4.3.6 Performance Requirements Summary (PRS): The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The PRS and the contractor’s Quality

Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government surveillance and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial

Items, Inspection/Acceptance, will be used to remedy all deficiencies.

During the first initial 30 days of the contract, two additional errors on each task shall be allowed in an effort to identify normal phase-in problems.

6. BASE ACCESS

6.1. Marine Corps Installations East - Marine Corps Base Camp Lejeune and Marine Corps Air Station New River have implemented the new RAPIDGate program intended to enhance installation access control. However, RAPIDGate contains significant changes that may affect contractor’s and their employee’s access to these installations. In order to gain access to Marine Corps Base (MCB), Camp Lejeune and/or Marine Corps Air Station

(MCAS), New River, non-Federal Government and non-DoD issued ID cardholders require identity proofing and vetting to determine fitness and eligibility for access. Specifically, a check of records through the National Crime

Information Center (NCIC) Interstate Identification Index (III) is the installation's minimum background check for access to MCB, Camp Lejeune and/or MCAS, New River for non-Common Access Card holders, to include entrance of visitors.

6.2. MCB, Camp Lejeune and MCAS, New River applies the following non-Federal Government cardholder criteria to determine the authorized type of access control credentials:

e. Service Providers: RAPIDGate or 30-Day Pass followed by 4-Day Pass*

Camp Lejeune and Commanding Officer, MCAS, New River)

6.3. Contractor Common Access Card (CAC) Eligibility: Contractor personnel authorized CAC’s are exempt from

RAPIDGate enrollment.

7.4. Contractor personnel who are ineligible for a CAC will be required to either obtain a 30-Day pass followed by a

4-Day pass* or enroll in the RAPIDGate Program. RAPIDGate is a voluntary program due to associated costs. For further information concerning contractor access, please contact the Contractor Vetting Office at 910-450-5978 or visit Marine Corps Base Camp Lejeune (http://www.lejeune.marines.mil/) or MCAS New River

(http://www.newriver.marines.mil/) websites. For information concerning enrolling in RAPIDGate please visit their website at www.rapidgate.com.

The Government will not be responsible for any access delays. Delays that may result from inadequate planning are contractor responsibility. Any and all costs associated with RAPIDGate are the sole responsibility of the contractor.

* Contractors will be issued a one-time pass for 30 days. Upon expiration of the 30 day pass, they will only be issued a 4 day pass every 4 days thereafter, for the duration of the contract.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The basis for award will be Best Value. Quotes will be evaluated using a price/technical tradeoff. This process is appropriate because it is in the Government’s best interest to consider award to other than the lowest price

The criteria for evaluation are:

1) Technical Capability. Technical capability will be evaluated in accordance with solicitation requirements to meet or exceed brand name or equal repair parts and services for industrial washer and dryer repairs. Quoter must demonstrate ability and capability to provide parts and labor required for repairs. Repair parts shall be compatible with respective models listed in the PWS. The vendor shall show their experience in similar maintenance and repair of washer and dryers services over the past five years. A description shall be provided that shows a clear understanding of the requirement and how the experience and resources of their organization can best provide the necessary management, organizational and business improvement services necessary to carry out this requirement within the time constraints imposed by the PWS; and

2) Delivery. Quoter shall clearly demonstrated ability and capability to provide parts and repairs within 4 working days after notification of the need for a repair by the COR; and

3) Price. The line item price is to be based on the price for an individual repair of that type for per machine.

All pricing quoted shall be firm fixed price, not time-and-materials or labor-hours. Vendor shall provide firm fixed price for each type of services (unit price). Submitted quotes shall reflect unit prices, extended amounts and an overall order total.

The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct clarification and/or discussions with vendors if later determined by the Contracting

Officer to be necessary and in the best interest to the Government. The Government may reject any or all quotes if such action is in the public interest and may waive informalities and minor irregularities in quotes received.

The Government will award a single contract resulting from this request for quotes to the responsible vendor whose quote, conforming to the RFQ; will be most advantageous to the Government, price and other factors considered.

Quotes will be evaluated in an efficient and minimally burdensome fashion. The Contracting Officer reserves the right to evaluate quotes without the use of formal evaluation procedures such as establishing a competitive range, conducting discussions, scoring quotations, and to make an award to other than the lowest quote.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

SUBMISSION REQUIREMENTS. Quotes related to this RFQ shall be received by the Contracting Department by the date and time indicated in block 8 on the front page of the solicitation to be considered for award. The information submitted shall be clear and legible (Note: repetitively copied data loses its clarity and legibility.)

Quotes may be submitted via email to tracy.fulks@usmc.mil . It is solely the Contractor's responsibility to ensure quotes are received within the required timeframe.

Submission of quotation shall include the following

Technical description of the items/services being offered in sufficient detail to evaluate compliance with the requirement in the solicitation, the PWS and with 1) Technical Capability above.

Clearly identify capability to provide brand name or equal repair parts for model numbers listed in the

PWS.

Clearly state quoter can meet repair deadline for completion of repairs of four (4) working days following notification by COR that a repair is needed.

Pricing for all SubCLINs to include total of each option period and a grand total for all periods (SF1449 can be used). Price for all items/services shall be inclusive of parts, labor, and shipping.

Statement that the Quoter is registered and current in System for Award Management if not complete FAR

Provision 52.212-3 annotating changes.

Provide quoter’s Cage Code and DUNS.

All questions shall be submitted to tracy.fulks@usmc.mil via email only no later than 11 April 2017 at 11:30 AM

EDST. Please include RFQ M67001-17-Q-1073 in the subject line

The Government will not accept questions after 11 April 2017 at 11:30 AM EDST.

Questions and Answers will be posted to FBO as an amendment to the solicitation.

If no questions are received then no amendment will be posted.
