PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT
Background. The Marine Corps Mountain Warfare Training Center (MCMWTC) is located on 46,000 acres in the eastern Sierra Nevada Mountains. The principal means of transportation between training areas are all-terrain vehicles (ATVs), snowmobiles The MCMWTC has 46 U/ATVs and 43 snowmobiles in inventory.
Scope. The MCMWTC requires a contractor to operate a turn-key preventive maintenance and repair shop to perform preventive maintenance, troubleshooting, repairs, and parts inventory for Government-owned ATVs, snowmobiles, and tracked vehicles in order to maintain MCMWTC’s fleet in a high state of readiness.
Tasks. Contractor shall be on-site at the MCMWTC during normal working hours to perform the following tasks.
The government will not exercise any supervision or control over the contractor in the performance of the services herein.
1. Preventive Maintenance (PM). Contractor shall be responsible for performing PM on government-owned ATVs and snowmobiles. PM consists of scheduled maintenance recommended by the vehicle manufacturer and technical manuals. contractor shall inspect, adjust, and perform minor repairs during PM.
Minor repairs consist of those repairs that can be made using the parts available. If repairs cannot be made with the government stocked parts, the contractor shall identify those repairs as Major Repairs in the PM
Report; the contractor shall also include a list of the parts needed. The contractor shall schedule all ATV and snowmobile PM per month based on the vehicle manufacturer’s guidance.
2. Troubleshooting. The contractor shall be responsible for performing troubleshooting on government-owned ATVs and snowmobiles. Troubleshooting consists of identifying the cause of a problem reported by the COR or found during scheduled PMs. Troubleshooting also consists of adjustments and minor repairs.
The contractor shall submit work estimates to the COR for all vehicles requiring repairs, as identified during the troubleshooting process. Vehicles shall not be repaired without authorization from the COR.
3. Corrective Maintenance. Contractor shall be responsible for performing repairs necessary on government-owned ATVs and snowmobiles. Repairs consist of work that is out of the PM scope or
Troubleshooting due to a lack of repair parts. PM work is not to exceed (NTE) minor repair cost of $100 per service order without COR approval and Corrective Maintenance (CM) work is NTE $250 per repair order without COR approval. The contractor will provide a written estimate to the COR for approval on all repairs and service exceeding the NTE limits set herein prior to the start of the work identified. The contractor will provide all service and repair parts.
4. Parts Inventory. The contractor and the COR shall perform an inventory of repair/maintenance parts stocked at the government facility upon contract award.
5. Transportation. The government will transport all vehicles requiring repair to building 1040. The
Contractor is not required to provide field or road-side assistance, or transport vehicles needing repair to building 1040.
Priority of Work. The COR shall establish priorities of work based on mission requirements.
Reports. This section identifies the reports that need to be submitted by the contractor and the time/date each report must be submitted.
PM Report. This report needs to have the following information:
-Name of mechanic completing PM.
-Level of PM performed.
-Adjustments/Minor repairs made.
- Repairs needed.
-Date and time PM was completed.
- List of parts needed for repairs (if applicable).
PM Schedule. This report will list the vehicle type, vehicle serial number, and the engine operating time
(calculated using distance (miles) or time (hours)) of each vehicle due for PM each month.
CM Estimate Report. This report needs to have the following information:
-Name of mechanic completing work estimate.
-Date and time troubleshooting was completed.
-Description of repair parts needed to restore vehicle to proper operating condition and a labor-hour estimate.
-Steps taken to identify cause of problem.
CM Completed Report. This report needs to have the following information:
-Name of mechanic completing the repairs.
-Repairs made with a list of parts used.
- Labor hours used to make repairs.
-Date and time repairs were completed.
Parts Inventory. The contractor and the COR will inventory all ATV and snowmobile repair parts stocked at the government facility that are used on an as-needed basis. This report needs to have the following information:
-Name of person that conducted inventory.
-Date and time inventory was completed.
-Quantities of items in stock.
-Recommended re-stock quantities of items based on usage.

Place of Performance. The contractor shall execute the terms of this contract at the MCMWTC, building 1040.
Knowledge, Skills, and Abilities (KSA). The contractor is required to have the following KSAs:
1. The contractor shall possess at least three years of small engine repair experience with off-road 4x4 utility vehicles and snowmobiles.
Contractor Provided Equipment. The contractor shall provide diagnostics equipment and software for ATVs and snowmobiles.
Government Provided Equipment. The government will provide diagnostics equipment and software for the
SUSVs. The government will also provide the necessary tool sets, chests, and kits for preventive and corrective maintenance. Such equipment will remain accountable to the Government and will only be used by the contractor within the government facility.
Work Schedule.
1. All Vehicles shall be serviced in 1 calendar year’s time
2. The contractor will operate the shop Monday through Friday, from 0730-1630, excluding Federal holidays. (
Work outside normal hours must be approved by COR)
Considerations:
a. Seasonal usage should be addressed in schedule.
Example: Polaris Rangers are used primarily in warmer months while Polaris
Snowmobiles are used primarly in colder months.
b. Facility Area… (1 bay) approx. 10’ x 15’ (Estimated maximum capacity 2 vehicles in repair area at the same time.
Warranty Information. The government requires, at a minimum, a 90-day warranty on parts and labor.
Subcontracted Work. Contractor may not subcontract work without prior written approval from the contracting officer. Requests for subcontracted work must include the scope of the work to be completed and the reason why the contractor cannot complete the work.
Enterprise-wide Contractor Manpower Reporting Application (ECMRA). The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Marine Corps Mountain Warfare Training Center via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSC’s are:
1. W, Lease/Rental of Equipment;
2. X, Lease/Rental of Facilities;
3. Y, Construction of Structures and Facilities;
4. S, Utilities ONLY;
5. V, Freight and Shipping ONLY.
The contractor is required to completely fill in all required data fields using the following web address http://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year
(FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.

INSTRUCTIONS
1. SUMMARY: This is a request for quotation. Responses to this solicitation are considered quotations and not offers. In those instances where the words offer, offeror, and quotes are used, the reader should understand that the use of such words does not change the nature of this request for quotation. This solicitation will result in a firm fixed price order to provide U/ATV and Snowmobile Maintenance and Repair for the MCMWTC .
2. Offerors are requested to thoroughly review the requirements of this solicitation and submit any questions in writing to SSgt Chad Cielencki at chad.n.cielencki@usmc.mil by

1. For email quotes, the Government office designated for receipt of the quote is the email inbox of the addressee indicated above. Notwithstanding the provisions at FAR 52.212-1(f) or FAR 52.215-1(c)(3), delivery is not accomplished until the addressee can open the email;
delivery to a server or an email inbox on a server is not considered delivery to the designated Government office and the quotation is not under the Government’s control until the addressee can open the email. The email shall not be considered to be delivered unless the entire content of the email and all attachments can be read by the addressee indicated above. Receipt of an electronic acknowledgment from the addressee establishes that a record was received but does not establish that the content sent corresponds to the content received. Email attachments are limited to no more than 2MB. Offerors are specifically warned that email may be subjected to spam filters or attachment stripping.
2. All transmissions must clearly state the solicitation number and the name of the contracting officer on the first page to ensure proper receipt.
3. Attention is directed to FAR 52.212-1(f), concerning late submissions. Offerors are responsible for allowing adequate time for transmission to be completed. The offeror bears the risk of non-receipt of transmissions, and should ensure that all pages of the quote (and any authorized modifications) have been received by the designated office before the deadline indicated. Pages of a transmission that arrive after the deadline may not be considered.
4. The Government may make award based solely on the quote received.
5. CONTRACT AUTHORITY: The government will solicit and award this contract in accordance with FAR Part 13.5. As a result of this authority, certain requirements for soliciting, awarding, and notifying quoters are streamlined. In accordance with FAR 12.102(c), when a policy in another part is inconsistent with FAR Part 12, Part 12 shall take precedence.
Although a competitive range will not be established because the acquisition is not being conducted under Part 15, the Contracting Officer nonetheless intends to conduct the evaluation by limiting the number of quotes considered to the greatest number that will permit an efficient competition among the most highly rated quotations.
6. FORMAT OF QUOTES:
1. Representations and certifications: The quoter must post to https://orca.bpn.gov/ and must state that this has been accomplished when submitting the technical quotes.
2. Mandatory requirements. The quoter shall address all mandatory requirements of the performance work statement.
Quotes must include Cage Code, DUNS #, and TIN on quotes.

Offerors are to submit pricing on each CLIN identified in the solicitation. All services (i.e. fuel surcharges, transportation, etc.) shall be included structure provided. All travel expenses must be included in the pricing for the CLINs. Deviations from the pricing structure may result in the quote being considered non-responsive to the solicitation. Any requests for deviations shall be addressed to the Contracting Officer prior to the close of the question and answer period.
52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)
The government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate quotes:
1. Technical Approach: The Government will evaluate the feasibility of overall technical approach to provide the U/ATV and Snowmobile Maintenance and Repair support outcomes delineated in the PWS, including, but not limited to: Knowledge, Skills, and Abilities. The contractor shall possess at least three years of small engine repair experience with off-road 4x4 utility vehicle and snowmobiles.
The evaluation will also assess the quoter's capability to provide the level of management and oversight needed to ensure that the full range of services are available to meet or exceed the performance standards of the PWS. In this area quotes received will be rated as acceptable or unacceptable.
The quoter shall provide a detailed narrative of their technical capability of providing the services offered to meet the government requirement as detailed in the performance work statement. General statements that the quoter can comply with the requirements will not, by themselves, be adequate. The quoter shall describe procedures that will be used to produce the required deliverables.

2. Experience: The demonstrated quality of the proposed staffing approach, including the experience and availability of technical specialists proposed to perform this effort will be evaluated. In this area quotes received will be rated as satisfactory or unsatisfactory. Personnel requirements must be addressed and resumes will be required.

In this area quotes received will be rated as satisfactory or unsatisfactory. Offerors with no past performance ratings will be rated neutral.
Quoters should provide name, title, phone numbers and email addresses of principals for no less than two prior or current contracts for similar services performed during the previous five years. Quoters may also provide other information as the quoter believes would aid the government in evaluating past performance. NOTE: The government may supplement the information provided with other information it may obtain from any other source including its own experience with your firm, or information concerning your performance from any reliable source.
4. Delivery: The Contractor shall begin performance no later than 15 SEP 2014.
5. Price: The quoter's price quote will be evaluated to determine if it is reasonable and consistent with the proposed technical approach for the base and all option periods. Unrealistically low (or high) proposed price determined to be unbalanced may be grounds for eliminating the quote from competition on the basis that the quoter does not understand the requirement, or has made an unrealistic quote.

*The lowest quote in terms of price received will be evaluated first. If the lowest quote is found to have an acceptable technical approach, satisfactory experience, and satisfactory past performance, no other evaluations will be made and an award will be made. If the lowest quote received is does not meet the aforementioned criteria, the next lowest quote received will be evaluated. This process will continue unitl an award decision is reached.
6. Options. The government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the option(s).
7. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
8. The Offeror agrees to hold the quote firm for 60 calendar days from the date specified for receipt of quotes.
9. Offerors must be determined to be responsible to be awarded the contract.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (MAY 2014)
An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision.
(a) Definitions. As used in this provision --
“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or http://www.acquisition.gov/
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
Inverted domestic corporation, as used in this section, means a foreign incorporated entity which is treated as an inverted domestic corporation under 6 U.S.C. 395(b), i.e., a corporation that used to be incorporated in the United
States, or used to be a partnership in the United States, but now is incorporated in a foreign country, or is a subsidiary whose parent corporation is incorporated in a foreign country, that meets the criteria specified in 6 U.S.C.
395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c). An inverted domestic corporation as herein defined does not meet the definition of an inverted domestic corporation as defined by the Internal Revenue
Code at 26 U.S.C. 7874.
Manufactured end product means any end product in Federal Supply Classes (FSC) 1000-9999, except--
(1) FSC 5510, Lumber and Related Basic Wood Materials;
(2) Federal Supply Group (FSG) 87, Agricultural Supplies;
(3) FSG 88, Live Animals;
(4) FSG 89, Food and Related Consumables;
(5) FSC 9410, Crude Grades of Plant Materials;
(6) FSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) FSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) FSC 9610, Ores;
(9) FSC 9620, Minerals, Natural and Synthetic; and
(10) FSC 9630, Additive Metal Materials.
Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the
Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment
Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
Sensitive technology--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act
(50 U.S.C. 1702(b)(3)).
Service-disabled veteran-owned small business concern--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
"Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
Subsidiary means an entity in which more than 50 percent of the entity is owned--
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
Veteran-owned small business concern means a small business concern--
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women;
