STATEMENT OF WORK

This procurement is a one-time purchase order under NAICS 332618. This will be a firm fixed price order. Marine Corps Mountain Warfare Training Center, Bridgeport, California, is in need of storage solutions for formal school billeting spaces. Delivery and installation will be to Marine Corps Mountain Warfare Training Center, Bridgeport, California. Complete and accurate addresses will be provided on the purchase order subsequent to award. This order is FOB destination.

Award is subject to the terms and condition of this combined synopsis/solicitation.

The following list of items describe the requirements.

Qty 3 - WireCrafters Standard 840 Cages or equal with the following salient characteristics:

· Length 10' x Width 10' x Height 8' 5 1/4"

One security cage will need to contain the parachute racks and one of the wide span shelving units. The two other security cages will contain two wide span shelving units, with one shelving unit on opposite sides of the cage door. Each cage shall be installed in a different billeting space located aboard Mountain Warfare Training Center.

A detailed cost breakdown by item is required and should be included with the quote.

The storage systems system shall be delivered, assembled, and properly installed/secured. The floor is concrete.

Delivery and installation are required no later than 60 days After Receipt of Order (ARO) This award will made on an all or none basis using the evaluation criteria of the lowest price technically acceptable (LPTA).

Proposals must include a drawing or image to illustrate the measurement, no format required.

Proposal must also include a bill of materials or item specification sheet that itemizes each component of the storage systems by part number, description, and quantity. All materials must be new, not used or refurbished.

The drawing and bill of materials will be technically evaluated to determine that the proposed solution meets the requirements described herein.

Past performance evaluation will be performed as part of a responsibility determination. Items are subject to review by the Contract Specialist and the customer prior to award.

Individuals requiring access to the base for installation must possess a valid US driver’s license or federal compliant identification and not have any felonies.

Quotes shall remain valid for at least 30 days from the date of deadline submission.

Government Furnished Equipment/Property will not be provided.

No loading dock is available.

Vendor must acknowledge, mark order as shipped, and provide tracking information through Vendor Portal or EDI.

52.204-26 COVERED TELECOMMUNICATIONS EQUIPMENT OR SERVICES--REPRESENTATION (OCT

2020)

(a) Definitions. As used in this provision, “covered telecommunications equipment or services” and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

(c) Representations.

(1) The Offeror represents that it [ ___ ] does, [ ___ ] does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

52.212-1 ADDENDUM

52.212-1 ADDENDUM

52.212-1 INSTRUCTIONS TO QUOTERS—COMMERCIAL ITEMS—ADDENDUM

Quotes shall be complete, and be organized into the following parts: Volume I – Price Quote, and Volume II – Technical Quote. Quotes shall include a Cover Sheet.

At a minimum, quoters must include the following to be eligible for award:

1. Cover Sheet with the following information:

1.1 Time specified in the solicitation for receipt of quotes: Monday, May 6, 2024 at 1200 PM (PST).

1.2 Company name;

1.3 Company address and remit to address if different than mailing address;

1.4 Company telephone number;

1.5 Company e-mail address;

1.6 Company point of contact(s);

1.7 SAM registration expiration date;

1.8 CAGE code;

1.9 DUNS number;

1.10 Acknowledge Solicitation Amendments, if applicable;

2. Volume I: Price Quote and any discount terms with the following information:

2.1 Submit the Standard Form (SF) 1449, with blocks 12, 17a and b, and 30a through c completed with an original, authorized signature and the Contract Clauses section filled-in.

2.2 Quoters shall submit pricing on the CLINS/Schedule of the SF1449 solicitation.

2.3 Submit a copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b)(2) for those representations and certifications that the quoter shall complete electronically).

2.4 If applicable, submit all pages of each solicitation amendment(s) (SF 30) with the original solicitation documents, signed by the same official authorized to sign the SF 1449.

2.5 Pricing shall annotate the unit price under each CLIN respectively. The annotated unit price multiplied by the quantity shall equal the total amount for each CLIN. Quoted unit pricing shall be stated in no more than 2 decimal places. Any price quote containing unit pricing exceeding two (2) decimal places will be deemed an incomplete submission.

3. Volume II: Technical Capability shall include the following (1) Product Name and Product description, (2) Compliances and Accessories, and (3) Warranty.

Submit your technical proposal with the minimum following information:

3.1 Part 1: Product Name and Product description

3.1.1 Include a product name.

3.1.2 Include product full description (brand; model number, such as original equipment manufacturer (OEM) number, manufacturer part number, or wholesaler number; and item description, as applicable)

3.1.3 Include where the product was manufactured.

3.2 Part 2: Compliances and Accessories

3.2.1 Include detailed information of all compliances (TAA, Energy Start, etc.)

3.2.2 Include detailed information of any included or required accessories/miscellaneous equipment required.

3.3 Part 3: Warranty

3.3.1 Include detailed information of included warranty and warranty procedures.

3.3.2 Include information regarding available extended warranties.

4. Quoters are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement of the solicitation will result in a quote being excluded from consideration. However, quoters may provide an alternate means of performance provided that they clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

5. Documents submitted in response to this solicitation must be fully responsive to and consistent with: (1) requirements of this solicitation; (2) Government standards and regulations; and (3) evaluation factors for award.

6. All questions must be submitted via e-mail to kyle.greene@usmc.mil and gabriel.lopez@usmc.mil by Thursday, May 2, 2024 at 1200 PM (PST).

7. All quotes must be submitted in 12 point Times New Roman font, single spaced, and single sided.

8. Each submitted quote shall not exceed a total three volumes with ninety (90) pages each volume in addition to the required signed copy of the SF1449 and all applicable amendments. The following items shall not count against the total volume page count: one (1) page cover sheet, one (1) page cover letter, and one (1) page for a table of contents.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) price,

(ii) delivery,

(iii) technical capability.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(Contracting Officer: Insert applicable invoice and receiving report document type(s) for fixed price line items that require shipment of a deliverable.)

(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

(iii) For customary progress payments based on costs incurred, submit a progress payment request.
