STATEMENT OF WORK
1. BACKGROUND
This is an acquisition of Soft Goods and associated delivery/ installation services for the above identified Bachelor
Enlisted Quarter (BEQ). The items listed on the order shall be delivered and installed in (2) buildings for total of
(175) rooms.
Each BEQ has (3) floors, (2) exterior stair cases to left and right of buildings, and (1) interior stair case located center of each building. All stair cases connect each floor and lead to exterior cat-walks. There are NO elevators/lifts.
Currently, buildings are OCCUPIED. Installation shall be conducted in such a manner to prevent displacement of occupants. The contractor will be required to deliver and install the soft goods as well as remove and dispose of all packaging and installation debris.
2. SCOPE OF WORK
2.1 REQUIREMENT
Contractor shall provide the items as indicated in schedule and 2.2.3. Installation. Contractor shall perform per all specifications and contract requirements.
2.2 CONTRACTOR SPECIFICATIONS
Contractor Shall:
2.2.1 Arrange Pre-Installation meeting(s) with a Base Property (Government) representative within (3) business days of contractor award. Purpose of this meeting is to coordinate both conduct and delivery/installation schedules to include finalizing colors, fabrics, and patterns. Base Property Government points of contact are:

OPERATING HOURS: Normal operating hours are 7:30 AM EST – 4:00 PM EST, Monday through Friday. Closed on weekends and federal holidays.
2.2.2 DELIVERY

Delivery shall be coordinated with Base Property (Government) representative. REQUEST DELIVERY
NOTIFICATION A MINIMUM OF ONE WEEK PRIOR TO DELIVERY/INSTALLATION. The successful offeror shall provide a Project Manager to be on site throughout the entire project. The Project Manager shall have authority to represent the company to coordinate all services and issues through the Contracting and Base Property
Offices. All work will be conducted during the normal operating hours listed above.
Deliver all Soft Goods directly to the required building at time of installation. Forklift(s) and temporary storage trailers/ storage vehicles may be set up in vicinity of buildings, with locations as directed by the government representative.
Cost of forklift and storage trailers/vehicle is the full responsibility of the contractor. NO GOVERNMENT-
OWNED FORKLIFTS, WAREHOUSING, OR STORAGE FACILITIES WILL BE PROVIDED.
2.2.3 Installation
Installation of Soft Goods shall be coordinated with Base Property (Government) representative. Ground-load to:

located between A Street and C Street
(90), 2-man rooms o (1) Area rug per room o (1) Drapes with Hardware per room o (2) Fleece Blankets per room
BARRACKS 1340:
located on Michael Rd.

Hallways, door frames, and individual rooms shall be protected with some form of padding. Items shall be installed and set-up as functional. Notify a Base Property Representative if any items are found inoperable; they must be replaced.
Any deviations or modifications will need to be brought to the attention of the Base Property Officer or Director, Supply Management Division and may only be approved by the Contracting Officer via a signed modification on a
Standard Form 30 (SF30).
2.2.4 REMOVAL
Contractor is responsible for removal of all old comforters, drapes, carpets, to include packing materials and debris from delivery and installation to include drill dust and foot traffic (e.g. dirt, sand, mud, grass, water).
2.2.5 DISPOSAL
Contractor at own expense will dispose of remaining items (Comforters, drapes, carpets); and remove from items all plastics, tape, card board packaging, zip ties, and Styrofoam, etc.
Once a week (maximum), debris may be taken to the Materials Recycling Facility (MRF)/Landfill located on Piney
Green Road (materials must be sorted as cardboard, plastic, and wood). Driver must have a copy of the contract and placard provided by Base Property to enter the site.
2.2.6 FACILITY DAMAGE
Contractor shall be responsible for all damages to buildings or surrounding areas (including grass/lawns) when moving or installing soft goods. Damages shall be repaired by contractor at contractor’s expense before final invoicing.
2.2.7 PARKING CONTAINERS
Contractor must provide any containers if storage is necessary. Contractor shall be responsible for ensuring all storage containers maintained on the job site are locked. Parking of equipment and vehicles will be in designated areas or in authorized parking lots (normally not on the grass or lawn).
Contractor shall provide all necessary material handling
Equipment and tools required to support this requirement to include non-marking, rubber-wheeled hand trucks, dollies, and carts. Contractor shall be responsible for securing all material handling equipment. The Government will not be liable for any stolen or damaged property that is left unsecured by the Contractor.
3. BASE ASCCESS
In order to gain access to Marine Corps Base (MCB), Camp Lejeune and/or Marine Corps Air Station (MCAS), New River, non-Federal Government and non-DoD issued ID cardholders require identity proofing and vetting to determine fitness and eligibility for access. Specifically, a check of records through the National Crime Information
Center (NCIC) Interstate Identification Index (III) is the installation’s minimum background check for access to
MCB, Camp Lejeune and/or MCAS, New River for non-Common Access Card holders, to include entrance of visitors.
MCB, Camp Lejeune and MCAS, New River applies the following non-Federal Government cardholder criteria to determine the authorized type of access control credentials:
a. Contractors: RAPIDGate or 30-Day Pass followed by 4-DayPass*
b. Sub-Contractors: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
c. Vendors: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
d. Suppliers: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
e. Service Providers: RAPIDGate or 30-Day Pass followed by 4-Day Pass*

Contractor Common Access Card (CAC) Eligibility: Contractor personnel authorized CAC’s are exempt from
RAPIDGate enrollment.

Day pass* or enroll in the RAPIDGate Program. RAPIDGate is a voluntary program due to associated costs. 4. CONTRACTOR’S UNAUTHORIZED WORK PERFORMANCE
The Contractor shall not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the CONTRACT
ADMINISTRATOR/OFFICER, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor.

(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
This procurement is 100% set-aside for Small Businesses.
The associated North American Industrial Classification System (NAICS) code for this requirement is 314120
Curtain and Linen Mills and the size standard is 750 Employees.
Contracting Department, Marine Corps Installations East-Marine Corps Base, Camp Lejeune, NC, is to procure furniture and installation. This procurement is conducted in accordance with FAR Part 12 (Acquisition of
Commercial Items) utilizing FAR Part 13 (Simplified Acquisition Procedures).
Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 19
January 2017 and DFARS Change Notice (DCN) 20161222, effective 22 December 2016.
BASIS OF AWARD. Award will be made to the Lowest Price Technically Acceptable (LPTA) quote with
Relevant Satisfactory Past Performance.
EVALUATION. The Government intends to make a single Firm Fixed Price award to satisfy this requirement.
Award will be made on the initial evaluation of quotes received in response to this RFQ. Therefore, quoters are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. The following factor shall be used to evaluate quotes:

Delivery: 60 Days ARO;
Price. All quotes must be the Contractor’s Best Pricing; and
Past Performance: Quoter shall submit “Past Performance Information.” Information provided in the quote shall include similar contracts with Federal, State and local governments, as well as commercial businesses. Similar contracts are defined as those similar in scope, magnitude, and complexity to this procurement.
The Government will evaluate the quoter’s, and (if applicable) its principal subcontractors’ demonstrated past performance within the last three (3) years in delivering quality products/services and in meeting requirements on similar programs. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance, quality, service, schedule and customer satisfaction will be considered.
The degree to which the quoter can demonstrate that it has successfully applied continuous systematic improvement to resolve past performance problems will be evaluated. Problems not addressed by the quoter will be considered to still exist.
References other than those identified by the quoter may be contacted by the Government and used in evaluating the quoter’s past performance. Past performance is an indicator of how current and/or previous customers assess contractor performance under a specific contract performed for them and address the full range of all functions required to make any contractual relationship work. Successful past performance indicates that a contractor understands and has the resources to successfully execute a contract; however, it does not necessarily mean a contractor has the resources and skills necessary to perform the specific work requirements of this solicitation.
In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter may not be evaluated favorably or unfavorably on past performance. Quoters without a record of relevant past performance will receive a neutral rating.
Submission Requirements for Contractor Past Performance Reference Form. Quoters shall furnish with their quotation no more than three (3) past performance references for contracts which required the same or similar type services using the format shown in Section J, Attachment #1, entitled Contractor Past Performance Reference Form.
Quoters shall provide all the information designated for the Contractor Past Performance References on the form provided for contracts which have been completed or terminated within the last 3 years. A Past Performance
Questionnaire Form will be sent to each referenced agency. Make sure your reference information is up to date. Do not give the name of references unless you have made sure that the individual can be reached at the referenced telephone number, e-mail address, and postal address that you have provided.
Quoters shall provide literature and description of all quoted items. A statement that the quoter will meet the
Government’s requirement is NOT sufficient.
SAM. Offerors must be registered in the System for Award Management (SAM) database. Information in SAM should be current, if not; completion of the attached FAR Provision 52.212-3, Certifications and Representations is required with quotation. Information on registering in SAM may be obtained from www.sam.gov or calling 866-

SUBMISSION REQUIREMENTS.
QUESTIONS. Questions related to this RFQ shall be received by the Contracting Department by Wednesday

Quotes related to this RFQ shall be received by the Contracting Department by the date and time indicated in block 8 on the front page of the solicitation to be considered for award. 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (JAN 2017)
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.
(a) Definitions. As used in this provision --
“Administrative merits determination” means certain notices or findings of labor law violations issued by an enforcement agency following an investigation. An administrative merits determination may be final or be subject to appeal or further review. To determine whether a particular notice or finding is covered by this definition, it is necessary to consult section II.B. in the DOL Guidance.
“Arbitral award or decision” means an arbitrator or arbitral panel determination that a labor law violation occurred, or that enjoined or restrained a violation of labor law. It includes an award or decision that is not final or is subject to being confirmed, modified, or vacated by a court, and includes an award or decision resulting from private or confidential proceedings. To determine whether a particular award or decision is covered by this definition, it is necessary to consult section II.B. in the DOL Guidance.
“Civil judgment” means—
(1) In paragraph (h) of this provision: A judgment or finding of a civil offense by any court of competent jurisdiction.
(2) In paragraph (s) of this provision: Any judgment or order entered by any Federal or State court in which the court determined that a labor law violation occurred, or enjoined or restrained a violation of labor law. It includes a judgment or order that is not final or is subject to appeal. To determine whether a particular judgment or order is covered by this definition, it is necessary to consult section II.B. in the DOL Guidance.
“DOL Guidance” means the Department of Labor (DOL) Guidance entitled: ``Guidance for Executive Order 13673, `Fair Pay and Safe Workplaces' ''. The DOL Guidance, dated August 25, 2016, can be obtained from www.dol.gov/fairpayandsafeworkplaces.
“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
“Enforcement agency” means any agency granted authority to enforce the Federal labor laws. It includes the enforcement components of DOL (Wage and Hour Division, Office of Federal Contract Compliance
Programs, and Occupational Safety and Health Administration), the Equal Employment Opportunity Commission, the Occupational Safety and Health Review Commission, and the National Labor Relations Board. It also means a

"Forced or indentured child labor" means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
“Labor compliance agreement” means an agreement entered into between a contractor or subcontractor and an enforcement agency to address appropriate remedial measures, compliance assistance, steps to resolve issues to increase compliance with the labor laws, or other related matters.
“Labor laws” means the following labor laws and E.O.s:

(2) The Occupational Safety and Health Act (OSHA) of 1970.

“Labor law decision” means an administrative merits determination, arbitral award or decision, or civil judgment, which resulted from a violation of one or more of the laws listed in the definition of

“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except--
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
Sensitive technology--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act
(50 U.S.C. 1702(b)(3)).
Service-disabled veteran-owned small business concern--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
"Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern”, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
“Subsidiary” means an entity in which more than 50 percent of the entity is owned--
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
“Successor” means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term
“successor” does not include new offices/divisions of the same company or a company that only changes its name.
The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
“Veteran-owned small business concern” means a small business concern--
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
"Women-owned small business concern" means a small business concern--
(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least
51 percent of its stock is owned by one or more women; or
(2) Whose management and daily business operations are controlled by one or more women.
“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127)”, means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the
United States.
