QUESTIONS AND ANSWERS

QUESTION: On page 3 of the solicitation under CLIN 0001 “Supplies/Services” the Government states, “The government will provide licenses for the current compatible version of Oracle DB.” We understand and acknowledge this fact.

Will the Government also provide the software and license for Windows 2019 required for the application, or shall the contractor furnish the Windows 2019 software and license?

ANSWER: The Government will only provide the current compatible version of Oracle DB only. The vendor will provide Windows 2019 or latest compatible version as well as other relevent software needed to have a fully functional system.

PERFORMANCE WORK STATEMENT

Panorama GPON Equipment Upgrade

1. Scope

To establish maintenance upgrade of hardware and software for the Gigabit Passive Optical Network system within the MCLB Albany Area of Responsibility (AOR) to include new hardware or software type and /or version if necessary for the items listed herein.

2. Objective

To establish and define the requirements for a maintenance upgrade contract for Marine Corps Logistics Base, Albany Panorama GPON Network Server.

3. Tasks

3.1 The Government shall have direct 24x7x365 access to the Technical Assistance Center for all service affecting and non-service affecting troubles. This includes software version upgrades and patches, hardware return and repair as per standard warranty, up to and including all listed systems and underlying relational database programs.

3.2 The Government shall have access to all available and applicable version upgrades, updates, and licenses.

3.3 Return and repair service shall be a part of this contract per standard warranty. The items covered under this contract shall include all devices and parts of a device listed in section 5 of this Performance Work Statement.

3.4. There shall be a fifteen Business Day turnaround time allotted for the testing, repair, revision updating, and return of an in/out-of-warranty item.

3.5 The contract shall provide for the Advance Replacement of a device or part of a device for the expedited resolution of a problem prior to sending a faulty device for repairs.

3.5.1 The replacement device shall be shipped on the same business day of the request if the request is made by

3p.m. EST.

4. CLIN and Equipment to be covered

4.1 CLIN 0001 MCLB Albany

The following is a breakout of all items requested to be upgraded by MCLB Albany and are included within this

Performance Work Statement. The replacement and upgrade of hardware and software at MCLB Albany listed below.

4.2 Tellabs Panorama Element Management System – 1 Servers with Windows Server, application, and database with updated or most current approved EMS software program and version.

4.3 Breakdown as listed below.

-SL20005/Panorama Deployment- Onsite

-SL10002-IA/IA STIG Support

-SL20007/Server Hardening Service (To be used in conjunction with Panorama install P/N)

-Dell PowerEdge R350

-Project Manager

-Telecommunications Technician-Mid

-TDY Travel OCD’s (IAW JTR)

5. Warranty, Maintenance Support, and Installation

5.1 Vendor personnel will install, integrate and test the systems and software at MCLB Albany on Contractor provided servers. Server systems shall be stigged to be able to pass ACAS Scans by base Cyber Security Team.

- Warranty begins upon system acceptance and lasts for one (1) year. Hardware warranty begins upon delivery of the hardware to MCLB Albany. The hardware warranty is provided by the Original Equipment Manufacturer

(OEM).

- Warranty/Support to include one Subject Matter Expert (SME) visit each year. SME duties include the following; Server system, upgrades/updates, trouble shooting, data loading, and any other system related activity. Each SME visit consists of forty (40) hours of on-site work.

- Working Hours. The Contractor shall install the servers between the hours of 8:00 a.m. to 4:00 p.m.

5.2 The maintenance support for the above items shall include:

- The maintenance upgrade support for the above items may be provided by a vendor specific authorized provider.

- Remote access by the contractor into the Government’s network as applicable to this contract shall be authorized by Government personnel only.

7.0 GOVERNMENT POINT OF CONTACT- The Government point of contact is not a warranted Contracting

Officer and does not have the authority to take any action, either directly or indirectly, that would change the pricing, quantity, place of performance, delivery schedule, or any other terms and conditions of the contract.

7.3 Contractor’s Unauthorized Work Performance. The contractor shall not perform work that deviates from contract requirements and specifications. If the contractor deviates from contract requirements and specifications without approval of the CONTRACTING OFFICER, such deviation shall be at the risk of the contractor and any cost related thereto shall be borne by the contractor.

8.0 Base Access. In order to gain access to Marine Corps Logistics Base (MCLB), Albany GA, non-Federal

Government and non-DoD issued ID cardholders require identity proofing and vetting to determine fitness and eligibility for access. Specifically, a check of records through the National Crime Information Center (NCIC)

Interstate Identification Index (III) is the installation’s minimum background check for access to MCLB, Albany, GA for non-Common Access Card holders.

- Contractors and or delivery drivers must have in their possession: their contract number, delivery address, and sponsors contact information in order to gain initial access to the base. The Government Technical

POCs listed in paragraph 8.1 will sponsor the vendor during the server installation process.

- Contractors requiring access for less than 60 days will receive a temporary paper pass.

- If you have questions regarding base access requirements, contact the MCLB Albany, GA Visitor Control

Center at 229-639-5100/5200.

- The Government will not be responsible for any access delays. Within 5 working days after contract award, the vendor is encouraged to contact the Government Technical POCs listed in paragraph 6.1 to coordinate the vendor’s access to base to perform the server installation process.

**The Government will not be responsible for any contractor access delays. Delays that may result from inadequate planning are strictly the responsibility of the contractor.
