QUESTIONS AND ANSWERS
Questions and Answers
1. Does the Combined Synopsis/Solicitation under solicitation number M6700115R0003 contain requirements similar to a current contract? If possible, please provide the current contract number? Or, is this a new requirement for the government?
Answer: There are current contracts in place that expire 30 December 2015. The current contract numbers are: M67001-11-D-0004, M6700-11-D-0005, M67001-11-D-0007, M67001-11-D-0008 and M67001-11-
D-0009.
2. Why is this solicitation not a Small Business set aside like all other DPM contracts?
Answer: A sources sought was posted on June 12, 2015 assessing the market and its capability, only one response was received. With contract history and response to sources sought notice, it was deemed by the
Contracting Officer, Legal Counsel and Small Business Administration that for the best opportunity of a successful solicitation, this requirement would be unrestricted.
3. Why does this solicitation lump 3 military instillations into one DPM contract vs individual contract per base (identified in the contract as zone 1, zone2, zone3). This is particularly concerning considering one of the bases is not geographically located near the other 2 bases.
Answer: The solicitation is built in such a way that it allows multiple awards from one solicitation.
4. Can an offeror bid on only one Zone?
Answer: On page 573, FAR Clause 52.212-2 Evaluation- Commercial Items, It states:
“(a)The Government contemplates award of a single or multiple Firm Fixed Priced Requirements
Contract(s). “
The meaning of this statement is, an offeror may bid on the zones in which they are interested in. This contract is not being done as an all or none award.
5. If the offeror is a Small Business, how would they meet evaluation sub-factor 2 - Small Business
Subcontracting Strategy?
Answer: If the offeror is a Small Businesses, the evaluation factor of Small Business Subcontracting
Strategy is not applicable. This applies to large businesses only.
