INSTRUCTIONS TO QUOTERS
This acquisition will be conducted in accordance with FAR Subpart 13.5, Simplified Procedures for Certain
Commercial Items.
The United States Marine Corps MCIEast Contracting Department intends to procure vocational training services services. M6700120Q0005 is issued as a Request for Quotation (RFQ) to provide the Government vocational training services. The contractor shall provide all instructors, course materials, and course certificates to students identified by Public Works Branch Marine Corps Logistics Base Albany, GA. The contractor shall accomplish the functions outlined in the Performance Work Statement. The location of performance is Marine Corps Logistics
Base Albany, GA. The RFQ documents and incorporates provisions and clauses that are in effect through Federal
Acquisition Circular FAC 2019-06, effective 10 September 2019 and DFARS Change Notice DPN 20190628, effective 28 June 2019. This solicitation is unrestricted. The associated North American Industrial Classification
System (NAICS) code for this requirement is 611699. The provision at 52.212-1, Instructions to Offerors –
Commercial Items applies to this acquisition. The service the contractor provides shall comply with all Federal, State, and Local regulations.
The period of performance is estimated to be 19 December 2019 to 30 September 2020 plus two (2) one-year option periods covering 01 October 2020 to 30 September 2021 and 01 October 2021 to 30 September 2022. This acquisition is expected to result in a firm-fixed price level of effort term open market contract that will be awarded to the offeror whose proposal demonstrates the best value to the Government.
Quotes shall be received by the Contracting Department by 4:00 pm (EST), on 21 November 2019, to be considered for award. Vendor may send quotes, via e-mail, to john.hounshell@usmc.mil, or the quotes may be mailed, shipped or faxed to (910) 451-2331. PERFORMANCE WORK STATEMENT
Safety and Technology Training
Marine Corp Logistics Base, Albany
SECTION 1
1.0 Scope of Work. Marine Corp Logistics Base, Installations & Environmental (I&E) Public Works Branch has a requirement for professional development training to be delivered in Fiscal Year 2020 (FY20) and thereafter annually. The training contributes to the continuing education requirements for certain trades. The training will provide technical knowledge for the identified trades within the Public Works Branch.
1.1 Employees.
1.1.1 The Government reserves the right to restrict the employment of any Contractor employee who violates federal regulations or is identified as a potential threat to the security, safety, health or operational mission of this base and its population. Contractor employees are allowed on base while in a work status. They shall not loiter on or around the base during off duty hours. The removal of such persons shall not relieve the Contractor from providing all the services described herein.
1.1.2 The Contractor shall furnish sufficient number of qualified supervisory, administrative, and labor/journeyman personnel to accomplish all required contract services. The Contractor shall be staffed at all times during normal working hours with personnel authorized to book shipments and arrange for services under this contract. The
Contractor shall provide English reading, speaking, and writing personnel at all times during vocational training services. Any personnel appearing to be under the influence of alcohol or drugs or using abusive language shall be replaced with qualified personnel for completion of services being performed. During the performance of this contract, Contractor's employees shall wear neat, clean clothing. The Contractor’s employees shall be identified by having company and employee name on or attached to the upper front of their clothing/uniform. The Contractor is responsible for acquiring an appropriate number of uniforms, tags or badges to meet these requirements at his own expense and without cost to the employee.
1.1.3 Conflict of Interest. The Contractor shall not employ the following personnel:
a. Off-duty quality assurance personnel.
b. An employee of the U.S. Government if the employment of that person would create a conflict of interest.
c. An alien who does not have a valid U.S. Immigration Alien Registration card.
1.1.4 Physical Location. The awarded contractor will provide training and all related course materials aboard
Marine Corps Logistics Base (MCLB) Albany, Georgia at a location to be designated by the Contracting Officer
Representative (COR).
1.2 Base Access.
1.2.1 Contractors must be registered in the Defense Biometrics Identification System (DBIDS).
1.2.2 Contractors requiring access for over 60 days will receive a credential valid for up to one year.
1.2.3 Contractors requiring access for less than 60 days will receive a temporary paper pass.

1.2.4 Contractor Common Access Card (CAC) eligibility: Contractor personnel authroized CAC are exempt from
DBIDS enrollment.

1.2.6 The Government will not be responsible for any access delays. Delays that may result from inadequate planning are contractor responsibility.
1.3 Working Hours. The Contractor shall perform all periods of instruction between the hours of 8:00 AM to 4:00
PM.
1.4 Work Schedule Adjustments Due to Emergency Base Closures. In the event of a base closure due to national emergencies, inclement weather conditions (snow and ice storms, hurricanes, tornadoes, etc.) and other emergency situations, notification will be given by television and radio announcements, telephone, verbal means, etc. The MCLB Albany Public Works Branch will contact you, or you can contact them at 229-639-7600 for further information.
1.5 Geographical Area of Responsibility. Services under this contract will be performed on MCLB Albany, GA at a location to be designated via separate correspondence by the COR.
1.6 Safety Regulations. The Contractor shall obey and conform to all the Occupational Safety and Health
Administration (OSHA) and Base Safety Regulations. Base Safety Regulations may be obtained from the Base
Safety Officer. The Contractor shall maintain accurate records and report to the Contract Administrator within sixteen (16) working hours after occurrence, exposure data, and all accidents resulting in death, traumatic injury, occupational disease, or damage of property, materials, supplies, and/or equipment incidental to contract performance. The Contract Administrator will notify the Contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the condition. If the Contractor fails or refuses to comply with safety requirements, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop order shall be made the subject of claims for extension of time or for excess costs or damages to the Contractor. The Contractor shall confer with the Base Safety Officer to coordinate and implement applicable safety rules and regulations prior to commencement of contract work. The Government shall maintain the right to inspect for safety conditions and safe working practices periodically or as considered necessary by the Contracting
Officer or safety personnel.
1.7 Indemnity. The Contractor hereby agrees to indemnify and hold harmless the United States of America and its agents from any suits, fines, actions, claims, debts, demands, judgments, liabilities, costs and expenses, including but not limited to attorney's fees or court costs, which the United States of America and its agents may become obligated to defend and/or pay, (i) as a result of ground or water pollution, sustained or suffered because of or by reason of any action or inaction by the Contractor, his agents, servants, and employees, in connection with the
Contractor’s performance under this contract, or (ii) as a result of any loss of or damage to property or injury to or death of any person whatsoever, sustained or suffered because of or by reason of any action or inaction by the
Contractor, his agents, servants and employees, in connection with the Contractor’s performance under this contract, or (iii) as a result of alleged pollution, damage, or injury, sustained or suffered because of or by reason of any action or inaction by the Contractor, his agents, servants, and employees, in connection with the Contractor’s performance under this contract.
1.8 Government Observations. Other Government personnel, such as the COR, Department of Defense
Inspection Teams, Navy Auditors, Environmental Inspectors, Contracting, or other higher headquarters staff, etc., are authorized to observe Contractor operations. However, personnel will not interfere with Contractor performance.
1.9 Quality Control Plan. The Contractor shall establish and maintain a complete quality control program to assure the requirements of the contract are provided as specified in Section 7 of the Performance Work Statement
(PWS). When the Government requests copies of these records, the Contractor shall furnish them within eight (8) working hours after notification. Failure to provide copies is a violation of the requirements under this contract.
The Contractor’s Quality Control Plan shall include, but not be limited to the following:
1.9.1 An inspection and/or testing system covering the services stated in Section 2 of the PWS. It shall specify areas to be checked on either a scheduled or unscheduled basis, how often inspections will be accomplished, and title of the individual(s) who shall perform the inspection and/or testing.
1.9.2 The methods for identifying and preventing deficiencies in the quality of services performed before the level of performance is unacceptable.
1.9.3 On-site records of all inspections conducted by the Contractor necessary and corrective action taken when discrepancies have been found. This documentation shall be made available to the Government for review anytime during the term of this contract.
SECTION 2
2.0 Description of Services to be Procured.
Vendor must provide the courses, listed below up to the number of attendees specified for each course, on a semi-annual and annual schedule. The actual course schedule will be coordinated through the COR following contract award.
8:00 AM – 4:00 PM scheduled time each day for each two (2) or three (3) day course.
Provide all printed course materials.
Provide course completion certificates to attendees at the end of the last day of the training event.
Provide supplies: Roster/Sign in sheet, pens, paper, name tents, markers.
Ship course materials/supplies to training site on base prior to the beginning of the course.
Provide qualified instructor(s).
Conduct course evaluations and provide copy to the customer at the end of each course.
Provide the original Roster/Sign in sheets to the customer after each course.
For all of the courses listed below, the vendor shall provide information and coursework designed to increase the individual student’s body of knowledge and awareness of the generally accepted best practices and industry standards within the subject matter area of each course. A particular emphasis should be placed on work place safety and OSHA standards as applicable. Course completion certificates and course critiques shall be provided for each student completing each course.
All instructors should have a minimum of ten (10) years industry experience in the specific subject area for the course being presented or experience as a mechanical or electrical engineer. In addition, each instructor should have a minimum of five (5) years of instructor experience.
Instructors should meet with the COR and/or other Public Works Branch leadership prior to the start of the course to ensure all materials to be presented are correct. The instructor should also meet with the COR following course completion to debrief the course and review student critiques. This will serve as the main quality assurance and surveillance tool to ensure the Contractor’s instructors are meeting course objectives.

Basic electrical safety to include OSHA 1910 “Qualified Worker” Sub Part S annual refresher. Electrical Arc Flash
Protection to teach qualified personnel who work on, around, or near any type of electrically energized equipment and have been previously trained in general industry safe work practices. Electrical hazards, proper electrical work practices and procedures, and the safe installation of electrical equipment will be discussed. How the National Fire
Protection Association (NFPA) 70E requirements work in conjunction with the OSHA requirements. The course should be designed to keep employees safe and up-to-date and provide lifesaving information. Include any current
NFPA and National Electrical Code (NEC) safety revisions.

The key aspect of OSHA’s standard for generation, transmission, and distribution, 29 CFR 1910.269 and the

It also applies to organizations that have their own sub-stations or electrical distribution systems. Including the NFPA 70E for Arc Flash Safety, recognize and avoid unsafe work areas, correct approach distances, understanding the proper voltage rated tools and the use of proper personal protection equipment. Services under this contract will be performed on MCLB Albany, GA at a location to be designated via separate correspondence by the COR.
2.3 Notification of Training.
Government will give a minimum of 30 day’s notice prior to the required training date.
2.4 Contractor’s Unauthorized Work Performance. The Contractor shall not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the Contract Administrator and/or the Contracting Officer, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor.
SECTION 3
3.0 Contractor Furnished Items and Services.
3.1 General. The Contractor shall furnish the specific items listed below and everything else required to perform this contract.
3.2 Materials. The Contractor shall provide all electronic media, course materials, surveys, and necessary equipment to perform the services required by this contract. All of these items shall be available on the contract start date.
3.3 Responsibility. The Government will not be responsible in any way for the Contractor’s supplies, materials, personal equipment, or belongings brought into the buildings or on the grounds to perform repairs or services. This includes items lost or damaged by fire, theft, hurricane, accident, or other disaster.
3.4 Evaluation Requirements. The evaluation requirements are listed in the solicitation under FAR clause 52.212-
2 Evaluation of Commercial Items.
SECTION 4
4.0 Specific Tasks. The Contractor shall provide all the services, course materials, and course presentation materials outlined in Section 2 of the PWS. The quoted price should include cost for transportation and lodging expenses for the courses.
SECTION 5
5.0 Applicable Publications and Forms. The vendor is responsible for providing all publications and forms for the courses being provided.
SECTION 6
6.1 Role of Contracting Officer’s Representative for Inspection, Acceptance, and Other Duties.
6.1.1 Responsibilities. The COR performs surveillance and inspection of all presentations and course materials required under this contract; determines the adequacy of Contractor performance according to the specifications of this contract; acts as the Government’s representative at the work site; ensures compliance with contract; and advises the Contract Administrator of any factors which may cause delay in work performance. The COR cannot authorize deviations from contract specifications and requirements.
