PURCHASE DESCRIPTION
PURCHASE DESCRIPTION FOR THE ACQUISITION OF EIGHT DUAL ZONE HOT
BONDER KITS WITH ACCESSORIES
SCOPE.
Scope. The content of this specification describes the minimum requirements for eight dual hot bonder kits with accessories. The kit shall be brand name or equal to HEATCON Composite Systems HCS9200B kit. Currently composite repair systems manufactured by HEATCON are used on the production floor for localized repairs and on the autoclaves, supporting workload for V-22, H-60, and H-
1. The systems are used for any repair that requires a bond to cure. This includes adhesives which allow room temperature curing, but with the utilization of the HEATCON systems, they produce a more rapid cure time. Future workload is expected to double. The procurement of the additional composite repair systems will ensure repair work efficiency and throughput is maintained for each of the platforms.
Utilization of the repair system allows for a more rapid cure time of 2 hours, reducing turnaround time by 80%. Additionally, for 70% of the component workload, the processes utilize epoxy adhesives which require heat for curing time. With at least 100% in increased workload projected, the demand on the shop will be exceeded without the additional composite repair systems.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Evaluation of quotes will be conducted on a lowest-priced, technically acceptable basis. All quotes will be evaluated first on price. The lowest priced quote will be evaluated for technical acceptability on an acceptable/unacceptable basis. A technically acceptable quote is one that demonstrates that the quoted product meets or exceeds the minimum technical requirements of the drawing/specification and the required delivery schedule. Award will be made on an all or none basis.
If found to be technically acceptable, past performance will be evaluated, to include evaluation of the vendor’s past performance history in the Past Performance Information Retrieval System –Statistical Reporting (PPIRS-SR) system. If past performance is found to be satisfactory, then no further evaluations will be conducted and award will be made. If the lowest priced quote is not technically acceptable with satisfactory past performance, the next lowest priced quote will be evaluated and so on, until a technically acceptable quote from a vendor with satisfactory past performance is identified.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
