RESPONSE TO QUESTIONS
Question: We are still attempting to determine a way to recover our fixed costs as Alliance does not provide us with upfront warranty parts or shipping, work order sheets to government specifications, equipment signage, incidental costs associated with Base Security and so on
I am sure to government expects the contractor to recover these costs so would it be possible to include a line item for setup/startup costs? This would remove the uncertainty of recovery and not burden operational checks/vent cleaning by adding costs.
Response: A separate line item to provide setup/startup cost would be considered contract financing. In accordance with FAR Part 32.003 - Unless agency regulations otherwise permit, contract financing shall not be provided for purchases made under the authority of FAR Part 13. There is no USMC regulation that permits otherwise. As a result a separate CLIN for setup/startup will not be added to the solicitation.
The Government expects that Quoters will price their quote to recover all costs associated with a contract.
Task orders for SubCLINs 0001AC, 1001AC, 2001AC, 3001AC, 4001AC for operational checks will be issued separately from task orders for the other SubCLINs and will be funded on a yearly basis.
Question: Do you have an historical analysis of repairs to provide?
Response: Historical repair data for the last six months is included as Attachment 5. The information is broken down by month and each line represents a service ticket for a single building. Repair data for April and May represents repair calls for leased and Government owned machines. Data for July, August, September and October is repair for the same machines but all are now Government owned.
Question: Who is the incumbent contractor?
Response: The incumbent contractor is DA Defense Logistics HQ, LLC.
