QUESTIONS AND ANSWERS
4000lb Gantry Crane
RFQ M6700121Q1081
Questions Received and the Government Response
1. To achieve Navy compliance as required by the NAVFAC P-307 Appendix O Item 16, the RFQ is required to reference the standards outlined in the NAVCRANECEN Instruction 11450.1C. The Standing Crane Alteration, referenced in the RFQ, only contains requirements for the hoist and does not include the rest of the gantry crane design.
Gov’t response: There are no Standing Alt from NCC with regard to the gantry crane.
1. This RFQ contains references to design criteria inferring an ordnance handling and a National Electric Code (NEC) hazardous environment rating.
1. If this crane is ordnance handling, the Navy design standards will very from a General Purpose Service crane as defined by the Navy Crane Center; therefore, please state this as a requirement if applicable. See NAVCRANCEN Inst 11540.2A for ordnance handling design criteria for Navy cranes. For example, ordnance handling cranes must meet CMAA Class D service class for built-up designs and ASME HST-4 for COTS hoists.
Gov’t response: This gantry crane will not be used to lift ordnance.
1. If there is an applicable NEC hazard requirement, the RFQ/solicitation should state this to avoid getting a design that doesn’t comply with the NEC. Specifying detailed component design criteria increases the risk of missing a requirement applicable to the entire crane design.
Gov’t response: There are no electrical components on the Gantry crane. The gantry crane, with wheels will be manually moved and not require any electrical devices.
1. The RFQ does not specify all required submittals for a Navy compliant crane. Please see the attached UFGS-41 22 13.15 for the required submittals for Navy certification.
Gov’t response: The government will provide required submittals for this requirement.
1. The part 3.1.3 c), d), and e) are somewhat contradictory. The hoist that is asked for is a pneumatic hoist. There will be no wires or power cord. Can you explain exactly what is needed here?
Gov’t response: This is a Gantry crane, like an engine hoist. There are two parts, the hoist and the hook. This is not electric. The pneumatic hoist is able to be used with Air.
