STATEMENT OF WORK

BASIC COMBAT TRAUMA TRAINING (BCTT)

STATEMENT OF WORK

1.0 Scope:

The use of live animals for training and educational purposes has provided our Corpsmen, Marines, and other first responders with valuable lifesaving skills on the battlefield. Commonly referred to as Combat Trauma Training (CTT) that includes Live Tissue Training (LTT), the experience and confidence obtained by the use of the live animal model in training lifesaving procedures to first responders proves successful. These training programs prove to be a visceral learning experience for our warriors that cope with significantly intense and tragic battlefield trauma. The 26th Marine Expeditionary Unit (MEU) has a requirement for two iterations of Basic Combat Trauma Training (BCTT) to enhance the skill-set and confidence levels of our Combat Life Savers (CLS) certified Marines and Sailors.

2.0 Background:

2.1 The mission of the Navy Education and Training Office is to train, instruct, and deliver enhanced medical skills for newly assigned 1MARDIV Corpsmen in preparation for combat and contingency deployments around the world. Additionally, select Combat Life Saver (CLS) qualified Marines are also trained in advanced medical skills gained through Live Tissue Training.

2.2 There is uncertainty concerning continued use of live animals in training, especially insofar as the use in training non-medical personnel. Examples include, but are not limited, to the following:

2.3 The April 2013 DOD report required by section 736 of the FY13 National Defense Authorization Act limits justification to medical personnel.

2.4 In response to the DOD report, Army limited live tissue training to medical personnel in ALARACT 173-2013.

2.5 The Uniformed Services University of the Health Sciences stopped using animals to train medical students on 3 September 2013.

2.6 The Battlefield Excellence through Superior Training Practices Act of 2013, H.R.3172/S.1550, introduced in September 2013 in the House of Representatives by Rep. Hank Johnson and in the Senate Sen. Ron Wyden, prohibits the use of animals in live combat trauma injury and chemical and biological training after 2016.

The Contractor acknowledges notification that policy changes may occur during the period of performance which necessitate partial or total termination for convenience. The Contractor accepts this risk, and specifically agrees that any such termination shall be at no cost to the Government, and shall not constitute grounds for Contractor claim or request for equitable adjustment.

3.0 Applicable Documents and References:

3.1 HQMC / TECOM approval to conduct BCTT & ACTT for USMC forces

3.2 Combat Trauma Training with Live Tissue Policy Guidance letter dated 01 Jul 11

3.3 Marine Corps Installation Command Policy Letter 4-14, Use of Animals for Training on Marine Corps Installations.

3.4 MARADMIN 209/12

3.5 HQMC Final Approval Basic Combat Trauma Training

3.6 USDA Class R Research Facility Certification

3.7 AAALAC Accreditation

3.8 CECBEMS Organizational Accreditation

3.9 Pre-Hospital Trauma Life Support/Tactical Combat Casualty Care (PHTLS/TCCC) protocols as established by the American College of Surgeons Committee on Trauma, the National Association of Emergency Medical Technicians

3.10 The Animal Welfare Act 9 CFR

4.0 General Requirements:

The classroom portion will be taught aboard the installation of Camp Lejeune, NC. The practical application portion will be conducted within a contractor-owned, private United States Department of Agriculture Approved Training (USDAAT) facility.

4.1 The period of performance occurs for two iterations from 26-30 January 2015 and 2-6 February 2015 without flexibility due to the time critical constraints the MEU has to receive the training.

4.2 The contractor must provide all training resources (i.e., personnel, materials, facilities and training areas) required to enhance the individual and collective team level skills of the force being trained. Additionally, the contractor must refine and validate upon Individual, Team, Platoon & Detachment Standard Operating Procedures (SOPs) and Tactics, Techniques, and Procedures (TTPs) by the completion of the training package.

5.0 Specific Requirements:

5.1 The culmination of the training requires hands-on application with USDAAT modalities. Students must be required to manage all injuries consistent with those outlined in BCTT, those seen in combat, and the approved protocols, and must be to the level described in USMC directives.

5.2 An overall student to patient ratio of 4:3 is required to maximize hands-on learning (4 students per 1 patient during tabletop and 2 students per 1 unused patient during scenarios). During classroom periods of instruction, the instructor to student ratio must be 10:1.

5.3 Respective training will include a Pre and Post-test on BCTT and a pass/fail rate will be provided to the MEU Performance Monitor.

5.4 Course completion certificates must be issued by contractor to validate compliance with USMC TCCC training requirements.

(1) The offeror and/or any of its principals ( ___ ) are, ( ___ ) are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency,

(2) ( ___ ) Have, ( ___ ) have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property; and

(4) ( ___ ) Have, ( ___ ) have not, within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds $3,000 for which the liability remains unsatisfied.

(i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. 362 (the Bankruptcy Code).
