About this file

This is Amendment 0009 to solicitation M5-Q52A-04-R6, issued by the Department of Veterans Affairs National Acquisition Center on behalf of the Veterans Health Administration Veterans Integrated Service Network 12. The amendment incorporates two FAR clauses into the contract: FAR 52.222-90 Addressing DEI Discrimination by Federal Contractors (April 2026) and FAR 52.244-6 Subcontracts for Commercial Products and Commercial Services (October 2025, with April 2026 deviation). The underlying solicitation is a standing, open and continuous Federal Supply Schedule multiple award IDIQ contract (FSC Group 6550, Federal Supply Schedule 65 VII) for In Vitro Diagnostics, Reagents, Test Kits, and Test Sets with fixed-price and Economic Price Adjustment provisions. Contract performance commences upon award and expires five years from the award date unless canceled, terminated, or extended.

The DEI clause prohibits contractors and subcontractors from engaging in racially discriminatory diversity, equity, and inclusion activities and requires reporting of any known violations by subcontractors. Non-compliance may result in contract cancellation, termination, suspension, or contractor ineligibility for future government contracts. The subcontracting clause requires contractors to incorporate commercial products, commercial services, or non-developmental items to the maximum extent practicable and mandates flowdown of specified FAR clauses—including ethics, whistleblower protection, equal opportunity, labor standards, trafficking prevention, security, and other requirements—to all tiers of subcontractors. The clause applies to subcontracts for commercial products and commercial services at any tier except those performed outside the United States.
