Department to access and request class/certification vouchers. This on-line system should be continuously updated to reflect the remaining balance of courses/certification exams managed under the contract.
6.5.1 The Contractor shall provide the courses to approved participants in the training modality selected: Online
Virtual Classroom, Online On-Demand, or traditional classroom setting.
6.5.2 The on-line access will also provide a means for controlling courses offered, and limiting the approval of course/certification vouchers requested by 8th Communication Battalion to the designated COR and his/her designated Alternate. This will enable the DCO Company Training Department to monitor progress towards course completion and structure operational requirements around certified personnel numbers.
6.6 Core Curriculum, identified in Attachment 1, should, at the minimum, consist of the following courses:
• DCWF Basic, Intermediate, and Advanced level approved courses for student’s assigned work role.

6.6.1 In addition to the Core Curriculum courses, DCO Company Training Department may require additional courses identified in Attachment 1 to satisfy specific mission preparation or education requirements. All contractor course offerings will be considered in the DCO adaptive training continuum.
7.0 Contracting Officer’s Representative: The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the
Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the
Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially regarding changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract.

8.0 Quality Assurance: The contractor shall ensure quality assurance in accordance with an approved Quality
Control Plan (QCP) that covers the services performed in accordance with this PWS. The contractor shall develop and implement procedures specific to this requirement to identify, prevent, and ensure non-recurrence of defective services. The contractor must communicate any possible service failures to the COR.
9.0 Performance Requriements Summary: The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

-Contractors must be registered in the Defense Biometrics Identification System (DBIDS). It is the Contractor’s responsibility to ensure all their employees and/or subcontractors are properly registered within DBIDS.
-DBIDS credentials will be valid for the duration of your contract, not to exceed three years; however, re-vetting of individuals' information will occur each year.
-Contractors requiring access for over 60 days will receive a credential valid for up to one year.

Guidance for access to Marine Corps Installations East - Marine Corps Base Camp Lejeune (MCIEAST-MCB Camp
Lejeune) regarding the recent release of MARADMIN 108/23 requiring REAL-ID compliant identification for access to Marine Corps facilities.
This message applies to non-REAL ID driver’s license and State issued identification cards only and does not apply to any other approved acceptable credentials. Refer to MCIEAST-MCB CAMLEJO 5530.25B for additional information on access procedures for CAC, dependent IDs, and other approved forms of acceptable identification for installation access.
In accordance with MARADMIN 108/23, non-REAL ID compliant driver’s licenses or identification cards are no longer authorized for use to access Marine Corps Installations WITHOUT ADDITIONAL PROOF OF IDENTITY.
Effective immediately, all visitors with non-REAL ID driver’s license and State issued identification cards requesting access to MCIEAST-MCB Camp Lejeune or MCAS New River must provide an approved identity source document or combination thereof to access the installation(s).
An example of identity source documentation includes a U.S. passport, or the combination of an original or certified true copy of a birth certificate bearing a raised seal, social security card, and non-REAL ID compliant driver’s license or State issued identification card – all three documents must bear the same name. If the name on the documents is different due to marriage, divorce or legal name change, supporting documents such as a Court Order, Marriage Certificate or Divorce Decree of acceptable name change must be provided. In this case, if the individual cannot provide all three of the source documents an escort is required, or access will be denied.
