PERFORMANCE WORK STATEMENT
Performance Work Statement for
Shop Towels/Rags Rental Service
1.0 BACKGROUND – The Environmental Affairs Department (EAD) aboard Marine Corps Air Station (MCAS)
Cherry Point, NC has a requirement for rental service of shop towels/rags to support maintenance and operational requirements of related station organizations that fall under Marine Corps Installations East
(MCIEAST) only. Services include delivery of serviceable shop rags, pick-up of used shop rags, and laundering of used shop rags throughout the entire period of performance. The period of performance occurs from 1 July 2021 to 30 June 2022.
2.0 REQUIREMENTS.
2.1 DELIVERY/PICK-UP LOCATION AND PROCEDURES. All deliveries and pick-up of shop rags will occur at the EAD main building that is located at Bldg 4223 on Access Road during the hours between 8AM and 4PM.
The contractor shall deliver the required weekly number of shop towels/rags to this specific consolidated location based upon the projected quantities listed in section 2.3. Initial supply of shop towels/rags will be the cumulative quantity of 1,900 for one week. Thereafter, deliveries should be based on the number returned by the unit (EAD), up to the maximum weekly amount for the entire unit, which will determine the number of towels the vendor should deliver/invoice for. Shop towels/rags pick-up and delivery must occur on a weekly basis with the intent of maintaining a stock level for the units. The contractor will not conduct delivery or pick-up at any other location and will only work with the identified Contracting Officer’s Representative (COR), Contracting Specialist, or
Contracting Officer concerning delivery and pick-up for this specific requirement.
2.2 Upon each delivery and pick-up the contractor shall issue a receipt of tally counts for items in delivery/pick-up and obtain a printed name and signature of the on-site Government representative in accordance with the vendor’s item management system. If there are no on-site Government personnel available, the contractor shall promptly notify the Contracting Officer. Failure to notify the Contracting Officer may negatively affect payment for services being provided to the Government. The vendor will be provided access to the EAD main building to streamline the delivery and pick-up process.

2.4 SHOP TOWEL/RAG - ITEM CHARACTERISTICS. Shop towels/rags being provided to the Government will be serviceable, red in color, a minimum size of at least 13”x 13”, made of cotton, and a type that is commonly furnished by commercial laundries on a rental basis. Serviceable shop towels/rags are defined as either: a) brand new/unused items (or) b) used laundered items. Serviceable shop towels/rags will also be free of holes and torn, frayed, or tattered edges. Normal wear and tear caused by routine usage may occur; expected shelf-life of items should be planned accordingly by the contractor for replacement. Replacement costs associated with routine usage and expected shelf-life of shop towels/rags will not be charged to the Government.
2.5 LAUNDERING PROCEDURES. Shop towels/rags shall be laundered and dried by the best commercial practices and be free of paint, oil, grease, metal, plastics, or other foreign materials and shall have no objectionable odor. The contractor will provide the Government bins/bags for the placement of soiled items.
2.6 HAZMAT/CONTAMINATED ITEMS. Any shop towels/rags which may be classified as Hazardous waste or contain hazardous materials which have been generated by the Government shall be the responsibility of the
Contractor for storage, disposals, and/or cleaning. The contractor shall handle all hazardous waste in accordance with all legal and regulatory requirements; including, but not limited to, the Resource Conversation and Recovery
Act (R.C.R.A., 40 C.F.R. 240-299). Based on the Government’s use of a firm-fixed price (FFP) contract, the contractor is allowed to incorporate anticipated costs related to the proper disposal of contaminated shop towels/rags that are no longer usable in the overall rental service price per shop towel/rag.
2.7 SERVICE INVOICING. Frequency of invoicing can occur on a monthly basis, but no later than a quarterly basis (every 90 days). Invoicing will be based on the actual number of shop towels/rags delivered each week. It is the vendor’s responsibility to establish procedures to be able to identify the number of towels picked up each week from the units as well as procedures for documenting delivered quantities. The vendor must maintain complete delivery and pick-up documentation with signatures from the unit receiver(s) to be able support invoicing for the services that were furnished. Failure to maintain records may result in payments that are inaccurate.
