PERFORMANCE WORK STATEMENT

DUST SUPPRESSION SERVICE CONTRACT

1.0. INTRODUCTION: The purpose of this solicitation and Performance Work Statement

(PWS) is to establish a qualified source to furnish and apply dust suppression material to designated unpaved roads and lots aboard Camp Lejeune, North Carolina.

1.1. BACKGROUND: The unpaved roads at Camp Lejeune require dust control and road stabilization to maximize training and operations. The purpose of dust suppression is to control dust, stabilize and improve road surfaces by preventing deterioration and reducing maintenance costs.

1.2. SCOPE: The scope of this proposed contract requires the contractor to furnish and transport the product, all labor, supervision, materials, tools, and equipment and perform all work necessary to fulfill the requirement. The contractor shall spray unpaved roads and lots to suppress dust with liquid calcium chloride (CaCl2) aboard Marine Corps Base, Camp Lejeune.

The contractor shall annually treat unpaved roads and lots between June 1st and not later than

July 31st of the calendar year of the appropriate period of performance (POP). The contractor shall provide to the Government the following services and supplies: 112 Flake Tons of Calcium

Chloride, CaC12 at 42%.

1.3. ACCEPTABLE PRODUCTS: Liquid calcium chloride (CaCl2) at 42% concentration can be used for dust suppression aboard the installation for annual dust abatement. Camp

Lejeune Environmental Management Division (EMD) reviewed the use of dust abatement products aboard the installation and has determined that liquid calcium chloride has minimal potential for environmental effects based on the chemical components and the history of the product’s use on the installation. Therefore, future use of liquid calcium chloride, or any other products in the salt/brines category such as magnesium chloride requires no further environmental review.

2.0. PERFORMANCE REQUIREMENTS: The unpaved roads and lots shall have a uniform spread of product on the roads/lots and shall be covered to the specified width of approximately 30 feet wide. There shall be no overspray running into ditches or waterways.

Unpaved roads shall be stabilized to control dust pollution in accordance with the Performance

Requirements Summary in paragraph 2.5 below.

2.1. APPLICATION EQUIPMENT: The contractor shall provide spraying truck and associated applicator spray bar and equipment as follows:

2.2. SPRAY TRUCK: The spray truck shall have: Minimum tank holding capacity of 4,000 gallons, capability of unloading trucks and rail cars with “no spillage” at a minimum rate of three hundred (300) gallons per minute.

Programmable control system to maintain an even application rate regardless of vehicle speed changes and spray width. The spray truck shall have the ability for one-person operation during spraying sequences from inside the truck cab.

2.3. SPRAY BAR: Spray bar pressure minimum of 35 psi and with a minimum of sixteen

(16) spray nozzles that deliver twenty gallons per minute to provide an even coverage on the road. Spray bar capable of providing a spray of calcium chloride at one (1) pound per square yard. Be equipped with a spray bar with extensions that can be adjusted from twelve (12) to sixteen (16) feet of road coverage. Spray bar extensions shall be controllable by the truck operator to swing back from the extended position while moving to prevent obstructing oncoming traffic and clashing with other stationary objects along the road for safety reasons. Be equipped with a right side spray bar extension and hoses with a handled nozzle capable of spraying road shoulders.

2.4. CONTRACTOR REQUIREMENTS: The Contractor shall be responsible for obtaining any necessary licenses and permits prior to application and complying with all applicable federal, state, and municipal laws, codes, and regulations in connection with the prosecution of the services under the resulting contract. The contractor shall furnish the following with each delivery:

2.4.1. Safety Data Sheet (SDS): The Contractor shall furnish the SDS for product offered. The

SDS shall be submitted with the quote before the close date as well as providing a copy to the

Contracting Officer’s Representative (COR (see para 2.6.2)) each time dust suppression services are performed.

2.4.2. Product certification or bill of lading if it contains the same information as the product certification, describing the product delivered. Product certification shall include the following:

origin of material, percentage of concentration of the product and date and place of manufacture.

Product certification of each delivery must be presented prior to application of the product.

2.4.3. The device in which the product is delivered shall be prominently marked with the total amount of material in gallons only and will reflect exactly what is documented in the bill of lading.

2.4.4. The bill of lading will also depict the corresponding chemical composition listed in paragraph 1.3 with the gallons.

2.4.5. The technique of marking the quantity (sign or placard) shall be placed where it will not be destroyed and can be easily read (in a conspicuous location on the side of the container).

2.4.6. The contractor shall apply the product to all listed roads and lots in Table 1 (2.5.1) and

Table 2 (2.5.2) of the PWS.

2.4.7. The contractor is authorized to deliver product by rail car. The rail car shall be marked with signs or placards that can easily be read.

2.4.8. The contractor shall be completely responsible for ensuring the product remains in a condition which is commensurate to fulfilling all aspects of this contract, regardless of any variable such as traffic conditions, weather effects etc.

2.5. PERFORMANCE REQUIREMENTS SUMMARY (PRS). The performance

BASE ACCESS

BASE ACCESS INSTRUCTIONS

Marine Corps Installations across the region are transitioning to a new government-owned access control system called Defense Biometric Identification System (DBIDS). This new and enhanced system replaces RAPIDGate and MCESS for contractors and other non-DoD-affiliated personnel requiring installation access. DBIDS is already installed at more than 320 sites with over 5 million registered personnel and unlike previous systems, this one is a free service.

Current RAPIDGate or MCESS credentials can easily be switched out for a DBIDS credential and new contractors can apply for a DBIDS credential using the same vetting requirements as previously required.

RAPIDGate/MCESS credentials will be honored until September 30, 2018. After this date, all contractors will be required to have a DBIDS credential in order to access MCB Camp Lejeune and

MCAS New River. In order to reduce wait time when exchanging your RAPIDGate/MCESS credential, it is highly recommended each applicant pre-register at https://dbids-global.dmdc.mil/enroll#!/.

Here’s what you need to know:

CURRENT DOD ID CARD HOLDERS

- If you currently hold a valid Common Access Card (CAC), dependent ID card, reserve ID card, or retiree ID card, issued by the Defense Enrollment Eligibility Reporting System (DEERS), no further action is required.

- You will be automatically enrolled in DBIDS when your ID card is initially scanned at the gate. Expect a one-time delay of 3-6 seconds as the DBIDS system initially registers your information.

CURRENT CONTRACTORS

- Beginning June 5, 2018, RAPIDGate/MCESS card holders will be required to present a second form of government-issued identification to the gate sentry, along with the RAPIDGate/MCESS credential, in order to access MCB Camp Lejeune and MCAS New River.

- DBIDS credentials will be issued beginning June 25, 2018

- DBIDS credentials will be valid for the duration of your contract, not to exceed five years; however, re-vetting of individuals’ information will occur each year.

- Contractors can exchange their current RAPIDGate/MCESS credential for a DBIDS credential without re-vetting, however they will be required to bring the following items:

- Current RAPIDGate/MCESS credential

- Second form of government-issued identification (driver license, passport, etc.)

- Company Contract/Letter of Authorization

- New DBIDS credentials will be valid for the remainder of the contract (not to exceed 5 years), but individuals will be re-vetted each year.

- All contractors (MCB Camp Lejeune and MCAS New River) will be able to exchange their current

RAPIDGate/MCESS credential at the Camp Lejeune Contractor Vetting Office, Building TT-13, next to the Wilson Gate. NOTE: If a contractor requires flight line access, they must exchange their credential at

Building AS-187 next to MCAS New River’s Main Gate entrance. Only contractors needing flight line access will be serviced at AS-187. Flight line access will still be granted at AS-302 using the procedures already in place.

NEW CONTRACTORS

- DBIDS credentials will be issued beginning June 25, 2018

- New contractors requiring access for over 60 days will receive a credential valid for up to one year.

- New contractors requiring access for less than 60 days will receive a temporary paper pass.

REMINDER: Beginning June 5, 2018, all personnel in possession of a RAPIDGate/MCESS credential will also be required to provide a second valid U.S. government form of identification. Beginning June

25, 2018, DBIDS credentials will be issued or exchanged in place of a RAPIDGate/MCESS credential.

The last day RAPIDGate/MCESS credentials will be authorized for entry onto the installation is

September 30, 2018.

More information on DBIDS can be accessed by current CAC holders at https://dbids.dmdc.mil/#!/resources.

If you have questions regarding the exchange of a current RAPIDGate/MCESS credential for DBIDS or you are a new contractor seeking enrollment into DBIDS, please contact the Contractor Vetting Office at 910-451-0283/0284/0285.

Contracting Department, Marine Corps Installations East-Marine Corps Base, Camp Lejeune, NC, is issuing

Request For Quotation (RFQ) M67001-19-Q-1215 to procure Dust Suppression services. This procurement is conducted in accordance with FAR Part 12 (Acquisition of Commercial Items) utilizing Simplified Procedures For

Certain Commercial Items (Subpart 13.5).

BASIS OF AWARD Award will be made to the Lowest Price Technically Acceptable (LPTA) quote with relevant satisfactory Past Performance.

EVALUATION The Government intends to make a single firm fixed Price award to satisfy this requirement.

Award will be made on the initial evaluation of quotes received in response to this RFQ. Therefore, quoters are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. The following factors will be used to evaluate quotes:

TECHNICAL ACCEPTABILITY: Technical acceptability will be based on the demonstrated ability to meet the technical requirement, including the delivery requirement. The vendor must demonstrate how it will meet the delivery requirement; a mere statement indicating the vendor will meet the government’s requirements will be deemed unacceptable.

To ensure technical compliance with the requirements, vendor quotes shall include the following information:

a. Vendor Specifications. The vendor’s quote shall provide a description of how the vendor will meet the Government’s requirements as stated in Request for a Quote (RFQ). The offeror shall give a brief statement which includes the following information:

i. Description of the dust abatement product(s) you are quoting (e.g. product name, chemical mixture (magnesium chloride, calcium chloride, etc), product literature, brochures, reports of extensive testing and environmental compliance).

ii. Material Safety Data Sheet (MSDS) of product quoted

iii. Description of equipment used in the application of product

iv. Application procedure you intend to use (Please provide precise method to be used)

v. Explain how you plan to insure that the surface of tank trails and improved roads are guaranteed to be stabilized and control dust pollution

vi. Quality Control Plan: The quality control plan should outline the Contractor’s performance strategy and address all major points contained in the Performance Requirements Summary

(PRS)

vii. Experience/Expertise: Quoter must demonstrate relevant, successful experience in operating a project of this nature, scope, and topical relevance

b. Offerors quotes shall contain the approach to complying with the requirements of this acquisition and address any anticipated problems in detail.

c. Vendor’s quote shall include an active Cage Code and Federal Tax Identification number. Vendors are required to be registered with SAM database and have an active cage code at the time of award.

d. Clearly state if the quoter can meet the Government’s required delivery timeframe. If not, then state the best delivery date.

DELIVERY: The Government requires an annual delivery of Calcium Chloride. Your quote must clearly state the ability to meet the government’s requirement.

PRICE: All quotes must be the Contractor’s Best Pricing. The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary and in the best interest to the Government. The

Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received. Quoters shall provide pricing for each Contract Line Item Number

(CLIN).

PAST PERFORMANCE: The vendor shall provide (3) past performance references on contracts/task orders. The past performance shall have been within the last three (3) years and be of similar scope, magnitude and complexity to that which is detailed in the RFQ. Vendors who present similar contracts should provide a brief explanation demonstrating the relevance of the contracts/purchase orders to the requirements of the RFQ.

Brief description of the work completed

Point of contact information (to include email address)

If no past performance is available, the vendor shall affirmatively state that they possess no relevant directly related or similar past performance. In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter will not be evaluated favorably or unfavorably on past performance. Quoters without a record of relevant past performance will receive a “neutral” rating, which will have neither a positive nor negative effect. If there is no record of relevant past performance, quoters must affirmatively explain the reason for lack of this information.

To obtain past performance information, the Government will send out a Past Performance Questionnaire to the offeror’s references. Make sure your reference information is up to date. DO NOT GIVE THE NAME OF

REFERENCES UNLESS YOU HAVE MADE SURE THAT THE INDIVIDUAL CAN BE REACHED AT

THE REFERENCED TELEPHONE NUMBER, E-MAIL ADDRESS, OR POSTAL ADDRESS THAT YOU

HAVE PROVIDED.

Each offeror will be evaluated on his/her performance under contracts for the same or similar type services.

Performance information will be used as an evaluation factor to support the Government’s best value determination.

The Government will focus on information that demonstrates quality of performance on the items listed for each line item and described in the Performance Work Statement. The Past Performance reference form will be used to collect this information.
