PERFORMANCE WORK STATEMENT (PWS)
BASIC LIFE SUPPORT SERVICES
IN SUPPORT OF COPE NORTH 25 AT COW TOWN, SAIPAN
1.0 BACKGROUND. The purpose of this Performance Work Statement (PWS) is to request Basic Life Support (BLS) services for Marine Air Control Squadron 4 (MACS-4) in support of exercise Cope North 25 from 10 January 2025 to 26 February 2025. The contractor shall provide portable toilets, hand washing stations, trash disposal services, portable showers, grey water removal, hazmat waste pick-up, bulk laundry, bulk water delivery and storage, material handling equipment, ice delivery, and power wash station rental/service during exercise Cope North 25.
2.0 SCOPE OF WORK. The contractor shall provide the services stated on Table below:

PERFORMANCE WORK STATEMENT–SAIPAN BASIC LIFE SUPPORT – COPE NORTH 25
2.1 PORTABLE TOILETS. The contractor shall provide (10) western style portable toilets at location stated on the Table above (Section 2.0), at a location to be directed by the government. The contractor shall provide and operate all required equipment in the proper cleaning and disposal of all waste, including removal of grey/black water. The contractor shall ensure that toilet paper is in sufficient quantities not to run out in a 48 hour period. The portable toilets shall have toilet paper dispensers full and at least 2 additional rolls inside the latrine at the completion of each servicing. The contractor shall furnish all labor, supervision, tools, materials, vehicles, equipment, transportation, and other items necessary for performance. The contractor shall provide 24-hour on call emergency maintenance support to fix any potential issue that arises.
2.1.1 The Contractor shall clean and sanitize all portable latrines once every other day. The cleaning intervals shall be no less than five hours and no more than two days between each of the cleanings. The Contractor shall repair the sinks, toilets, and toilet seats to ensure it is fully mission capable.
2.1.2 The Contractor shall remove non-sewage trash at each cleaning. No excrement or debris shall remain after cleaning. Contractor shall provide waste water removal.
2.1.3 The Contractor shall maintain a daily written report of the times and dates each latrine was cleaned and update the cleaning log and initial on each portable latrine at each cleaning.
2.1.4 The Contractor shall only use environmentally safe chemicals in accordance with local laws and regulations.
2.1.5 Support date and times need to be flexible in the case of any changes within a 48-hour window.
2.2 HAND WASHING STATIONS. The contractor shall provide (5) western style portable hand washing stations at location stated on the Table above (Section 2.0), at a location to be directed by the government. The contractor shall deliver clean, sanitized, Western-style, free-standing (4) person hand washing stations, filled with soap, water and paper towel dispenser, inclusive of all required water, refueling services, maintenance, and repairs. Each hand washing station must be able to accommodate (4) persons simultaneously on one unit. Each hand washing station must pass an of 5 lbs daily

acceptance inspection before the Government takes possession. The hand washing stations shall also be recovered by the contractor from the respective locations at the conclusion of the lease period. Hand washing stations shall be delivered to the specified location and placed at the U.S. Government directed area. Installation/placement is complete when the hand washing station is clean, functional, stocked, and ready-for-use.
2.2.1 Maintenance of Hand Washing Stations. The services below shall be provided by the contractor every other day. The site officer in charge or a designated representative shall establish the daily service times and the location of the hand washing stations. The contractor is responsible for obtaining verification of completion for each servicing by the designated U.S. representative.
a. Maintain a clean interior/exterior of each hand washing station.
b. Empty all sewage and waste-water from each hand washing station.
c. Re-Stock each hand washing station daily with soap, water, and paper towels.
d. Replace/replenish soap, water and paper towels.
e. Provide any and all required scheduled and unscheduled maintenance and service including, waste water removal, the anchoring of units upon request if they are placed near a flight-line or high-wind area. Contractor must be on call for any repairs and unscheduled maintenance.
f. Provide all supplies and labor necessary to service the leased hand washing stations.
g. The U.S. Government shall have unlimited use during the performance of the contract.
2.2.2 Placement Of Hand Washing Stations. The site officer in charge is authorized to direct placement and position of each hand washing station. Placement can and will be in areas not to interfere with military or airport operations.
2.3 PORTABLE SHOWERS. The contractor shall provide (5) portable showers at location stated on the Table above (Section 2.0). The site officer in charge is authorized to direct placement and position of each portable shower. Placement can and will be in areas not to interfere with military or airport operations. Showers will include the following:
a. The contractor shall deliver portable showers with multiple shower stalls and shower heads.
b. Stairs if required to access showers.
c. Shower curtains or doors per shower stall.
d. Hot water heaters.
e. Pumps to supply water from adjacent bulk water tank.
f. Required hoses and fittings to connect to adjacent bulk water tank to supply shower trailers with water.
g. Hoses and fittings from shower trailers waste lines to ditches or drains to drain shower wastewater into local city storm drains.
h. Contractor will provide a pump.
i. Contractor responsible for all power generation and power distribution required to supply water, lights, fan systems or any other requirement for the operation of shower trailers.
j. Screens on any windows.
2.3.1 Maintenance Of Shower Trailers. The services below shall be provided by the contractor at a minimum of once daily.
a. Maintain a clean interior / exterior of exterior shower trailers.
b. Secure all supply and waste fittings not in use to reduce spillage.
c. Inspect all supply and waste fittings and lines/ hoses regardless of use.
d. Re-locate or re-position shower trailers as required by site Officer.
e. Provide all required maintenance and service, including the anchoring of units upon request if placed in a high-wind area.
f. Provide any and all required scheduled and unscheduled maintenance and service including, waste water removal, the anchoring of units upon request if they are placed near a flight-line or high-wind area. Contractor must be on call for any repairs and unscheduled maintenance.
g. Provide all supplies and labor necessary to service the leased shower trailers.
2.4 DUMPSTER AND TRASH DISPOSAL SERVICES. The contractor shall provide (1) large dumpster delivered and staged on the provided grid coordinates (Section 2.0 Table), exact location to be directed by personnel on site. Trash removed every other day throughout the duration of operations from 10 January 2025 through 26 February 2025, no later than 1100 each day.
2.5 HAZMAT WASTE REMOVAL. One time pick up on 22 February 2025 for 60 gallons of hazardous waste at 15.2747841N, 145.8246432E, Cow Town, Saipan.
2.6 NON-POTABLE BULK WATER. Request an initial delivery of (600) gallons of non-potable water on 14 January 2025, then (200) gallons of non-potable water delivered every other day.
Requesting the vendor provide a storage tank on the initial drop off and provide 24-hour maintenance support if the storage tank is not functioning properly. The site officer in charge is authorized to direct placement and position of bulk water. Placement can and will be in areas not to interfere with military or airport operations.
2.7 NON-POTABLE ICE. Request delivery of (8) bags of 5lbs ice daily, starting 10 January 2025 through 26 February 2025, no later than 1100 each day. Exact drop-off location will be provided by the site officer. See Section 2.0 Table for grid coordinates.
2.8 LAUNDRY SERVICES. The contractor shall provide laundry services in accordance with the instructions below. All deliveries and pick-ups shall be accomplished at the designated location provided by site officer/government representative. This service shall be provided to U.S. Military Personnel only at Cow Town, Saipan. Laundry cleaning services are to support an estimate of 63 personnel attending the exercise. First day of laundry pick up to be 15 January 2025.
a. During the performance of this requirement, the contractor shall pickup/drop off laundry at the designated locations stated by the Government Representative.
b. The contractor shall provide a receipt of the total weight to the site OIC during each pickup.
c. The Contractor shall wash, dry and fold laundry to include pants and shirts placed neatly in the bag provided by the service member.
d. Laundry shall be picked up and returned between 1800-2000. The laundry shall be returned to the same location where it is picked up no later than 48 hours after pick up.
e. Contractor shall check individual names on provided roster and may also verify with the POC for authorized users of laundry service.

f. The contractor shall control and tag all laundry bundles. The contractor shall provide all laundry tagging slips (DA Form 2886).
g. The contractor shall not accept any requests for special handling or pressing/starching of uniforms. Laundry shall be cleaned, fluffed and folded only. No starching of uniforms or special handling options will be made available; U.S. standard of clean and serviceable.
h. Lost/Damaged Items. The contractor shall replace any items lost or damaged due to negligence or poor work performance at no additional expense to the government. Government personnel will identify missing items at delivery; damaged items shall be brought to the attention of the contractor within 48 hours of discovery.
The Combat Uniform does not have special handling instructions. The special care instructions for this uniform are as follows:
i. Wash in cold water and mild detergent containing no optical brighteners or bleach.
j. Tumble dry at low heat; do not exceed 135° F or 55° C.
k. Remove the uniform immediately from the dryer and fold flat to ensure heat from the dryer does not set wrinkles.
2.9 POWER WASH STATION. Contractor shall provide the use of the power wash station for truck cleaning located on Saipan nearest to locations stated on Section 2.0. Requesting to use the service on 12 January 2025, 22 February 2025 and 23 February 2025.
2.10 MATERIAL HANDLING EQUIPMENT (MHE) SUPPORT. 10K Forklift, or equivalent vehicle support with driver. Contractor will be responsible to provide enough fuel for equipment to be fully operational during period of performance. MHE support needed for 14-17 January 2025, and 1-4 March 2025
2.10.1 Condition – Both the exterior and interior of the vehicle shall be free of excessive soil, rust, and damage. All mechanical controls shall be operative. All vehicle systems shall be operative and kept in line with manufacturer’s recommended maintenance program.
2.10.2 Safety Items – The Contractor must maintain each vehicle pursuant to local city and country safety requirements. In addition, each vehicle shall have the following operational safety features as applicable: seatbelts and personal protective equipment for the driver, headlights, reverse back-up alarm, windshield wipers, parking brake, and horn and all other required safety equipment.
2.10.3 The contractor is responsible for all scheduled and unscheduled maintenance of vehicle. The contractor shall provide all parts and labor necessary to complete required maintenance tasks at no additional cost to an already agreed upon/negotiated lease rate. Contractor provided parts may include, but are not limited to, wind shield wipers, tires, headlamps, filters, fluids, and lubricants. Maintenance shall be performed according to the manufacturer’s recommended maintenance schedule. If the contractor’s scheduled or unscheduled maintenance results in the Government losing use of a vehicle for more than 24 hours, the contractor shall provide a replacement vehicle of a comparable make and model for the period of performance.

2.10.4 Recovery/Replacement – Upon proper notification, the contractor shall recover disabled vehicles within 24 hours of notification by the Government. The contractor shall provide a replacement vehicle for all disabled vehicles at the time of recovery.
2.10.5 Unlimited Mileage – The government shall have unlimited mileage during the performance of the contract.
2.10.6 Damages – The Government shall not be responsible for acts of God that may result in damage to any vehicle (i.e. hail storms, thunderstorms etc.). In addition, the Government shall not be responsible for normal depreciation to the vehicles. For purposes of this contract, “normal depreciation” is defined as the wear and tear that can reasonably be expected to result given the vehicle’s use by equipment-laden troops in a harsh environment. Normal depreciation includes, but is not limited to, minor scratches and dents to vehicle’s exterior, minor damage to seat coverings, and the presence of dirt or sand. The Government will only be responsible for damage in excess of normal wear that results from negligence, neglect, or similar acts of the Government. All contractor claims for damage by the Government shall be submitted to the contracting officer for consideration in accordance with FAR Part 33.2.
2.10.7 Forklift Operator – Forklift operator shall at all times adhere to local laws and base regulations.
Operators will possess on their person at all times a valid license or equal documentation that may be required by the host nation for legal operation of the vehicle in which they are assigned to operate. The government will not be providing hotel accommodations or meals to any operators throughout the duration of this requirement.
3.0 LOCAL CONTRACTOR COORDINATION. The site Officer In Charge (OIC)/Government Representative will be responsible for ensuring the selected contractors provide the requested services;
overseeing initial installation; and reporting service interruptions to the Marine Air Control Squadron 4 Logistics Officer. Assistance with local contractor support representatives can be accomplished by contacting Point Of Contact: TBD - ON AWARD.
3.1 CONTRACTOR RESPONSIBILITIES. The contractor is required the following:
a. In accordance with the performance of this PWS for the services outlined in Section 2.0, the contractor will provide all qualified personnel/drivers, supervision, transportation, maintenance, operating cost, equipment to unload, tools, materials, and any other necessary supply or service to accomplish the complete performance of the services requested herein.
b. The contractor shall provide the requested services as defined within the specified timeframes in the quantities specified.
c. The Contractor must be capable of providing the required items within a minimum time of 24 hours from time of notification and shall provide a single Point of Contact (POC) that may be reached at any time, 24-hours a day, 7-days a week, for the scheduling of any necessary services.
d. Immediately notify the Contracting Officer upon contractor determination of inability to perform.
e. The contractor will perform all tasks in accordance with Performance Work Statement.
f. Contractor personnel shall at all times be under the supervision of the contractor and not under the supervision of the U.S. Government or any of its officers or employees.
g. The Contracting Officer will bring discrepancies or noncompliance with the contract clauses, specifications. Work to the attention of the Contractor’s supervisor or foreman for necessary corrective action.
4.0 PERIOD OF PERFORMANCE. 10 January – 26 February 2025 / Cow Town grid 15.2747841N, 145.8246432E.
5.0 POINTS OF CONTACTS AND AUTHORITIES. The contracting officer is the only person authorized to approve any changes to the requirements of this contract and not withstanding provisions contained elsewhere in this contract, the authority remains solely the contracting officer. In the event the contractor effects any change at the direction of any person other than the contracting officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price as a result of the change.
6.0 CONTRACTUAL RELATIONSHIPS. Contractor personnel shall at all times be under the supervision of the contractor and not under the supervision of the Government or any of its officers or employees. The contracting officer will bring discrepancies or noncompliance with the contract clauses, specifications, or Performance work statement to the attention of the contractors’ supervisor or foreman for necessary corrective action.
7.0 LIABILITY. The U.S. Government accepts no liability for the actions of the contractor or his employees and agents.
8.0 SAFETY & SECURITY. The contractor and their hired employees shall be responsible for ensuring all safety driving requirements are adhered to and shall not at any time during the performance of the contract in place in any danger the Government personnel and equipment. The Contractor is required to comply with force protection measures as directed by the US Government Representative.
Driver will sign for responsibility/condition of the US Military cargo. Driver will drive directly to US Military identified destination without stopping. Upon arrival at destination, US Military Rep and contracted Driver will inspect the cargo to ensure no damage/loss. Upon confirmation, US Military Rep/Government representative will sign for the cargo, relieving contractor from responsibility.
9.0 POINTS OF CONTACTS AND AUTHORITIES. The U.S. Government (Exercise Executive Agent) retains the right to make changes to this Performance Work Statement, prior to contract award, based on factors that are unknown at this time (e.g. funding is formally decreased, direction from U.S.
Pacific Command due to changing political conditions, dates shift slightly, etc.). The contracting officer is the only person authorized to approve any changes to the requirements of the contract and not withstanding provisions contained elsewhere in the contract, the authority remains solely with the contracting officer. In the event the contractor effects any change at the direction of any person other than the contracting officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price as a result of the change.
10.0 OTHER REQUIREMENTS.
10.1 QUALIFICATIONS. All work is to be performed by a competent person, experienced and qualified to provide the required services.
10.2 CONFIDENTIALITY. All work discussed or carried-out of during the period of any performance shall remain strictly confidential. A statement of confidentiality will be signed by the supporting Contractor(s) prior to the start of the first Call. Signing of the awarded contract of start of performance constitutes as a statement of confidentiality.
10.3 CONTRACTING OFFICER AUTHORITY. Only the Contracting Officer has the authority to issue changes to this Performance Work Statement - and the corresponding contract - which affect price, quality, quantity, delivery, or any other aspect that will change the terms and conditions of the contract. The Contracting Officer is the only official who has the authority to modify or terminate the contract, or to obligate Government funds.
10.4 SITE ACCESS. Contractor will coordinate directly with local military bases to ensure their employees meet access requirements and are able to perform the contract on the host nation base.
The US government cannot waive any requirements for access to military bases. The contractor is responsible for delivering items to the location specified in this PWS. Inability to access military or host nation locations is NOT a reasonable justification for failure to deliver. Contractor and employees may be required to attend a security briefing prior to accessing the installation.
10.5 INFORMATION DISCLOSURE. Contractor will distribute to all employees the US government provided social media guidance prior to the start of the exercise. The US will monitor Social Media traffic during the exercise for violations of this guidance by contractor s and/or their employees. Violations of the Social Media Guidance may result in contract termination and/or a contractor being barred from future contracts with the US government.
10.6 INCREASES IN FORCE PROTECTION CONDITIONS. US military personnel may increase security measures at any time during the execution of the contract. Contractor will need to maintain communication with US military for access control and the Contracting Office or his/her designated representative to stay aware of possible changes.
10.7 LIABILITY: The U.S. Government accepts no liability for the actions of the Contractor or his employees and agents.
10.8 EMERGENCY. The contractor shall provide a point-of-contact (POC) available 24-hours for all emergency requirements. The contractor shall be able to provide a response/support within six (6) hours for all emergency calls relative to this requirement.
10.9 The Contractor shall, at no additional cost to the Government, obtain all licenses and permits required for performance of work and for complying with all applicable local, state, and federal laws, rules, and regulations.
