QUESTIONS/ ANSWERS

M6700123Q0023- Professional Analysis Services Questions/ Answers

Question 1: Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?

Answer 1: The incumbent is Professional Solutions1, LLC. The estimated award amount for contract

M6700119P0002 was $3,128,301.66. The contract was awarded on 20 December 2018 for a 12-month base period and (4) 12-month option periods. This was the first award for this type of requirement.

Questions 2: Reference Page 34, Technical Capability. B. “The Government expects potential offerors to identify the number of Full Time Employees (FTEs) based on their assessment of the requirement. “

Would the Government be open to considering an alternative approach blending FTEs and Part Time on Call

(PTOC) employees? This may mean less FTEs would be required to be on site as some PTOC work could be remote.

Answer 2: The government requires that all employees are FTEs. Being able to engage FTEs in person on short notice is critical to ensuring information from those subject matter experts is gathered and provided to the appropriate decision-makers in a timely manner.

Question 3: Reference Page 34, Technical Capability. B. “Each quote will include an organization chart that clearly describes proposed staffing meeting the minimum staffing level stated in paragraph 3 of the PWS and how the work will be accomplished utilizing this staffing.”

Can the Government clarify the minimum staffing level for this solicitation, there is no minimum staffing level referenced in paragraph 3 of the PWS.

Answer 3: The minimum staffing level required is one (1) individual per task, for a total of six (6) personnel.

This is due to the high number of on-going projects and requirements, as well as meetings and planning events occurring across multiple Division sections, all of which require coverage by at least one individual for that task area. Please refer to the PWS for changes made under paragraph 3.0.

Question 4: Reference Page 25, Paragraph 5.1. “Contractor must demonstrate employees assigned to the Operations and Planning Analyst and Future Operations Analyst positions have completed education at the career (O-4) level, or higher, from any United States military service school.”

Reference Far Clause 52.222-42 “Statement of Equivalent Rates for Federal Hires”

Can the Government confirm the minimum education qualifications for the Operations and Planning Analyst and

Future Operations Analyst positions, as they do not align with the equivalent rates for Federal Hires Grade of GS

11-12.

Answer 4: Personnel Qualifications are outlined under paragraph 5.0 of the PWS. The Government is required to include FAR Clause 52.222-42 “Statement of Equivalent Rates for Federal Hires” to identify classes of service employees expected to be employed under the contract for compliance with the Service

Contract Labor Standards Statute and regulations of the Secretary of Labor.

Question 5: SF 1449 Continuation Sheet - Travel CLINS (CLINS 0002, 1002, 2002, 3002 and 4002)- Will the

Government provide a plug number for the Travel CLINS? There is not enough information in PWS Section 10.

Travel to accurately price this CLIN.

Answer 5: Contract Line Item Numbers (CLIN) 0002, 1002, 2002, 3002, and 4002 will be Cost CLINs.

Quoters will not provide pricing for these CLINs.

Question 6: PWS Section 10.0 Travel and Section B CLINS 0002, 1002, 2002, 3002, 4002- "The contract includes a not-to-exceed funding limitation for travel costs. When the Contractor expects total funding expended for reimbursable travel to reach 85 percent of the total funds available on the travel CLIN, the Contractor shall notify the Contracting Officer and the COR, and any other Government official identified by the Contracting Officer. The notice shall state the estimated amount of additional funds required to continue performance for the period specified in the task order. The Contractor shall not exceed or incur costs that exceed the amount of funding stated on the reimbursable travel CLIN. The Government is not obligated to reimburse the Contractor for otherwise reimbursable travel in excess of the funded amount stated on the reimbursable travel CLIN". Will the Government provide a Cost

Reimbursable Travel CLIN in accordance with PWS Section 10 vs the FFP CLIN listed in Section B and provide a plug number for the CLIN.

Answer 6: Contract Line Item Numbers (CLIN) 0002, 1002, 2002, 3002, and 4002 will be Cost CLINs.

Question 7: SF 1449 Continuation Sheet, CLINS 000101, 000102,000103, 000104, 000105, 000106- Is the

Government requesting contractors insert the Quantity, unit, unit price and amount for each subclin (position) or is the Government requesting only the FFP for each subclin? Will you provide the unit and quantity for clarification?

Answer 7: Pricing should be provided under the main CLINs. SubCLINs provided are informational/non-priced.

Question 8: Are the CLINS 100101, 100102, etc., supposed to be treated as SUBCLINS and all total CLIN 0001?

And would the same protocol apply to the OY CLINS / SUBCLINS?

Answer 8: Yes.

Question 9: Does the government have a standard Price Worksheet they would like utilized for the Pricing Volume?

Answer 9: No.

Question 10: There appears to be no Fixed Travel Plug provided for the various Travel CLINs. They are listed as

FFP. Will the government provide the appropriate travel plug or instruct offerors to leave it blank?

Answer 10: Contract Line Item Numbers (CLIN) 0002, 1002, 2002, 3002, and 4002 will be Cost CLINs.

Question 11: What constitutes the Total Evaluated Price? It will be challenging to determine without a Travel Plug.

Answer 11: See FAR Provisions 52.212-2 and 52.217-5. Note: Contract Line Item Numbers (CLIN) 0002, 1002, 2002, 3002, and 4002 will be Cost CLINs. Quoters will not provide pricing for these CLINs.

Question 12: Typically, workload for Curriculum Developers is projected based upon the number of POI required for development and or maintenance. How many POI is the Curriculum Developer expected to develop annually?

How many POI is the Curriculum Developer expected to maintain annually?

Answer 12: There are currently four (4) POIs to maintain, and an estimated three (3) POIs will be developed annually.

Question 13: Will the government make the current POI available to offerors?

Answer 13: No. POI will not be made available to offerors.

Question 14: On page 34, Technical Capability, paragraphs A and E, both paragraphs ask for the offeror to demonstrate our understanding of the PWS. In order to not provide you with exactly the same narrative twice, while meeting the government’s intent to address each factor separately, will the government please clarify what they desire as a response to paragraph A and the distinction between what the government desires as a response to paragraph E?

Answer 14: Redundant language has been removed.

Question 15: Will the government please provide a Performance Requirements Summary?

Answer 15: Refer to paragraph 4.0 of the PWS. The performance requirements for this contract are covered in the deliverables section of the Performance Work Statement.

Question 16: How many workstations will the government furnish to contractor employees for this effort?

Answer 16: The government will furnish 6 workstations.

Question 17: Is there an incumbent? If so, can you please provide the associated contract number and information?

Answer 17: The incumbent is Professional Solutions1, LLC. The estimated award amount for contract

M6700119P0002 was $3,128,301.66. The contract was awarded on 20 December 2018 for a 12-month base period and (4) 12-month option periods.

Answer 18: Resumes are not required in response to the solicitation.

Question 19: Are the reps and certs submitted as part of the Price Volume?

Answer 19: No.

Question 20: Regulation 13 CFR 121.103(h)(4) and published SBA Ruling regarding “Consolidation of Mentor

Protégé Programs and Other Government Contracting Amendment” state that: “A joint venture may be awarded a contract requiring a facility security clearance where either the joint venture itself or the individual partner(s) to the joint venture that will perform the necessary security work has (have) a facility security clearance.” Based on this regulatory guidance, will an unpopulated mentor-protégé joint venture in which the joint venture itself does not have a clearance but the individual partners of the joint venture possess active Top Secret level facility clearances satisfy the facility clearance requirements for this RFP and subsequent contract award?

Answer 20: Per the DD FORM 254 a facility clearance is not required.

Question 21: What is the expected contract award date and base period of performance start date?

Answer 21: Anticipated Award date is 21 September 2023. Anticipated start date is 1 October 2023.

Question 22: Will there be a transition period prior to the period of performance start date to allow for contractor employees to establish access to systems, complete any required training or other contract-specific onboarding activities for this project? PERFORMANCE WORK STATEMENT

Performance Work Statement for

Survivable Conventional Force Requirements and Technical Analysis of Expeditionary and Combat

Operations for 2d Marine Division (2d MarDiv)

1.0 BACKGROUND. The 2d Marine Division (MarDiv) Headquarters (HQ) Operations section is responsible for planning, coordinating, and supervising a variety of current and future activities for the Division HQ, and all subordinate Regiments and Battalions. In order to effectively do so, a significant amount of effort is required to synchronize all current and future operations across HQ staff functions. The primary guidance for these activities comes from numerous 2d Marine Expeditionary Force (II MEF) and 2d MarDiv Commanding General orders and policies, as well as applicable orders and policies from multiple Higher Headquarters levels throughout the Marine

Corps and Department of Defense (DoD). The tasks and deliverables outlined in this Performance Work Statement

(PWS) are instrumental to informing the appropriate decision-making bodies on multiple aspects of mission readiness.

2.0 SCOPE/OBJECTIVES. The objective of this Performance Work Statement (PWS) is to conduct technical research and analysis of force sustainment, training, and integration with other Service, Joint, Agency, and Coalition forces. This analysis also includes the development of recommendations in order to enhance the survivability of the conventional force (2d MarDiv). The Contractor shall work with entities/stakeholders in addition to 2d MarDiv including II Marine Expeditionary Force (II MEF), 2d Marine Logistics Group (2d MLG), 2d Marine Aircraft Wing

(2d MAW), 2d Marine Expeditionary Brigade (2d MEB), and 2d MarDiv Major Subordinate Elements (MSE).

3.0 TASKS. The specific tasks described below delineate activities in the context of vulnerability identification, mitigation, and the subsequent increase to survivability of 2d MarDiv personnel and equipment. The tasks expressed in this PWS support the enhanced survivability of the warfighter. The Contractor shall provide reports, briefs, documents, presentations, continuity and crisis action planning, feasibility studies, Mission Assurance (MA) assessments, and recommended plans to 2d MarDiv. The Contractor will perform the following tasks, and will provide the associated deliverables as per paragraph 4.0 of the PWS. The Government will determine the format for deliverables on a task-by-task basis.

Contractor Minimum Staffing Level. The minimum staffing level required is one (1) individual per task

(identified under paragraphs 3.1, 3.2, 3.3, 3.4, 3.5, and 3.6), for a total of six (6) full time employees (FTE). The contractor is responsible for maintaining the required minimum staffing level. Due to the urgent and continuous nature of this requirement, the Government requires the contractor to maintain the proposed workforce at 100% manning. As such, the contractor is expected to develop a manning plan to fill any planned or unplanned vacancies on an expedited basis. Any vacancies that occur in the contractor's proposed manning must be filled within 14 calendar days. Any manning vacancies that remain unfilled after 14 days shall have an invoice offset calculated using the total proposed daily cost (including profit and overhead) for the position left vacant (based on a 30 day month) times the number of vacant days in the billing cycle plus an additional 10% of the cost calculated.

3.1 Operations and Planning Analysis. This task, and associated sub-tasks, involves research, analysis and the development of recommendations and reporting regarding Operational Plans (OPLANs), concept development, and naval integration efforts in support of 2d MarDiv G-3 Plans Section.

3.1.1 Conduct vulnerability analysis of 2d MarDiv aligned areas of operations and develop reports, recommended actions, and/or input to OPLANs. Ensure analysis and recommended actions describe reconciliation of 2d MarDiv capabilities with the demands of theater and global campaign plans as published by Marine Components and current strategic guidance. Prepare these documents to be of sufficient caliber, as determined by the G-3 staff, to facilitate executive level decision making through the three-star level. These documents shall include Red Team and

Alternative Futures Analysis methodologies which support Commanding General decision making by providing alternative Courses of Action and perspectives and identifying opportunities to mitigate risk and associated fiscal requirements. This analytical support to 2d MarDiv senior leaders will prepare them for Service executive decision-making bodies such as the Ground Board, Executive Off-Site, and General Officer Summit. Conduct analysis and develop recommendations regarding future plans methodologies and processes to enhance plans product quality for the 2d MarDiv G3. Develop and deliver tailored training to 2d MarDiv G-3 and Staff to provide them with key critical thinking and operational analysis skills to enhance their ability to inform the commander with operational planning products (PowerPoint presentations, spreadsheets, briefs and e-mail coordination).

3.1.2 Conduct analysis and develop recommended conventional force survivability- and lethality-enhancing concepts, capabilities, technologies, and solutions. Analyze strategic and long-range plans and operational concepts regarding 2d MarDiv employment and develop analysis and reports to improve plans, concepts, and fiscal assessment for an overall Division Development Program in line with the Commanding General’s Mission Training

Plan and guidance. Provide recommendations to 2d MarDiv regarding effectively balancing operational requirements against available and limited resources by analyzing the impact of budget, material readiness, and manpower availability against necessary training to enhance survivability and complete all Mission Essential Tasks

(METs). This analysis will increase efficiency of training and employment, thereby maximizing survivability of forces once deployed. Identify emerging Science and Technology innovations and any survivability technology infusion issues while analyzing the increase in functional capabilities to the military end user provided by the underlying technology. Provide analysis of the integration of existing and future Live-Virtual-Constructive Training

Environment (LVC-TE) initiatives. These initiatives can enhance and augment live training as well as provide efficient means to maintain readiness and survivability in a fiscally austere environment.

3.1.3 Conduct functional analyses and develop products that mitigate vulnerabilities. Products shall include reports that detail prototype technologies recommendations regarding the execution of 2d MarDiv operational planning, effectiveness, and readiness, which align to Theater campaign plans and joint exercises, various contingency plans, Operational Plans, Marine Corps Force Management Plan, and II MEF Annual Training Guidance and the 2d

MarDiv Campaign Plan. Develop these products according to Marine Corps Planning Process Doctrine; events and milestones shall be captured in 2d MarDiv Training and Exercise Employment Plans (TEEP), which best posture 2d

MarDiv for sustained warfighting readiness, enhanced survivability, and improved mission accomplishment and also published in a quarterly Fragmentary Order.

3.1.4 Conduct analysis and develop recommendations regarding 2d MarDiv aligning its efforts to Man, Train, and

Equip its forces according to Headquarters Marine Corps (HQMC) and Higher Headquarters (HHQ) requirements balanced against current capabilities and readiness of the units sourced against these requirements. Develop survivability and vulnerability-based recommendations to conventional force feasibility which provide 2d MarDiv decision makers with responsive and accurate insight into key readiness elements such as personnel, supply, readiness, and training. These recommendations, which support rapid deployment, are critical to combat effectiveness and will ultimately minimize the Operating Forces (OPFOR) mission.

3.1.5 Conduct analysis on operational plans, concept development, and naval integration efforts in support of 2d

MarDiv Plans Section.

3.1.6 Assist the 2d MarDiv Plans Officer with Operational Planning Teams during Division exercises, contingencies, and other planning initiatives as directed.

3.1.7 Provide analysis and recommendations on 2d MarDiv’s Force Design 2030 tasks.

2.1.8 Work with community of interest (COI) to ensure proper testing, evaluation, and development of gear and equipment in support of 2d MarDiv.

3.2 Current Operations Analysis. This task, and associated sub-tasks, involves the daily management and coordination of the Directorate of Current Operations, G3, 2d Marine Division, with responsibility for operational aspects of 2dMarDiv support to mission units, exercises, deployment, mobilization, and other contingency plans and operations.

3.2.1 2d MarDiv Situation Report (SITREP), Operations Summary (OPSUM), and the Commanders Update Brief

(CUB). Responsible for conducting coordination with higher headquarters elements, general staff, and

MSC/MSE in support of the 2d MarDiv SITREP, OPSUM, and CUB. Briefings consist of an overview of all ongoing exercise and contingency operations. Responsible for the scheduling, maintaining, and sustaining of the G-
