The Air Force will continue monitoring the market and researching potential alternative sources to avoid future sole source awards.

SUBJECT: Sole Source Justification for MFT Serv M24-008 EDAX ORBIS
1. The 76th MXSG is requesting the purchase of a EDAX ORBIS PC SDD 30 Model 9424.08.091/A30 computer. The Government estimates the total cost of the purchase will be
2. The current Edax Orbis computer that controls and acquires data for the EDAX ORBIS system has failed. A system failure jeopardizes the affordable readiness to the depot and will negatively impact turn times to find critical answers for work stoppage and mishap investigations that can directly impact the fleet. Our laboratory has been the focal point for chip analysis program for USAF, and this instrument is crucial to that mission. EDAX, LLC is the original equipment manufacturer (OEM) of the EDAX ORBIS computer. OBCA reached out to the OEM (EDAX, LLC) and verified that the OEM is the only source to supply the EDAX ORBIS computer purchase and controller hardware that fits integral components of the computer that controls and acquires data from the EDAX ORBIS.
3. Therefore, it is requested that Edax, LLC, be the single source vendor to meet all the requirements of the program office and subsequently the warfighters.

Market research was performed reviewing Dynamic Small Business Search and System for Award Management databases using North American Industry Classification System Code 541511 looking for companies that could the item(s) listed above. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted. No other vendors were found.
5. The Government will continue to monitor the market and conduct market research surveys to determine potential future sources to try and avoid future single source acquisitions.
