Utilities/PWD Steam Generation
Water Treatment Performance Work Statement
A Objective
The objective of the Steam Generation water treatment program at Marine Corps Base (MCB), Camp Lejeune, NC and Marine Corps Air Station (MCAS), New River, NC is to prevent corrosion of and maintain clean heat transfer surfaces in pretreatment, boilers, steam supply and condensate return systems. This ensures system reliability in a safe, environmentally responsible, efficient, and cost effective manner.
B Description of Systems and Operations
B.1 MCB Camp Lejeune and MCAS New River currently have 33 low pressure steam boilers ranging from 500 to
100,000 lb/hr and approximately 170 closed loop hot water boilers. These plants contain mainly carbon steel piping for aux steam, steam distribution and condensate return. We have year round operation for most of the steam boilers and most closed loop hot water boilers. Condensate return levels range from 0% to 80%.
1700, the largest plant, currently has no condensate return back to the plant.
Steam loads vary significantly on an hourly basis. There is also a seasonal decrease of about 50% from winter to summer. Sulfite is batch fed at 1700 only. Other treatments are delivered via neat feed. Most treatment feed pumps are < 3 years old.
Our steam plants are listed below. Some plants have multiple treatments feed pumps:
Large Steam Plant
1700-7
1700 is scheduled to go offline in 2017 as part of decentralization. Bulk sulfite treatment will be discontinued while amine and phosphate requirements are significantly reduced.
Small Steam Plants
WC-100 –1 FC-65 – 2 BB-125-2 A-1–1
RR-15–2 RR-135–2 G-640A–2 AS-3525-1
M-455A–2 FC-303-2 FC-286-2 FC-420-2
128-2 227-2 411-2
1700 has one batch tank for sulfite. Amine and phosphate feed are reduced due to clogged feed lines. All other plants are direct feed from ≤ 30 gal barrels or double walled plastic containers. Treatment feed lines are stainless steel, carbon steel and plastic. We are in the process of installing main steam amine feed where it is advantageous.
In the past, we have encountered problems with treatments freezing in outside bulk storage and have moved to inside storage where possible.
B.2 Water Quality
Our makeup water is supplied by base water treatment facilities and, in most cases, is sodium (salt) softened prior to entering the boiler.
Typical makeup water results:
pH 7.5 – 8.5
Raw conductivity 250 - 550 us/cm
Hardness ~ 70 – 220 ppm as CaCO3
Total Alkalinity ~ 80 ppm
Our condensate return quality varies with:
Raw Conductivity <10 to > 200 us/cm pH 6.5 – 9.0
Hardness is routinely < 1 ppm with excursions to > 60 ppm as CaCO3.
C Safety and Environmental Requirements
The contractor shall meet all requirements of Base Safety and the Environmental Management Division (EMD) and:
C.1 Provide all required safety and environmental information including Hazmat, SDS and labeling, required by
MCB Base Safety and MCB Environmental Management Division (EMD) for all water treatments and reagents.
C.2 Provide treatments that meet FDA requirements for use in food service facilities.

However, the Government reserves the right to conduct clarification and/or discussions with vendors if later determined by the Contracting Officer to be necessary and in the best interest to the
