The following have been modified:
STATEMENT OF WORK
1. BACKGROUND
This requirement is for the repair through replacement of the intercom/ring-down/fire alarm systems’ at buildings
1210, 10050 on Marine Corps Logistics Base (MCLB) Albany, GA. The current system in place at buildings 1210 and 10050 is either inoperable in certain locations and/or does not provide audible notifications in other locations.
Emergency responders receive dispatch information via these systems and its function is critical to the performance of emergency management. This requirement includes parts and labor needed to diagnose, upgrade, repair or replace components that failed during normal operation of the equipment. This requirement also includes the integration of any new equipment with functional components of existing system, repairing when practical existing hardware, and updating existing software components. All equipment must be replaced and/or repaired to operate at manufacturer’s original operating standards and meet with industry and safety requirement.
2. DESCRIPTION OF SERVICES TO BE PROVIDED BY CONTRACTOR
The contractor shall provide all management, tools, equipment, labor, and other miscellaneous supplies necessary to ensure that the Intercom/Ring-Down system is fully functional at the locations listed above to support emergency response for MCLB Albany. The contractor shall accomplish all corrective maintenance, repair, installations, and upgrades to meet the requirements of this Statement of Work (SOW).
2.1. OLD INTERCOM/RING-DOWN SYSTEM
A. Building 1210 currently utilizes a Dukane 250 Model 1A4250 paging amplifier.
B. Building 10050 currently utilizes a TOA 900 Series Amplifier M900 MK2 paging amplifier.
2.2. NEW INTERCOM/RING-DOWN SYSTEM
A. Program Phase/Needs Assessment: Conduct a survey of the buildings listed above to determine existing conditions of all areas that will be impacted by the installation of the new system and the site specific design requirements for this project. The survey/needs assessment shall include, but not be limited to the following:
• Identify all existing alerting/monitoring system components, both operable and inoperable, that shall be removed and replaced as part of this project.
• Identify all building systems and components that require monitoring and any other conditions that need to be monitored by the system.
• Identify the appropriate location for all new remote annunciator panels.
• Determine the design requirements for space needs, existing equipment relocation, and electrical power requirements.
• Identify the location and space requirements for the main alerting/monitoring panel at all required locations as specified by installation staff.
• Identify the design requirements and exact routing of all new electrical distribution power wiring to alerting/monitoring system components and related equipment and the upgrades required for any existing electrical system components.
• Identify all obstructions that must be altered, relocated, or removed in order to install the new alerting/monitoring system components.
• Identify the requirements for power to run the system and the availability of output devices to enable local as well as remote alerting/monitoring.
• Identify the design requirements for backup power, through batteries and/or UPS, so that a loss of power, for any reason will not limit the operation of the alerting/monitoring and annunciation of the system.
B. New System Design Criteria: As a minimum, replace/repair the alarm alerting/monitoring panels/systems/workstations located at buildings 1210, 10050. Depending on the results of the needs assessment, provide the design and specifications to replace all peripheral devices, such as wall mounted speakers, lay in speakers, and paging horns, in the buildings specified. In addition, address the following as may be applicable.
• Protection of the alarm alerting/monitoring system from electrical surges, spikes, sags, over-voltages, brownouts, and electrical noise.
• All programmable devices must be able to have their locations set without special equipment, tools, or programs.
• Tamper proof security covers shall be provided on all devices that may be accessible to installation tenants.
• The alarm control panel and annunciator panel shall be tied into the existing or a new electrical power source at their location in the building.
• Provide a diagram drawing for the building alarm alerting/monitoring control panel that identifies their connections to the various circuits and peripheral initiating devices.
• Any new low voltage wiring from the alarm alerting/monitoring panels to the peripheral devices shall be concealed and run in conduit unless otherwise approved by installation staff
• Any exposed wiring installed above the ceiling shall be plenum fire rated cable in accordance with
NEC Article 760 or must be protected in conduit.
• Protect exposed wiring from potential rodent damage
• All new installations will be performed in accordance with applicable industry standards to include but not limited to:
• UFC 3-580-01 Telecommunications Building Cabling Systems
• UFC 4-021-01 Design and O&M: Mass Notification Systems
• UFC 3-520-01 Interior Electrical Systems
• NFPA 70 National Electric Code
• NFPA 72 National Fire Alarm and Signaling Code
• UFGS SECTION 28 31 76 Interior Fire Alarm and Mass Notification System
• UFGS SECTION 27 10 00 Building Telecommunications Cabling System
C. System Tests: A written “Acceptance Test Procedure” (ATP) for testing the new alarm alerting/monitoring system and components, as applicable, shall be prepared by the contractor in accordance with all applicable codes and standards and included in the specification. Upon completion of the system installation, the system manufacturer shall be responsible for the performance of the ATP, demonstrating the function of the system and verifying the correct operation of all system components, circuits and programming. The system test shall be witnessed and approved by the Communications and
Information Systems Division. The contractor shall provide ample notification time when arranging the demonstration.
D. Upon final acceptance of the system, the Contractor shall provide a complete as-built diagram. The diagram shall include a written statement signed by the contractor and manufacturer’s representative that the diagram is accurate as complete with regard to the entire alerting/monitoring system, components which were existing prior to the commencement of new installations and also new equipment installed.
The manufacturer shall provide system training to the communications and emergency response personnel.
E. A spare parts list shall be prepared and items purchased as part of this project for all critical items necessary for the successful operation of the alerting/monitoring system such as fuses, switches, relays, LED lights, etc. Instructions shall be included for the operation and care of the system. Written instructions shall also be included with the final equipment and maintenance brochure.
3. SITE VISIT
A site visit will be held to view the existing system and determine what repairs can be made or if a new system will need to be installed. Attendance to the site visit is not mandatory in order to submit a quote. The site visit will offer the opportunity to entertain questions from the technical personnel who operate buildings 1210 and 10050.
Contractors who choose not to attend will still have their quotes equally considered.
4. REPORTING REQUIREMENTS
It is highly recommended that the Contractor attend a site visit to determine equipment needed to satisfy this requirement and the installation required. A site visit will assist in answering questions that may arise due to the locations and nature of the installation. The primary point of contact for the site visit is MSgt William Tolleson, LOGCOM Contracting Office, Procurement Chief, william.tolleson@usmc.mil, 229-639-8871. The technical point of contact will be provided after the award of the contract.
5. SITE VISIT INSTRUCTIONS
5.1. Site Visit: A site visit shall be conducted prior to award for interested vendors. This site visit is scheduled for
26 August 2015 at 9:00 am EST. Visitor’s Parking Lot at the Main Gate of the MCLB Albany, GA. The site visit shall be held at following locations:
Building 1210 and Building 10050 MCLB Albany, Georgia.
5.2. Base Access: If you do not have a Department of Defense sticker and a Department of Defense ID Card, you will need to make arrangements to gain Base Access. All interested vendors should make arrangements for Base
Access no later than 5:00 pm EST on 25 August 2015 and provide the name of the individual(s) representing their company prior to coming aboard the base in writing to MSgt William Tolleson at 229-639-8871 or email at william.tolleson@usmc.mil with the required information.
5.3. All visitors must be issued a Vehicle Pass for contractors to enter the installation. All visitors shall arrive at the
MCLB Albany Pass and Identification Office, Building 3010, located off of Fleming Road, adjacent to the Main
Gate by 0800 on 26 August 2015 to receive their contractor pass. The passes will be issued at no charge, and will only be valid for 26 August 2015. The following forms of identification are needed to obtain a vehicle pass:
• Photo ID (Valid Driver’s License)
• Vehicle Registration Card
• Proof of Insurance
5.4 After receiving a Contractor Vehicle Pass all vendors will meet at MCLB Albany Pass and Identification Office.
All vendors must be ready to convoy to the site location by 8:30 am EST. A Contracting Representative, MSgt
Tolleson, and the Technical Representative will meet the vendors at the MCLB Albany Pass and Identification
Office, Building 3010 parking lot and convoy all vendors to the site locations.
6. PLACE OF PERFORMANCE
All on-site work will be performed on MCLB Albany. The provider shall follow Occupational Safety and Health
Administration (OSHA) safety standards. The contractor shall ensure that all personnel have any necessary clearances to perform work in all required areas if required. The contractor shall ensure that all visitor requests and vehicle passes have been requested and obtained in order to gain access to the installation.

7. MAINTENANCE/TECHNICAL SUPPORT GUIDANCE
The contractor shall provide technical phone support twenty-four (24) hours per day, seven (7) days a week, with trained staff or technicians for a period of no less than one year. Service calls will be placed on an “as-needed” basis, to a telephone number provided by the contractor. The contractor shall provide a one (1) hour telephone response time to troubleshoot the system over the phone. If they are unable to resolve the system issues over the phone, the contractor shall provide a technician on-site within four (4) hours if the MCLBA staff determines the system is mission essential at the time. On-site maintenance support, if required, will be provided by contractor, or other qualified technician approved by the government.
Contractor will ensure by all means possible that the maximum time the system will be down for maintenance does not exceed 48 hours.

10. RESULTS FROM SITE VISIT
Station 1 (Bldg 1210):
-Phone system, paging system and dispatch must tie into the PA System.
-The customer mentioned that the speakers are not balanced (some areas are louder than others) and some speakers do not work.
-The customer mentioned areas that they would like additional speakers (kitchen, perimeter walls and chiefs bunk room).
-Repair of current system is recommended.
Station 2 (Bldg 10050):
-Phone system, paging system and dispatch must tie into the PA System.
-Current PA system has not worked for the past two years. Currently use two radios to receive calls.
-The customer mentioned that they would like additional speakers on the front and back perimeter walls.
-Replacement of current system is recommended due to the additions the customer requires. The current PA system is more suitable for a school than a fire station.
