(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
This is a Brand Name or Equal procurement.
This procurement is a 100% Small Business Set-Aside. All responsible small business sources that are in this category may submit a response which, if received in a timely manner, will be considered by the agency.
This procurement is subject to the Buy American Act. If the product you are quoting is not American made, you must identify the country in which it is made.
An award will be made on the basis of best value, price and other factors considered. The Government intends to make an award to the vendor whose proposal represents the best value to the Government based on (1) vendor’s ability to meet the technical specifications, (2) delivery, (3) price and (4) past performance. For this reason, the final award decision may be made to other than lowest priced or highest technically rated quote.
Technical acceptability will be based on the demonstrated ability to meet the technical requirements. A mere statement that the vendor “will meet the Government’s requirements” is insufficient; the vendor must demonstrate how it will meet the requirement.
To ensure technical compliance with the requirements, vendor quotes shall also include the following information:
a. Vendor Specifications. The vendor’s quote shall provide a description of how the vendor will meet the Government’s requirements as stated in all CLINs. The manufacturer's name and manufacturer’s complete part numbers of items shall be submitted in the quote. Drawings, product literature, pictures, salient characteristics and description of all quoted items shall be included.
a. Vendor’s quote shall include an active Cage Code and Federal Tax Identification number. Vendors are required to be registered with System for Award Management (SAM) database and have an active cage code at the time of submission of quote.
b. Delivery Information. Clearly state if the quoter can meet the requested delivery/period of performance as stated in each CLIN. If not, then state the best delivery date.
Past performance will be verified via the Supplier Performance Risk System (SPRS).
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(c) Quotes are to be submitted via email to bobbi.webster@usmc.mil at 910-451-1724 by the response date notated on the solicitation.
