QUESTIONS AND RESPONSES
Vendor Questions
RFQ Title: Protestant Director of Religious Education Billet Description Marine Corps Air
Station (MCAS) Beaufort, SC
RFQ Number: M6700120Q0013
1. Reference: Specifications of Contract. “This position is estimated at twenty-eight weekly hours, based on an annual calendar of activity that may have seasonal variation. The
Director for Christian Religions Education (DRE) is expected to be present on Sunday
Morning, Monday (Staff Meetings), and a weekday flexible schedule…. Hours are flexible.”
a. Question: Since this is a firm fixed price contract, can you provide insights around the seasonal variations? Do you anticipate the PDRE will be required to work more than 28 hours per week during the life of the contract?
b. Question: If the PDRE will be expected to work more than 28 hours per week during a seasonal fluctuation, will the PDRE be able to adjust the work schedule and office hours during other times to ensure the total hours worked per year does not exceed 1,456 (52 x 28)?
c. Question: What is the start and end time for the Monday staff meetings?
2. Reference: N/A
a. Question: Is there a volunteer providing these services?
b. Question: Is there an incumbent in place?
c. Question: What is the name of the past awardee?
d. Question: If there is an incumbent, what is the award amount?
e. Question: What is the period of performance for the award amount given?
3. Reference: N/A
a. Question: What is the current schedule for planned religious education program activities, e.g. bible studies, fellowship meals, after school activities, etc…
4. Reference: N/A
a. Question: Is the PDRE responsible for children/youth Easter and Christmas programs?
RESPONSE/CLARIFICATION :
1.a Seasonal variations; Easter Sunrise service may require some additional attention depending on the Chaplain's choice of venue (outdoors vs.
indoors), Vacation Bible School is one of the biggest events held at the MCAS Base Chapel and has increased in the amount of children attending and the amount of volunteers some additional attention/man power may be required, Christmas requires man power to decorate the Chapel and flexibility to continue children's choir. I do not anticipate the PDRE will be required to work more than 28 hours per week during the life of the contract with the exception of the seasonal variations.
1.b Yes, the PDRE will be able to adjust the work schedule and office hours during seasonal fluctuation to ensure the total hours worked does not exceed
1,456.
1.c The Monday staff meetings are scheduled from 0930-1030, this is a flexible time, given that some Mondays are federal Holidays and situations sometimes occur where not every member of the staff can attend, in this case we reschedule the meeting.
2.a There is not a volunteer providing these services
2.b The contract is currently being fulfilled
2.c The contract is currently being fulfilled by Willa M Fields
3.a Currently the schedule is as follows; Every Sunday the PDRE administers
Sunday School for the children in the congregation. The first Sunday of the month is a shorter Sunday School due to the Chaplain conducting communion and the congregation having their fellowship meal. Wednesdays we have a Children's Mid-week bible study (What is in the Bible with Buck Denver).
Easter Sunday, Mother's Day, Father's Day, the 4th of July, Thanksgiving and Christmas all have their own fellowship meals in addition to the first Sunday fellowship meals unless they fall on Sundays themselves. In that case the congregation chooses to omit the extra fellowship meal.
4.a The PDRE is responsible for children/youth Easter and Christmas educational programs. Any other programs i.e. Children's choir, would be a voluntary role on the PDRE's part but the responsibility of the music director if the Chaplain chooses to approve the program.
