This is a Sole Source Justification (SSJ) document from the Department of the Air Force, Oklahoma City Air Logistics Complex at Tinker Air Force Base, dated 05 November 2025.

The 76th Maintenance Support Group (MXSG) seeks to procure one Metrohm Omnis Professional Titrator for its industrial chemistry laboratory to enhance accuracy, efficiency, and throughput of pH measurements and plating/cleaning analysis. Brinkmann Instruments Inc., doing business as Metrohm USA, is identified as the Original Equipment Manufacturer (OEM) and exclusive distributor of Metrohm titration systems. Metrohm USA is the sole vendor meeting the specified equipment requirements and is the only provider offering manufacturer-approved installation, training, technical support, and testing methodology. The proposed vendor is BRINKMANN INSTRUMENTS, INC. (Metrohm USA), located at 9250 Camden Field Parkway, Riverview, Florida 33578, with Point of Contact Tewmey Cody, phone (469) 704-5151, email cody.tewmey@metrohmusa.com. The company holds CAGE code 4VM74, Unique Entity ID QCYUJEJK62Y3, and is classified as a Small Business.

Market research was conducted using NAICS Code 334516 (PSC 6640) to determine availability and pricing. Direct engagement with the OEM and review of market data confirmed Metrohm as a certified small business, making this acquisition suitable for a small business set-aside under local contracting. The Government determined that only a single source is reasonably available under FAR 13.106-1(b)(1). Periodic future market surveys will be conducted to identify emerging alternative vendors or comparable technologies.
