SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 02-Jul-2025 04:30 PM to 09-Jul-2025 04:30 PM.

The following have been added by full text:

Q&A Response

Q1. Will the Government consider partial remote delivery for development/configuration tasks not requiring on-site presence, while maintaining on-site availability for meetings and training?

Response: This position is on-site and is not negotiable.

Q2. Will the Government accept comparable certifications (e.g., Microsoft Certified: Power Platform Functional

Consultant Associate) in lieu of the PL-400 or PL-600?

Response: Yes, eligibility depends on the specific certification.

Q3. What GFE will be provided. Will a government laptop, Microsoft license, or SharePoint dev tenant be furnished to the SME, or is the contractor expected to supply development environments?

Response: Yes, a government-issued laptop equipped with Microsoft 365 will be provided.

Q4. The solicitation refers to the role as a “Subject Matter Expert (SME),” but the technical duties align with an

Information Management Officer (IMO) or Microsoft Platform Administrator. Can the Government confirm whether this is a strategic SME role or a full-time technical support/integrator position?

Response: Contractor provides technical support regarding information management.

Q5. Can the Government clarify the expected scope of the SharePoint and Power Platform environment, including the approximate number of users, sites, Power Apps, or workflows the SME will be responsible for?

Response: The primary platform for work and collaboration is SharePoint.

Q6. Can the Government clarify this is a one year 12 months only award? The solicitation lists only CLIN 0001 for the base year (26-AUG-2025 to 25-AUG-2026). Are there additional option year CLINs (e.g., 1001, 2001, 3001) planned for this contract, and should offerors include pricing for outyears in their submissions?

Response: This is a single-year contract with no option periods

Q7. Is there an incumbent contractor currently providing these services? If so, will a transition period be required or allowed?

Response: Yes, there is a current incumbent. However, the incoming contractor is expected to begin performance on day one. A post-award meeting will be held within seven days to review work expectations and ensure a clear understanding of the requirement.

M3361025Q0006

Q8. The PWS states standard hours are 0730-1630 Mon-Fri, but also that the contractor “will be required to board for seven days a week.” Does this mean 24/7 on-call coverage, rotational shifts, or just Mon-Fri with rare weekend needs? How often are weekend or extended hours expected?

Response: During exercise execution or POI execution, contractor will flex hours with training schedule.

Q9. Will the government sponsor the SECRET clearance process if the proposed SME is not yet cleared? How long does the base access/CAC approval process typically take?

Response: Contractor will receive CAC day 1.

Q10. The PWS lists 2 trips to 29 Palms—are there other anticipated travel requirements or locations beyond these?

Response: There are not any other anticipated travel requirements or locations beyond the one outlined.

Q11. What specific KPIs or metrics will be used by the COR to evaluate SME performance (e.g., number of

SharePoint sites deployed, ticket resolution time, training sessions held)?

Response: The Contractor shall schedule and conduct a post-award kickoff meeting within seven (7) days after the date of the contract award. The meeting will be conducted at MCMWTC facilities. The Contractor Program

Manager/Site Lead is required to attend. The purpose of this meeting is to ensure the contractor and the government, understand their roles and responsibilities, validate understanding of the requirement, including external influences, and mission, and establish a schedule for updates and communications.

The closing date of this solicitation has been extended to July 09th, 2025 at 04:30 PM PDT.

All other terms and conditions remain the same.
